1 Connectivity & LTA agenda for meeting to be held with 32 nd NR SCM Additional Agenda for LTA in Northern Region 1.0 LTA to Adani Power Limited for transfer of 342MW from Mundra TPS to NR beneficiaries M/s Adani Power Limited (APL) has established a 4620MW generation project at Mundra in Kutch dist. Gujarat. M/s APL has applied for LTOA for 342 MW from Mundra bus with target beneficiaries as Northern Region constituents (Copy of the LTA application is enclosed at Annexure-I). M/s APL has applied for the present LTA in lieu of earlier approved LTA for transfer of 342MW power to Punjab and/or Rajasthan through ISTS with connectivity at Bhiwani(PG). (Copy of the earlier LTA application is enclosed at Annexure-II). For transfer of power to Haryana(PPA for 1424 MW), M/s Adani Power Limited had established Mundra Mohindergarh + 500kV HVDC 2500MW Bi-pole & Mohindergarh - Dhanonda 400kV (Quad) D/c lines as dedicated transmission system. Additionally, M/s Adani Power Limited had set up Mohindergarh Bhiwani (PG) 400kV D/c line for 342 MW LTA to Punjab and/or Rajasthan beyond Mohindergarh considering that 342 MW power is available at Mohindergarh HVDC terminal. LTOA for 342 MW was approved with point of injection of power as Bhiwani Substation of POWERGRID. M/s Adani Power Ltd had applied to CERC for grant of transmission license for the dedicated transmission system of Mundra Sami - Dehgam, Mundra Mohindergarh HVDC bipole, Mohindergarh Dhanonda, Mohindergarh Bhiwani, electrode lines and other associated works. CERC vide its order dated 29/07/2013 has directed that transmission license be granted to Adani Power Limited. M/s Adani Power vide letter dated 21/05/2013 has applied for Long Term Access at their generation switchyard for 342MW. As per the LTA application point for LTA is Adani Generation bus. Now with the grant of license, the Adani bus is to be treated as ISTS bus and accordingly LTA is being processed for usage of ISTS system beyond Adani generation bus. Further it is to mention that as per the CERC order dated 29/07/2013 as per para 11 as the subject transmission system developed by the petitioner is already being used as per PPA dated 07/08/2008 for supply of power to UHBVNL & DHBVNL for a quantum of 712 MW each the petioner shall be deemed to be long term access customer for 1424 MW. Accordingly, 1424 MW PPA with Haryana is also to be treated as LTA from Adani Mundra generation bus and M/s Adani has to bear the transmission charges and losses for this. Accordingly LTA to M/s Adani Power Limited is deemed to be granted for about 1500 MW (1424 for PPA and losses(exact figure shall be worked out in consultation with NRLDC)) from generation bus from the date of operation of the Adani system as ISTS system and M/s Adani shall bear the transmission charges for the same.

2 Connectivity & LTA agenda for meeting to be held with 32 nd NR SCM Now the total power which is to be evacuated through ISTS system from Adani Mundra bus would include 1500 MW towards Haryana PPA, 342 LTA for Northern Region, 200 MW LTA to Maharashtra (which was earlier at Dehgam) & 200 MW of MTOA. In addition there is a PPA of Gujarat for 2000 MW. Accordingly the total generation at Mundra comes to about 4242 MW. Regarding LTA of 342 MW it is to mention that it would be considered as change in injection point of the existing LTA from Bhiwani to Mundra generation bus. Keeping above in view, system studies have been carried out considering two different scenarios Scenario 1 : Present Scenario Scenario 2 : Scenario after commissioning of Adani Mundra Zerda 400 kv D/c In all the above studies, full dispatch, as mentioned above, has been considered from Adani generation including 342 MW dispatch to Northern Region. The details of the studies are discussed below: Scenario 1 This study is for present scenario. The base case load flow study results are enclosed at Exhibit-1. From the base case it may be observed that the loading on Mundra Sami is 595 MW per ckt, Gwalior Agra is 981 per ckt etc. In general loading is within limits in base case. Thereafter different contingencies have been studied: a) Contingency of outage of 1 Pole of Mundra Mohindergarh Bipole (Exhibit- 1-01) b) Contingency of outage of 1 ckt of Mundra Sami 400kV S/c (Exhibit-1-02) From the studies it was observed that there is no problem in outage of one pole of HVDC bipole, however during the contingency of outage of one circuit of Mundra Sami one circuit the other circuit becomes critically loaded, Scenario 2: This study has been carried out with 1500 MW power transfer through HVDC bipole and full generation. In this case additional 400 kv D/c line from Adani Mundra generation bus to Zerda has been considered. As per the preliminary information gathered from GETCO, Adani Mundra generation bus to Zerda 400 kv D/c line would be commissioned during last qtr of The base case load flow study results are enclosed at Exhibit-2. From the base case it may be observed that the loading on Mundra Sami is 400 MW per ckt and

Subsequently following contingencies have been studied: a) Contingency of outage of one ckt of Mundra Sami 400 kv S/c (Exhibit-2-01) b) Contingency of outage of one pole and outage of one ckt of Mundra Sami 400 kv S/c (Exhibit-2-02) From the above study results, no problem is envisaged in transfer of 342 MW to Northern region and the system can meet the security criteria as prescribed in Manual on Transmission Planning Criteria of January Proposal Considering the overall scenario it is proposed to formalize the LTA of 342 MW to Northern region from Adani Mundra generation with present SPS in place and SPS scheme shall be reviewed after commissioning of Mundra Zerda 400 kv D/c line. The LTA of 342 MW for NR from Mundra generation bus can become effective from the date of operation of the Adani system as ISTS system. The LTA request shall be treated as change in injection point from Bhiwani to Adani Mundra generation bus of already granted LTA of 342 MW subject to that all other terms and conditions remaining the same. Members may deliberate and give their concurrence to the above proposal.
