4 PREFACE The energy supply is one of the most critical bottlenecks for the on-going booming Chinese economy. In response to rapidly rising energy demand, the Chinese Government set goals to diversify the energy supply and to improve efficiency in supply and demand. Accordingly, the capacity for renewable energy generation, such as wind and solar, is to be expanded significantly, from 38 GWs (2005) to 133 GWs (2020), which would put it around 12% of all electric power capacity. Wind and solar energy are two important segments in the renewable energy market. The local industry in these sectors is developing, but has not yet achieved international standards in many areas. Business opportunities for foreign companies arise mainly in providing high-end products and large-sized applications. Foreign companies face, first of all, the challenge of assessing market potential realistically, and secondly, of understanding the roles and responsibilities of different players. Finally they must be able to get in contact with these. Information, especially on the planning and implementation procedure for RE projects and on potential customers and other key players, is not easily available on the Chinese side and requires careful research. The objectives of this study are to inform foreign companies about the market s potential and to provide a basis on which the enterprises can develop a draft plan of operations for the steps they need to take in executing their market entry strategy. Therefore, the study gives deep insight into the legal and political framework conditions in the RE sector in general, analyzes its resources, installed capacities, and the development goals for the wind and solar energy segments, and assesses the local industry through a detailed manufacturers review with contact information provided in the appendix. Finally, an overview is given on current foreign business activities as well as on further opportunities. The Delegation of German Industry and Commerce Beijing hopes to contribute to the successful market entry of foreign companies in China and is looking forward to providing you with further services. Beijing, August
