LEGAL BASIS National climate change strategy (Decision No. 2139/QĐ-TTg dated 05/12/2011) Green economic growth and low carbon economy are principles for reaching a sustaniable development; GHG mitigation gradually becomes a compulsory target in socio-economic development. National green economic growth strategy (Decision No. 1393/QĐ-TTg dated 25/9/2012) Green economic growth, low carbon economy and natural enrichment have become mainstreams in sustainable economic development; reduction of GHG emission and increase of GHG absorbability have gradually become a compulsory and important target in socio-economic development.

8 2. POTENTIALS FOR NAMA In INDC technical report of Vietnam, GHG mitigation projects are developed for 4 main sectors: - Energy (17) - Agriculture (15) - LULUCF (9) - Waste (4)

11 Difficulties and challenges in NAMA management and coordination in Vietnam NAMA framework has not been established and specific policy recommendations at national and local levels to develop, implement and manage NAMA have been built and submitted to the competent authorities for approval; Monitoring, Reporting and Verification (MRV) for NAMA at industry and national levels has not been developed and operated; Programmes of telecommunications and capacity building for NAMA at national and local levels have not been sufficient.

12 Priorities to strengthening NAMA management and coordination Policies and institutional arrangements Develop institutional framework; Develop action plans for NAMA development and management; Define policy barriers for NAMAs; Develop consultancy network about NAMA; Technical issues and methodology Assess NAMA potentials; Define prior sectors; Develop criteria for selecting NAMAs.

13 Priorities to strengthening NAMA management and coordination Capacity strengthening NAMA and finance for climate change NAMA s technical issues; Training programmes of developing, implementing and managing NAMA for private sector; Training programmes for State authorities in localities.

14 4. NEXT STEPS Complete NAMA national registration system; Complete national inventory system of GHG and MRV at all levels; Early register some potential NAMAs; Develop legal framework, encouragement and domestic/international investment attraction to NAMAs, contributing to INDC implementation.
