3 Introduction Ministerial Seminar in The Hague 1991 called for an action programme to avoid long-term deterioration of GW quantity and quality across the European Union Adoption of a communication on a groundwater action programme in 1996 by the Commission Incorporation into the Water Framework Directive adopted 2000 Complemented by adoption of daughter directive Groundwater in 2006 Key words: GW in river basin management planning, competent authorities, milestones for GW-body delineation, economic analyses, programme of measures, Good status of GW-bodies in

8 Public Participation Public information and consultation according WFD Art. 14 Member States shall encourage the active involvement of all interested parties in the implementation of this Directive Publish and make available for comments: a timetable and work programme for the production of the plan, an interim overview of the significant water management issues draft copies of the river basin management plan On request: access shall be given to background documents and information used for the development of the draft river basin management plan. 9 WISE Water Information System for Europe Water Information System for Europe (WISE) addresses several user groups: EU institutions as well as Member States national, regional and local administrations working in water policy development or implementation Professionals working in the water field from public or private organisations, with a technical interest on water Scientists working in the water field General public, including in this group those working in private or public entities not directly related to water policy but with an indirect interest in water (regular or sporadic) Jointly implemented by EC (DG Env, JRC, Eurostat) and EEA the Group of Four (Go4).

11 Conclusions EU WFD - Contribution to the Groundwater Governance in the Region The EU policy in place is guiding through the process Awareness of integrated GW-management was raised at different levels and at transboundary level as well through Stakeholder involvement Public participation Transparent provision of information.. Due to the principle of subsidiarity sufficient flexibility is granted Based on the lessons learnt of the first RBMP the second plan period has been started Blueprint to safeguard European Waters = comprehensive analysis of European Water policy and strategies 11
