BACKGROUND National Program for Fuel Diversification in Java for both Transportation dan Industry Present Natural Gas deficiency in West Java, and all over Java soon Government drive to reduce carbon emission and pollution in Java Alternaitve and competitive fuel provision for land and sea transportation LNG excess production Transportation demands: Public Transport: 10 MMscfd Railway: 5 MMscfd Industry: 10 MMscfd Page 4

4 2. CUSTOMERS The priority is to provide clean dan competitive fuel for: 1. Public Transportations, local and long haul City Tranportation/ Angkot (in the form of CNG) Taxis (in the form of CNG) Buses & Trucks (LNG) 2. Railway Locomotives (LNG) Railcar gensets (LNG) Later, it will be extended to: 3. Ships (LNG) Passenger ships Fishing boats 4. General Industry (LNG) Page 5

OPERATION & ECONOMIC CONSIDERATIONS LNG Receiving Terminal vs LNG Plant Since LNG Plant requires gas source, and Java is soon to be deficient of gas, then the only one left is to build LNG Terminal Floating vs on land LNG is to be transferred to LNG truck via Truck Filling Station Floating Storage will occupy the port permanently, which is not preferred by port authority. STS operation required to transfer LNG from shuttle ship to Floating Storage, another situation port authority is not happy with. Page 6

6 Operation & Economic Considerations Flat bottom vs Vacuum Insulated Tank Storage Capacity: approx. 10,000 m 3. Flat bottom tank is the least expensive, but require BOG handling apparatus, which is high in maintenance and energy consumption. Flat bottom tank construction will make the port busy for a year or so. Vacuum Insulated Tank does not require BOG handling apparatus. Vacuum Insulated tank is fabricated at the factory, leaving the port free until tank installations. Vacuum Insulated tank size is limited by available transportation dan installation method. Therefore requires multiple tanks, may be 30 units of 330 m 3 capacity. Vacuum Insulated tank is chosen. Page 7

9 Distributions Distributions to public transport vehicle is carried out through LCNG Stations. This stations will deliver LNG or CNG to vehicles. Page 10

10 Distributions Deliveries to LCNG Stations is carried out by trucks and rail. Page 11

11 5. LNG FOR TRANSPORTATION For small (public transport) vehicle, CNG installation and refueling is simpler than LNG. The vehicle will require CNG converter kit. For large vehicle like trucks, buses and railway, LNG is more appropriate, as LNG will provide the vehicle with longer travelling distance and better fuel storage efficiency than CNG. For the same volume of storage, LNG will give 3 times travelling distance than that of CNG. Large vehicles are mostly diesel engined, and they will require Diesel Dual Fuel (DDF) Converter, which is now widely available in the market. Page 12

12 LNG for Transportation Four LCNG and one LNG Stations and one LNG Hub will be built in the northern part of Java More LCNG Stations will be built later in the central and southern part of Java. Page 13

13 LNG for Transportation DDF kits have been installed in a number of mining trucks and road tanker in East Kalimantan. LNG Fuel Tank Page 14

14 LNG for Transportation PT KAI (National Railway Company) in cooperation with Pertamina has just tested DDF Converter on one of its 400 KW diesel Genset in Yogyakarta, using CNG. DDF kits replaces 80% of diesel with Natural Gas. DDF ECU Page 15

15 LNG for Transportation Pertamina and PT KAI will continue the test of installing DDF kits on Railcar Genset, with LNG, and later on the locomotive. DDF ECU Page 16
