1 Executive Summary The City of Hagen has already put in place several programmatic schemes and practical measures to foster climate protection through energy efficiency and energy saving campaigns. Political backing is strong which is reflected by several council decisions in favour of climate protection measures today and in the future. Furthermore, the City of Hagen is active in national and transnational energy and climate related networks. Thus the exchange of practical knowledge is vital on such levels. Based on these more conceptual and political aspects numerous technical and planning relevant measures have already been taken into practice. These model projects will generate incentives for growing activities by public and private organisations in the future. In addition, several public and private initiatives (mainly associations) have been founded to spread the idea of energy efficiency, energy saving and RES. These remarkable initiatives will help to multiply efforts far beyond the administrative scope. Nevertheless, the city administration has not yet fully used up its capacities and possibilities. The post of a climate protection manager still is vacant and respective management tasks cannot be fulfilled. In addition, financial means are low and not yet ready for pushing further projects and initiatives. The participation of local supply companies is not yet satisfying in this respect as well. Resulting chances and risks arising from the given situation are listed below. Based on all factors respective strategies for coping with challenges and minimizing weaknesses are also given below. Main aspects in this respect are the improvement of communication processes within the administration, the employment of a climate protection manager, the stronger involvement of local suppliers in energy and climate related processes including financial contributions (also coming from external institutions like banks) as well as the closer integration of the numerous private initiatives in the city. Furthermore, existing grants should be used more frequently and the internal energy team should be extended by external stakeholders. 1
