5 Economic Studies Process Intended to address generation integration and transmission congestion Requests for studies should be submitted to Transmission Provider: see Part VII All requests/results will be posted on OASIS Requests received by Oct. 31 st will be responded to in the following calendar year Will be evaluated by public meeting within 3 months of receipt for input and investigation Non-local requests will be forwarded to ColumbiaGrid or WECC Transmission Expansion Planning Policy Committee for consideration

7 Planning Methodology NERC/WECC Transmission Planning Assessments (TPL) Perform steady state power flow simulation of single contingencies, credible common mode outages, and various extreme outages Includes neighboring systems Perform selected assessment for voltage and angular stability Identify potential violations for further detailed study Review base case data and loading Typical concerns are thermal limitations on lines and post-transient voltage deviations Develop mitigation plans Include operational procedures, special protection schemes, or new construction TPLs audited by WECC in August 2010

8 Planning Assumptions Base Cases Northwest Loads Utilize peak load forecasts for 10 years out, updated annually Load forecasts for both winter and summer seasons Rely on input from customers for accurate forecasts Resources Model existing generating resources and projects with interconnection agreements Resources or demand response programs provided in annual customer data submittal Cases assembled through the WECC Annual Study Program
