This publication will serve as a useful reference base for all users of KAS statistical data and will serve as useful and relevant economic information for Kosovo. 9 Methodological explanations and definitions Primary production is the kind of power that was not amended by any transformation during the conversion process (for example: coal, oil, natural gas, biomass, hydropower, wind energy and solar energy). Change of the stock is a difference between reserves on the first day of the year (initial stocks) and stocks on the last day of the year (last stocks). Statistical difference is a category that includes the sum of unexplained statistical differences between production and consumption of certain energy fuel. Gross internal consumption is calculated as follows: Primary production + Import - Export + Stock changes 1 Electricity - means the form of energy which is transported through metal conductors. Energy means any form of manufactured or obtained energy (electricity, heating or natural gas) for supply or sale purpose. Energy fuels - Fuels which release the energy during combustion in a word are called energy fuels. Energy enterprise - means electricity company which carries one or more of the following energy activities: production, transformation, transmission, distribution, supply, trading or disposal of electricity, heat or natural gas under a license issued by the Law on Energy Regulator or without a license if such license is not required. Production of coal - Represents the amount of coal that is extracted from the mines. Production of electricity - represents the amount of electricity produced in power plants and hydropower plants. Power generation - implies the generation of electricity, heat or any other form of energy. Gross energy production - represents all the amount of electricity production in power plants or hydropower plants. Net energy production - represents the amount of electricity to the brink. Imports of electricity - represents the amount of electricity purchased outside the state. Exports of electricity - represents the amount of energy sold outside the state. Exchanges of electricity - represent the amount of electricity exchanged or produced in the country and abroad. Losses of electricity - represent the amount of electricity that is lost in transmission and distribution. Consumer - means the consumer to purchase wholesale or the end (final) consumer of energy. 1 Methodological explanations are taken from the Energy Law No

10 Privileged consumers ( kV) - means any natural or legal person who is free to buy electricity from the supplier to the choice of his/her. Distribution - means that transport of electricity, heat or natural gas through high voltage lines, medium, or medium-pressure pipelines or low, in order of a delivery to customers, but not including supplies. 2 (2701) Coal- briquette, egg-shaped and similar fuels produced from solid coal. 11 Executive summary "Annual Energy Balance of the Republic of Kosovo for 2014" is prepared by the Kosovo Agency of Statistics in cooperation with the Energy Policy Division within the Energy Department in the Ministry of Economic Development. Annual Energy Balance of the Republic of Kosovo for 2014 is prepared in accordance with the Law on Statistics No.04/L-036, Energy Law No.03/L-184 and Administrative Instruction No.07/2011 on the Rules of Energy Balance. This document reflects the physical flow of energy of all types and resources used in Kosovo in Sources of data The data necessary for the design of energy balances are provided by: 1. Regular statistical surveys in the field of energy statistics; 2. Regular statistical surveys: External Trade and Transport, Construction, Agriculture and Forestry; Reporting units of energy statistics Reporting units for electricity balance sheet are: Producers of electricity, hydro power plants, thermal power plants, CHP, auto manufacturers, Transmission system, Electricity distributors. Reporting units for heat energy balance are: Manufacturers of energy for heating, power plants, CHP, auto manufacturers, central heating, and Transmission and distribution companies for heating and energy. Reporting units of coal energy balance are: Manufacturers of solid fossil fuels, Manufacturers of produced gases, and Traders of solid fossil fuels. Reporting units for energy balance of oil and fuel oils are: Kosovo Customs, Oil traders and oil derivatives. Reporting units for energy balance of wood, fuel are manufacturers and traders of firewood, wood briquette, wood pellets and charcoal.

12 Data are collected from the following entities: - Kosovo Agency of Statistics - demographic and social data, data on import and export of all fuels; - Kosovo Energy Corporation (KEK jsc) - data on coal (production, supply and stocks) as well as data on electricity consumption; - System Operator, Transmission, and Market jsc (KOSTT) - periodic monthly and annual data on electricity balance; - "Kosovo Coal" jsc - data on trade of dry and wet coal, extracted from mines in Kosovo; - Central-heating enterprises data on energy flows in heating enterprises; - MTI, data processed of oil products. In this document the energy consumption analysis is based on surveys and studies. Extrapolation of these data is based on relevant indicators of development, such as those demographic, social and economic. The collected data are processed, arranged and presented by the Administrative Instruction No.07/2011 on Rules of Energy Balance.

Annual Energy Balance for 2014 The main parts of the "Annual Energy Balance for 2014" are: primary sources, including production, profitability, imports, exports and stock, as well as consumption of these energy products. Both these sections will be analyzed below Primary energy sources The structure of the primary energy consumed in Kosovo in 2014 has not changed compared to the previous year (2013). It consists of: coal, petroleum products (gasoline, diesel, fuel oil, kerosene and liquefied petroleum gas - LPG), biomass, hydro, wind, solar and biofuels. Electricity is treated as a primary source just for the amount of import and export. This approach is based on the Eurostat methodology. As shown in Table 1 the total amount (gross) of energy available for use (consumption) in 2014 was ktoe. Compared to 2013 there was a decline of about 8.5%. Table 1. Data on the amount of energy available from the fire wood (biomass) for 2014 are based on the results of the biomass study contracted by the Energy Community implemented by CRES, in 2011, extrapolated on the basis of the growing number of households and GDP for This is based on the fact that wood is used mainly for heating needs of households and the increase of the number of households increases the space heating and consequently increases proportional energy consumption of this product. Overview of the amount of coal as the primary source available (ktoe) Graph 2 shows that coal is the dominant product with a share of 99.51% of the total coal as the primary source available, followed by 0.49% bituminous coal. Kosovo has lignite reserves only and no other types of coal. The need for other types of coal are met from imports Oil products Kosovo does not extract oil therefore all needs are covered by the import of oil products. Import of petroleum products for the year 2014 was ktoe, which compared to 2013 there was an increase of about 1%. Table 3 presents data on the amount of available energy from petroleum products. The share of oil products as primary sources available (%) Graph 3 shows that the share of oil in 2014 was the highest of all other types of petroleum products. Oil accounts for 57% of the total amount of available petroleum products, followed by petroleum coke 14%, gas 12%, LPG 6%, fuel oil 5%, bitumen 5%, etc. Kosovo Agency of Statistics and the Ministry of Economic Development 4

17 Biomass (firewood) The amount of firewood consumption in 2014 is estimated to be ktoe. Compared to 2013 there was an increase of 0.71% which corresponds to the increase in the number of households. Basic data on wood consumption are taken from the study on biomass consumption "Study on biomass consumption for energy purposes in the Energy Community" conducted by CRES in 2011, contracted by the Energy Community Electricity Based on Eurostat methodology for presenting the balance of energy (power), electricity is treated as primary energy only for the amount of energy imported and exported. Net import of this energy in 2014 was ktoe (import-export) which means that most of the imports were higher than exports Hydropower Data on hydro energy are provided by KEDS and KOSTT. These data are based on the amount of electricity from hydro power plant: HC "Ujmani", HCV "Lumbardhi" HCV "Radavci", HCV "Dikanci", HCV "Burimi". The amount of hydropower produced in plants in 2014 was ktoe Wind energy In 2014, the amount of electricity generated by wind has been 0.03ktoe Solar energy The amount of solar energy for 2014 is estimated on the basis of the trends of previous years and has proved to be 0.33 ktoe. Based on the recommendations of the International Energy Agency the calculation methodology in the production of solar energy has been revised. This methodology has reflected in the reduction of solar energy production Biofuels In 2014 import of biofuels were not recorded. Also we do not have data for the energy production of this product. 18 1.2. Final energy consumption Data on the amount of energy consumed for 2014 are based on survey conducted with all economic sectors. These surveys have been developed over the past five years (2010, 2011, 2012, 2013 and 2014), and estimates are made on the basis of the analysis of trends in the last three years, linking it with appropriate indicators that have a direct impact in energy consumption, such as economic indicators, demographic indicators, etc. The biomass consumption data are taken from the results of the survey on biomass consumption in the household sector, services, agriculture and industry, a project contracted by the Energy Community in 2011, while consumption for 2014 is extrapolated to the growing number of households 0.68% annual growth and projected growth of GDP. The amount of energy consumption across sectors is presented in Table 4. Table 4. Participation of the economic sectors in energy consumption (%) Final energy consumption for non-energy purposes in 2014 was ktoe. Sub-oil products, bitumen and lubricating oil consumed for non-energy purposes in 2014 were in the amount of ktoe. Following is presented the final non-energy consumption and final energy consumption. In comparison with 2013, there was a decrease by 16.44% of consumption of energy products for non-energy purposes. Table 5. Participation in consumption of all energy sources (%) The most consumed energy product in 2014 was the product of petroleum, in the amount of ktoe, which represents 43% of the total consumption of all energy products. Overview of consumption of coal (%) The amount of coal consumed in 2014 decreased to 17.16%. Table 7 and Graph 6 show that coal type lignite was mostly consumed in 2014, in the amount of ktoe or 83% of total consumption. 23 1.2.3 Final consumption of electricity In 2014, electricity consumption was ktoe, compared to 2013 there was an increase of 0.63%. The following table presents the consumption of electricity in all economic sectors. Table 9. The share of electricity consumption in economic sectors (%) As seen from Table 9, the household sector is the sector with the largest consumption of electricity of 58% of total electricity consumption. The second sector that mostly consumed electric energy is the industry sector with a consumption of 27% of the total amount of this energy, etc. Kosovo Agency of Statistics and the Ministry of Economic Development 11

24 The final consumption of derived heat Total consumption of derived heat in 2014 was 4.06 ktoe, or an increase of 11.04% compared to The main customer is the Households with a consumption of 2.64 ktoe or 65% of the total consumption of derived heat, followed by the service or utility sector of 1.42 ktoe or 35%. The share of lignite for 2014 is 67.19%, bituminous coal with other coal 32.49%, hard coal and coke and semi-coke constitute less than 1%, in the framework of total coal consumption. 27 Consumption of oil products in the industry sector Table 13 shows that the consumption of petroleum products in the industry sector in in 2014 with the participation leads petroleum coke from 59% of total oil products consumed in this sector, followed by oil (diesel) with 21%, crude oil 13%, LPG with 7% and so on. 29 1.3.5 Participation of the branches of industry in energy consumption Unlike last year, where the industry of iron and steel industry lead the energy consumption, this year leads the glass industry, ceramics and building/construction materials with 29% of the amount of energy consumption throughout the industry, iron and steel industry 26% of the amount of energy consumption throughout the industry. One of the largest energy consumer is the industry of food, beverages and tobacco consuming at about 2 of total energy consumption in the industry sector, and so on. Valuation method is based on surveys conducted in 2009 and 2010, based on the percentage of participation of branches in the total of energy products attracted by the sector. Table 15. After biomass comes electricity, which is consumed in the amount of 45% of total consumption, and so on. 32 It should be noted that in this case we were served only with administrative data from KEK, Coal Division and there were no estimation of coal consumption from private mines as in previous years Consumption of oil products in the household sector Table 18 shows the state of oil products consumption in the household sector. LPG is the most consumed energy product within the petroleum products in the household sector in the amount of energy 7.59 ktoe, or followed by oil with 4.52 ktoe and gasoline with 1.10 ktoe. Consumption of energy in the service sector Consumption of all energy products in the service sector As in the household sector the service sector energy is used for space heating, air conditioning, water heating, cooking, lighting, equipment supply of energy use in private and public facilities. In 2014, the service sector has consumed a total amount of energy of ktoe, which compared to 2013 there was an increase of 17.75% The service sector is divided into two sub main sectors: public sub-sector and private sub-sector. In the services sector are: public administration, public and private health, public and private education, hotel and tourism, commerce, crafts, consulting, culture and sports, etc. Table 19. 34 In 2014, the most preferred product energy consumption in the service sector is the electricity that is consumed in the amount of ktoe, or has participated in all energy consumption in about 45% of the total consumption of the service sector. Indicators of energy There are several indicators which express the energy ratio in relation to other economic indicators, demographic, etc. Most leading indicators are: energy consumption per capita; and intensity of energy. Energy consumption per capita - is an indicator of a country's economic development. The amount of energy consumed per capita in Kosovo in 2014 has been 0.88toe/per capita 3. Energy intensity - is an indicator which expresses the ratio between the quantity of primary energy available and Gross Domestic Product (GDP). For 2013, energy intensity has resulted in 0.46toe/ 1,000. This indicator expresses the energy efficiency of a country's economy.
