2 Society's responsibility for climate change adaptation The Environmental Protection Agency is responsible for the environmental objective "Reduced Climate Impact" SMHI got in the Government's Budget from September 2011 mandated the establishment of a national knowledge enter for climate change adaptation, which since January 2012 has at SMHI. SMHI is since January 2014 focal point for IPCC A large number of central agencies is through their respective sectoral responsibility involved in climate adaptation work. At regional level, the county administrative boards since 2009 responsible for climate adaptation work.

3 National Centre for climate adaptation The Centre is run by SMHI on behalf of the government. Works in broad collaboration with actors in the adaptation field. A node for knowledge on climate adaptation. Collects, develops and makes available a regional, national and international knowledge on climate adaptation. klimatanpassning@smhi.se 3

4 Municipalities responsibility Responsible for planning of land and water areas. Planning should be adapted to climate change and reduced impact on climate. Responsible for planning of the built environment. Climate adaptation issues are raised when there is a plan for change (new zoning or building permit application). Development should be then located on land that is suitable for purpose with regard to human health and safety and with regard to the risk of accidents, flooding and erosion. Every new mandate period compile risk and vulnerability assessments and establish a plan for handling of extraordinary events. Can include the impacts of climate change. 4

5 Responsibilities of County administrative boards' Utilize and coordinate the interests of the state. The board is required each term with government and between local interests that may be relevant to an outline plan's timeliness. Examine municipality's decision on zoning or area where the decision can be assumed to mean that the building is unsuitable with respect to human health / safety or the risk of accidents, flooding or erosion. Promote that regional risk and vulnerability assessments are compiled. The consequences of climate change can be addressed in this type of analysis. Develop regional action plans for climate adaptation to the guidance for further local and regional climate adaptation work (21 county boards) 5

6 National authorities Currently, no national authority currently has overall responsibility for climate adaptation issue but many have, through their respective sectoral responsibility an important role in climate change adaptation work. About 30 authorities are working on prevention, improved skills and knowledge and improved preparedness for disruption of important social functions 6

8 The Climate- and Vulnerability Assessment 2005: A special investigator was instructed to "identify the Swedish society's vulnerability to global climate change and regional and local implications of these changes, and to assess the cost of damage caused by climate change could lead to" 2007: Mission completed - Final Report: Sweden facing climate change - threats and opportunities. 10 Special mission 1. Making an updated assessment of knowledge about the current and future risks and consequences for society of climate change at local, regional and national levels. The overview should include climate change impacts on key functions like transport (eg roads, railways, telecommunications), the technical supply (eg energy and power supply), on buildings, buildings, water supply, sewage systems, agricultural industries, tourism, natural environment and the environmental and human health. 2. Map and analyze measures since the Climate and Vulnerability assessment report in 2007 that have been implemented or planned to be implemented in Sweden in order to adapt society to gradual climate change and extreme weather events. 3. Based on the analysis of the state of knowledge on climate change and its effects and the analysis of the action taken, describe the need and propose additional measures for adaptation in different parts of society.
