Oberösterreich Upper Austria Capital: Population: Area: Gross inland cons.: economic activities: O.Ö. Energiesparverband Linz 1.38 mio km² 305 PJ; 32 % renewable energy industry, service sector, tourism, 25% of the Austrian exports regional energy agency energy efficiency, renewable energy & innovative technologies main funding: regional government services to private households, SMEs, public bodies en

Energy Action Plan of Upper Austria % renewable energy (hydro, wood biomass, solar) energy consumption in new housing reduced by 30 % 15,000 jobs Energy strategy double biomass & solar Energy Efficiency Programme "ENERGIE STAR 2010" 1 % energy saving/year, 1.5 % for the public sector Energy Future % electricity & space heating from renewable energy en

Upper Austria's Sustainable Energy Strategy - 3 Pillars en

Energy Future Agreed Measures Stakeholder working group developed 155 measures for the sectors heat, electricity and transport en

Economic Analysis of the Agreed Measures (1) Costs saved per kwh saved (investment costs not taken into account) Sector Costs saved per kwh saved (incl. taxes) Costs saved per kwh saved (excl. taxes) Electricity Source: Tichler R.; et al; en

Economic Analysis of the Agreed Measures (2) Measure (examples) Efficient use of compressed air; efficient motors Efficient circulation pumps Ex-change of lamps and luminaires Investment 2009 to 2030 (aggregated ) [Mio ] Changes in end energy consumption 2030 [TJ] Investment per kwh saved (incl. subsidies) [Cent je kwh] 378-4, , Source: Tichler R.; et al; en

Economic Analysis of the Agreed Measures (3) Measure (examples) Efficient use of compressed air; efficient motors Regional GDP per year [Mio ] Employment per year Efficient circulation pumps 6 30 Ex-change of lamps and luminaires Total (10 measures electricity) min. 220 min. 550 Average annual changes by implementing the respective measures compared to business-as-usual scenario for Source: Tichler R.; et al; en

Examples: Minimum funding requirements in Upper Austria obligation to use A or A+ pumps in all new residential buildings solar obligation for multi-family homes and (partly) for one-family homes no electric heating allowed -> for all buildings participating in the regional building programme, covering > 90 % of all new dwellings en

Examples: Electricity Efficiency Campaigns Campaign: "Minus 10% electricity consumption" -> Aim: to motivate homeowners to decrease their el. consumption by 10 % -> competition where households had to check their electricity meters, to implement efficiency measures and to monitor results -> exhibition of ee household appliances & lottery at the Energiesparmesse Campaign Really bright ( Richtig hell ) -> lamp exchange initiative for companies -> pilot projects, competition for municipalities Campaign Efficient circulation pumps -> support programme for the exchange of pumps in households en

The campaign Really bright Publications: Innovative lighting for service buildings Folder CFLs Really bright at home Efficient lighting for hotels & restaurants Website Preparation: Market research Stakeholder network Training Defining target groups & actions Media: TV spots and radio spots supplement to largest daily newspaper (8-page, Friday, >130,000 copies) selected press advertisment Interactive elements Lamp exchange initiative hotels/restaurants Pilot projects: social housing & regional parliament Energy advice on efficient lighting Competition for municipalities Competition CFLs ( Die hellste Gemeinde ) Lighting hotline Events: Regional conference Breakfast for Mayors International conference en

Results of the campaigns Campaign: "Minus 10% electricity consumption" -> more than 1,000 households actively participated Campaign Really bright ( Richtig hell ) -> purchase of 4,821 lamp documented, 1,591 participants (households) -> successful pilot projects (Building regional parliament & Social housing) -> in total, more than 100,000 lamps exchanged! Campaign Efficient circulation pumps -> exchange of 6,400 circulation pumps in 6 months -> average reduction from 86 to 34 Watt -> 42% of the households exchanged 2 or more pumps en

The way to an electricity efficiency market. A change of minds starting by catching people s attention A change in politics legislation financial support awareness raising A change in marketing new approaches to make saving electricity attractive A change with new strategic alliances! en
