1 Toxics Substance Reduction Plan Summary for Propylene Glycol Butyl Ether (CAS# ) & Solvent Naphtha Medium Aliphatic (CAS# ) 400 Chisholm Drive, Milton, ON Prepared for: 400 Chisholm Drive Milton, ON L9T 5V6 Attn: Lori Schill Health & Safety Area Leader December 6, 2017 Pinchin File: Pinchin Ltd.

2 INTRODUCTION Facility Summary manufactures front and rear cradles, axles, smaller suspension, and other components for the automotive industry. The main manufacturing and assembly functions include shipping and receiving, metal shearing and bending equipment, hydroforming presses, laser cutting equipment, metal inert gas (MIG) welding assembly lines. Most of the steel received and processed at the Site is in tubular form. Most assembled components are directed to the E-Coating area, where they are coated with a water-based paint for corrosion protection. The hydroforming and E-Coat areas each have wastewater treatment plants to treat wastewater effluent prior to discharge to the sanitary system. Environmental Management System (EMS) has been certified to the ISO14001 standard since July 30, 2003, and recertified on July 11, is actively engaged in seeking environmentally sustainable opportunities, such as: Diverting 85% of rags and absorbents from the trash. Reduce water consumption by 10%. Scrap metal segregation and recycling programs. Cardboard, paper and used beverage container recycling programs. Spent battery, bulb and electronic waste recycling. Energy reduction programs involving: lighting retrofit program replacing metal halide with T8 fluorescent, compressed air system improvements to reduce leak losses, office and parking lot lighting use reductions and installation of sensor lighting. Natural gas reductions involving: adoption of water based ecoat product allowing for the shutdown of thermal oxidizer, installation and regulation of programmable thermostats in facility office areas. Custom hearing protection program to reduce use of single use disposable hearing protection. Purchase of products containing recycled content: office paper, calendars, agendas, paper towel, tissue and ink toner Pinchin Ltd. Page i

The use of Propylene Glycol Butyl Ether (PGBE) and Solvent Naphtha Medium Aliphatic (SNMA) is an integral part of the products that we manufacturer, and it is not technically or economically feasible to reduce. We will continue to use these substances in strict accordance with all applicable environmental regulations. 3.0 SUBSTANCES REQUIRING PLANS The substances requiring plans are Propylene Glycol Butyl Ether and Solvent Naphtha Medium Aliphatic is based on 2016 Toxics Reduction Act accounting information. Propylene Glycol Butyl Ether is contained in paints used in the E-coating process, and Solvent Naphtha Medium Aliphatic is present mainly in the lubricant used on the equipment for the E-coating process. 4.0 OBJECTIVES OF THE PLAN & ANY TARGETS No options have been identified, and as part of the continuous improvement practices at the facility, technical advances will be monitored for new opportunities to reduce the use of Propylene Glycol Butyl Ether (PGBE) and Solvent Naphtha Medium Aliphatic (SNMA) at the facility. 5.0 OPTIONS TO BE IMPLEMENTED (OR STATEMENT THAT NONE ARE TO BE IMPLEMENTED) Due to the nature of the processes, the use of Propylene Glycol Butyl Ether and Solvent Naphtha Medium Aliphatic as components of the paint and lubrication on the E-coat line are an inevitable part of the facilities production. As such, no technically feasible options were identified or were applicable and therefore no options will be implemented at this time. The facility will continue to monitor areas for further improvement, including the on-going investigation of the use of a paint which does not contain Propylene Glycol Butyl Ether Pinchin Ltd.
