2 SECTION A. PROJECT STATUS DESCRIPTION Please indicate the scheme applicable to the micro scale activity: 1. Project activity is under the micro scale scheme 2. Project activity is under the micro programme scheme Title of the Activity or VPA: The first phase of Anhua Rural Household Biodigester Project Title of the PoA: Briefly indicate when the project activity started operation and discuss its current status. The project activity has been implemented by Anhua Rural Energy Technology Service Centre in Dongping Town, Tianzhuang Town and Jiangnan Town, Anhua county, Hunan province, China. This project involves implementation of 4000 household biogas digesters. All the 4000 biodigester systems were completely built from June 2009 to June 2010, and all the systems were put into operation from July 2010, now all the systems are in normal operation. SECTION B. OBJECTIVE OBSERVERS OPINION Please provide an opinion as to whether the project activity is in line with The Gold Standard principles and whether emission reductions should be certified.

5 SECTION D. EVALUATION OF THE STATUS OF MITIGATION AND COMPENSATION MEASURES Mitigation or compensation measure 1. The maintenance of the biodigesters system. Comments (provide information on status of implementation) Special maintenance procedures have been developed to ensure proper operation of the biogas system. A local biogas technical service system was built under the project according to the Technology service system construction plan for the household biogas project 1 ; the scope of service covers all the project villages. The local biogas technical service systems can ensure all the biogas stove always been wellmaintained. The damaged biogas stove can be fixed or replaced in a short time. 2. Entity provides good training to the villagers of biodigester system management. 3. Short term economic pressure of construction biodigesters and annual maintenance costs. Annual training program is provided to the villagers by the local biogas technical service system 2. The project entity is applying for the VER revenue to reduce the economic pressure While in the process of previous investment, farmers needed to pay RMB 2,200 themselves and they were unable to afford so much money, Anhua Rural Energy Technology Service Centre along with the local Rural Credit Cooperatives provided necessary financing services to the rural households. Then the farmers agreed to install biogas systems. As in the Sample of letter of authorization for GS development between PO and local farmers shows: the GS VER revenue will be used to pay the biogas digester operation and maintenance cost on principle. 6 was used for the biodigester systems daily maintenance. SECTION E. STATUS OF SUSTAINABLE DEVELOPMENT ISSUES ASSOCIATED WITH THE PROJECT ACTIVITY i. Environmental issues Did the implementation of the project activity contribute to any negative environmental impacts in the region, e.g. was there any deterioration of air quality, water quality and/quantity, soil condition and biodiversity with respect to the baseline situation (i.e. current situation or most likely situation in the absence of the project activity)? For retroactive projects check that appropriate means were used by the PP to reach out to relevant stakeholders and seek their feedback on the Continuous Input / Grievance Expression methods as there was no LSC conducted for retroactive projects.
