2 GENERAL INFORMATIONS National Institute for Marine Research and Development Grigore Antipa (NIMRD), under the authority of the Ministry of Environment, has been created in 1999 accordingly Governmental Decision 686/1999, through reorganization of the Romanian Institute for Marine Research, established in In order to recognize the centenary tradition and continuity of national oceanology, the institute is named after Professor Grigore Antipa ( ), the founder of the Romanian school for marine ecology. NIMRD was reorganized in November 2009 by GD 1442/2009 (as amended and supplemented), becoming sub-unit with legal personality of NIRDEP Bucharest. Nowadays, the institute is a representative national organization with a pluridisciplinary and interdisciplinary structure and functioning under the coordination of the Ministry of Environment and Forests as sub-unit with legal personality of the National Research and Development Institute for Environmental Protection - Bucharest NIMRD carries out basic, applied and technological research, crucial for the knowledge, protection and management of the marine environment and coastal zone in the Romanian Economical Exclusive Zone at the Black Sea. NIMRD is qualified to make regulatory framework proposals for the national environment authority and to represent Romania in the field of marine sciences, at different international organizations and advisory groups of conventions and agreements with Romanian affiliation. NIMRD is the technical operator of the physic, chemical and biological national network for marine waters and for coastal erosion surveillance 2

3 MAIN NATIONAL AND INTERNATIONAL RESPONSIBILITIES OF THE NIMRD Presidency and registered office of the Romanian National Committee of Oceanology/CNR- UNESCO since 2004; Permanent Technical Secretariat of the National Coastal Zone Committee, under the coordination of the Ministry of Environment and Sustainable Development (Law 280/ regarding the integrated coastal zone management, art. 68.3/sect. a 4- a); Activities coordination and registered office of the International Secretariat for South- Eastern Europe of the Balkan Environment Association (B.EN.A.) and of the training center for environmental professions (B.EN.A.)/ NIMRD, since 2002; Activities coordination and registered office for the Black Sea Commission related Regional Activity Center for Environmental Aspects of Fisheries and Other Marine Living Resources Management and 5 national focal points (Monitoring and assessment of marine pollution, On land pollution sources control, Developing the common methodologies for ICZM, Preservation of the biological biodiversity, Environmental aspects regarding the fisheries and resources management), since 1994; Scientific representation of Romania in international organizations (UNESCO/COI, CIESM, FAO, CGPM, CECAF, ICES, GFCM, NATO, GEF/Black Sea, ACCOBAMS) is being constantly assured by NIMRD; Administration of the 2 Mai - Vama Veche Marine Reserve (ROSCI0269) by taking it into custody. 3

5 Scientific activity Research Departments Department of Oceanography, Coastal and Marine Engineering Oceanography Survey of sea level trend and variation; Research regarding the effects of global changes on local and regional hydrological conditions; Assessment of seawater physical and chemical parameters dynamics; Monitoring of eutrophication and marine pollution with heavy metals, hydrocarbons, pesticides; Evaluation of predicted changes in marine ecosystem state and functioning at abiotic components level, and processes modelling; Management of oceanographic data base, and regular delivery of operational data for bathing waters and beach quality survey; Providing scientific substantiation for implementation of national environmental legislation, international convention provisions, and EU requirements, in the field of transitional and coastal waters. 5

6 Department of Oceanography, Coastal and Marine Engineering Coastal Engineering Survey of coastal geomorphology and erosion/accretion processes and development of protection/rehabilitation measures; Studies regarding state, evolution and efficiency of hydrotechnical protection works; Providing scientific substantiation for implementation of national and international legislation in the field of integrated coastal zone management (ICZM) Marine technology Underwater investigations for assessing state of hydrotechnical protection works; Designing, testing and implementing of new equipments and devices for oceanographic research and for intervention in case of accidental oil spills; Providing scientific substantiation in the field of contingency response at accidental oil spills in marine environment. 6

7 Department of Oceanography, Coastal and Marine Engineering Laboratory for measurements and physical / chemical analyses (LMA) Specialized structure for: determination for marine nutrients loads (phosphates, silicates, nitrates) for sea water; determination of heavy metals in sediments and biota; determination of organo-clorinated pesticides in sediments; determination of polyaromatic hydrocarbons in sediments; determination of marine bioresources food value (hydrosoluble protein, total glucose and glycogen, fats); sea water chlorophyll and nutrients (NO3, NH4), metals (Hg) from sediments and marine biota, pesticide and aromatic hydrocarbons from biota Measurements and analyses for internal projects or services for beneficiaries 7

8 Department for Ecology and Marine Environment Protection Marine Ecology Research regarding state and evolution trends of marine ecosystem biotic components; Research regarding anthropic influences on the marine ecosystem health; Knowledge of marine biodiversity evolution and threats and assessment of protection measures; Coordination of marine monitoring activities; monitoring of biological parameters; Providing scientific substantiation for implementing national and European legislation regarding bathing waters and shellfish waters; Radioecology Radioactivity survey in abiotic and biotic marine ecosystem components. Biochemistry and Ecophysiology Knowledge of marine bio-resources trophic potential; Research on bio-resources utilization for human and animal consumption and pharmaceutical industry; Research regarding toxic potential of some micro-algae species; Knowledge of bio-therapeutic potential of Tekirghiol Lake. 11 Research and Development Activity within National Programmes NIMRD participates in complex research activities within the framework of National Plan for Research, Development and Innovation (Phase I and II), through following programmes: ORIZONT 2000, Nucleu-CEMAR, MENER, BIOTECH, AGRAL, INFRAS, INVENT, CEEX 2005/2006, CORINT, INFOSOC, CNCSIS, PN II, POS-CCE. POS- MEDIU, etc; Studies and research projects, financed by Ministry of Environment and Forests, for support the national strategy regarding the protection of the marine environment and coastal zone, as well as the implementation of the specific EU Directives ; Realize environmental impact, environmental audit and risk assessment studies concerning the marine activities in the national coastal zone ; Projects and research scholarships financed by Balkan Environmental Association (B.EN.A.); Issue of the yearly Report on the marine environment state 11

12 Research and Development Activity within International Programmes International programmes: FP5, FP6, FP7, PHARE, NATO, GEF, IOC/UNESCO, ESEAS, SEASEARCH, ECOS OUVERTURE / EU, LIFE NATURA / EU, MATRA SENTER / NL, REBECCA, BLACK SEA JOINT OPERATIONAL PROGRAMME, etc. Educational Programmes Ensure the headquarter and functioning of the TRAINING CENTRE OF ENVIRONMENTAL PROFESSIONS through the cooperation with the Balkan Environmental Association (B.EN.A.) and of the CENTRE FOR EDUCATION AND TRAINING IN FISHERIES Some NIMRD staff members, associate professors, involved in teaching activities at Ovidius University Constanta ; Partener in Erasmus Programme ( ); Continuous co-operations have been maintained by the institute with the universities from Bucharest, Iassy, Cluj- Napoca, Timisoara, Arad, Galati and Chisinau/Republic of Moldova for student licenses, master degrees, PhD degrees concerning marine sciences, facilities for working visits, summer practices, laboratory applications, etc. Co-ordinate the activity of the Junior Ranger pupils group from the locality 2 May 12
