1 - E N E R G Y M A T T E R S - Sustainable Redevelopment 3.0 in harbour cities Venue: Pathé ZAANDAM ZAANIJ - Amsterdam Metropolitan Area and 22 March 2013 (lunch-to-lunch) Chairman J. Cramer A new orientation in urban redevelopment is deployed. Urban Redevelopment new style: incorporate more of the cities existing capital, do it in a sustainable way and make sure it meets the users demands. Here energy is a leading theme, next to e.g. mobility, water & waste and communication. This new challenge not only calls for another way of co-creation, but for alliances with new strategic partners as well. But:... how to actually do this in practice? Harbour cities have a strong mix of residential and industrial areas and (sustainable) energy production facilities in abundance. They are the perfect place to explore the introduction of the new strategy. This is addressed at the two-day conference Urban Redevelopment new coalitions with new energy: Energy matters. It provides insight into opportunities and current examples across the North Sea Region. In a lunch-to-lunch setting with international speakers the topics of changing roles of stakeholders, new opportunities, pitfalls and financing are discussed. Public and private stakeholders are invited to participate in parallel Interactive Power Sessions on potential business cases. 3 Speakers Chairman Jacq. Cramer (Utrecht University) Professor of Sustainable Innovation, Utrecht University Former Minister of Housing, Spatial Planning and the Environment Energy as an economic driver (Zaanstad) Welcome Robert Linnekamp Alderman Zaanstad & Chairman Climate Alliance NL As energy is becoming more and more expensive, the economic value of energy logistics is increasing. How do we exploit this as a region? Sustainability in harbour area Amsterdam Metropolitan Area (Zaanstad) Dennis Straat Alderman The Amsterdam Metropolitan Area has a long strategic waterfront, with present and historic industrial buildings sprawled at its banks. New opportunities lie in the sustainable and energy-efficient combination of old, new and retrofitted functions. Act now (Alliander) Pallas Agterberg Managing Director Strategy Alliander presents their strategic vision on a clean and affordable energy provision.

4 Inspirational view on Industrial Harbours Area (Antwerp Port Authority & VITO) Geert Schrooten & Jef Verbeeck The Antwerp Harbour aims for a more sustainable industrial profile. How do wind, flexibility and strategic development fit together in a smart plan? Jef Vebeeck will mention remarkable examples of energy logistics in a highly competitive environment. Inspirational view on Residential Harbour Area (City of Malmö) Per Arne Nillson tbc The Malmö-side of the twin port CMP with Copenhagen is slowly moving north. The older harbours area is now transferred in a sustainable residential area. What are the key success factors? Per-Arne will take us into the carbon neutral strategy of the City of Malmo as the driving force for Malmo s economic revival. Integrating Energy in a smart way (Hamburg University of Applied Science / C4DSI) Hans Schaefers tbc Hamburg is Europe s second large harbour and facing an increase of (local) German Renewable Energy supply op to 80% in How do the industries cope with this rapid energy transition? Hans Schaefers will address the urge in for smart solutions right now in the German Industry. IBA: Renewable Wilhelmsburg (International Buildings Exhibition IBA) Jan Gerbitz Jan Gerbitz works as project coordinator at International Buildings Exhibition IBA Hamburg GmbH for the cities and climate change project, working on development, planning, quality assurance and evaluation of individual projects as well as the implementation of the Future Concept Renewable Wilhelmsburg. Inspirational view on Cooperation between businesses - (Alliander) Bert Heerbaart Alliander has an ambitious agenda regarding the implementation of smart grid technology and facilitating the transition towards renewable resources. Amsterdam is one of the locations where Alliander is making good progress in transforming the existing E-grid into an intelligent grid. This process has turned out to be not only an enabler for other sustainability projects but much more a trigger for many initiatives resulting in several alliances of both public and private parties. In his presentation Bert shows these developments in Amsterdam and the many sustainability initiatives resulting from it.

5 Facilitating Cooperation (TKI SWITCH2SmartGrids) John Post Board member With the instalment of the Dutch TopSector Energy, the Dutch Government is helping SME s to cooperate, both financially and networking-wise John Post will refer to recent inspiring examples of unexpected cooperation. POWER SESSION: How does e-mobility fit in? (EseatzNetwork & RGU) George Jansen tbc & David Gray Environmental issues were the initial driver for e-mobility. Now we know e-mobility can play a role in smart energy solutions as well. How does this support sustainable urban (re) development? Harbour areas offer a huge potential of storage facilities due to an increasing amount of electric vehicles. How to benefit from this? David Gray has some suggestions. Traffic is dense; can we come up with some smarter solutions, adding the social media? George Jansen is developing such platform. POWER SESSION: Public Finances (Haute Equipe) Peter van Asperen TBC Energy is one of Europe's top priorities. In this session the perspective of the government (local and European) will be highlighted. Especially the role of financing of durable energyprojects by governments. The question is what financial instruments governments should use (grants, loans or risk takinges) and what European funds and subsidy schemes can be used. POWER SESSION: The driving Force of Local Governments (NET-COM) To be confirmed The NET-COM project is aiming to increase the number of Cities supporting the Convenant of Mayors. The Net-Com project will talk about it s vision on how to connect the EU Climate Agenda and Urban Development to a driving force for Communities? POWER SESSION: Financing Sustainable cooperation (University of Amsterdam) To be confirmed Renewable energy is said to be profitable. Where s the business case, who will invest, how do we connect to investors, private funds and other sources? Smart Energy is Smart money for Governments (Forum discussion) A lot of governmental money is invested in facilitating the market. Making money seems a no-go route. Are smarter routes available for governments to cooperate?

6 POWER SESSION: Military Forces Changes (RVOB) Martine de Vaan & Peter Vermeer Industrial area s offer room to (former) military complexes. How do we cope with constrains and barriers, such as soil, contamination safety regulations? The Dutch national Rijks Vastgoed- en Ontwikkelings Bedrijf addresses the challenges to exploit the existing infrastructure for sustainable energy supply POWER SESSION: Energy Peninsula s and Islands Some strategic positions in Harbour Area s cannot be development due to (environmental) restriction of all kind. Which strategies and interim regulations are available to make the sustainable transformation a success? POWER SESSION: Massive Industrial Buildings: Retrofitting for Energy Chances? In harbour environment large industrial buildings are hard to redevelop with a sound business case. But what happens if we add the function of local power plant? Does it improve the business case and increases the changes for those buildings? POWER SESSION: First revenues for SME s - (TreFoil) Benno Schwarz (TBC) POWER SESSION: e-harbours identification and analysis of barriers (VITO) Annelies Delnooz Researcher at the Energy Technology Unit of VITO. Target group: Large Industrial Enterprises and SME s, Departments, Investors, Municipalities, Real Estate Developers, Public Housing Corporations, Network operators, Harbour Cities, Energy Providers, Energy Service Companies, Port authorities, etc. This is a preliminary program, check regular update on Registration is possible; to duurzaan@zaanstad.nl More information; to Enneke Vlaanderen e.vlaanderen@zaanstad.nl
