Water is an essential element to the livelihood of a population and the impact of water scarcity has become an especial focus in today s society due to the ever-increasing need for clean water. The more stringent requirements for potable water supply and sewage discharge along with the limited resources available force many decision makers to search for new technologies and practices in order to sustain the demand from the society. Treatment technologies, drainage and network management, modeling in environmental water management have therefore advanced rapidly in the past decades in order to cope with these changes. The CIWEM HK Water Conference 2011 aims to establish a platform for the local and overseas experts of these specialized areas for sharing their experience and stimulating ideas. 6 Biography of Keynote Speakers Ir MA Lee Tak, JP Director of Water Supplies Ir MA graduated from the University of Hong Kong with a B.Sc. in Engineering in 1976 and a M.Sc. in Engineering in He is a Member of the Institution of Civil Engineers; a Member of the Institution of Structural Engineer and a Member of the Hong Kong Institution of Engineers. Ir MA joined the Government in August 1979 as an Assistant Engineer. While working in various works departments of the Government, he had participated in a number of major railway and road projects as well as infrastructural development projects. In March 2008, Ir MA was appointed as the Director of the Water Supplies Department (WSD) responsible for providing a reliable and clean water supply to some 7 million people in the Hong Kong Special Administrative Region of the People s Republic of China. WSD also supplies seawater for flushing to about 80% of the population. Ir CHAN Chi Chiu, JP Director of Drainage Services Ir CHAN is a civil engineer by profession. After graduation from the University of Hong Kong in 1976, he worked in the then Highways Office and Drainage Division of the Government for two years, and then continued his engineering career in the Water Supplies Department. He has been involved in the planning, design and construction of new waterworks projects, operation and maintenance of the water supply and distribution system, and the provision of customer services. In 2008, he was transferred to the Civil Engineering and Development Department, taking charge of the planning, management and implementation of development and infrastructure projects in the North and West New Territories. In September 2010, he took up the post of Director of Drainage Services, overseeing all aspects of wastewater and stormwater drainage services, covering capital works for new infrastructure, improvement works to existing assets, operation and maintenance of existing systems and facilities, and collection of sewage services charges. Ir Benny WONG Yiu Kam, JP Deputy Director of Environmental Protection Ir WONG is a civil engineer by profession. He obtained his Bachelor of Science (Civil Engineering) and Master of Philosophy in Public Health Engineering degrees at the University of Hong Kong in 1977 and 1983 respectively. He is a Fellow of the Hong Kong Institution of Engineers. After working with consultants for 7 years, he joined the Hong Kong Government Environmental Protection Department in He has worked in different areas in EPD and has been involved with the development and management of waste facilities, waste and water policy development, and enforcement of environmental legislations. He is currently Deputy Director of Environmental Protection overseeing the work on enforcement, water policy, noise policy and EIAs. Mr. Peter MYERSCOUGH Immediate Past Chairman of CIWEM Urban Drainage Group and Modelling Manager Yorkshire Water, UK Mr. MYERSCOUGH obtained his degree from Bradford University before joining a major construction firm where he gained three years experience as a site engineer. He then spent two years as a local government officer gaining design experience for institution professional interview. He moved across the Water Industry, first with North West Water (now United Utilities) and finally Yorkshire Water. He was initially involved in the management of the sewerage system but eventually specialised in the removal of unsatisfactory intermittent discharges and the modelling of the sewerage system. Since April 2010 he has taken distribution modelling under his wing with the long term objective of bringing both sides of the modelling fraternity closer together. He has presented papers in North America and Europe on techniques developed by Yorkshire Water and its partners. He has previously worked in Hong Kong on Sewerage Master Plans. He was Chairman of WaPUG for over ten years and instrumental for bringing WaPUG into CIWEM.
