3 Dominica Climate Policy Context National Strategies There are currently no strategies focusing on climate services in Dominica. Low Carbon Climate Resilient Development Plan Dominica s National Strategic Plan for Health acknowledges climate change s contribution to the global burden of disease and premature deaths. Regional Strategies Caribbean Disaster Emergency Management Agency: (CDEMA) CDM Strategy CCCCCs Strategic Framework on Climate Change Collaborating Institutions and mechanisms in the Caribbean: Association of Caribbean States (ACS), Caribbean Meteorological Organization (CMO), Caribbean Institute for Meteorology and Hydrology (CIMH), Caribbean Disaster Emergency Management Agency (CDEMA), the Caribbean Community Climate Change Centre (CCCCC) and in the context of: Roadmap for the Design of a Regional Programme in MHEWS with National Capacity Development (WMO October 2010); Assessment of the Capacities, Gaps and Needs for the Development of the Caribbean Regional Program on Multi- Hazard Early Warning Systems and Phase-I Project Priorities: Focus on hydrometeorological hazards and warning systems and possible linkages with other warning systems (WMO 2010). National Disaster Coordinators and Meteorologists Dialogue: Advancing Multi-Hazard Early Warning Systems in

Disaster Vulnerability Reduction Project (In Support of The Third Phase of The Eastern Caribbean Regional Disaster Vulnerability Reduction Program) Donor: World Bank 17$M Aim: reduce vulnerability to natural hazards and climate change impacts in Dominica through: (i) investment in resilient infrastructure (water, roads, drainage, slope stabilization), and (ii) improved hazard data collection and monitoring systems. Program for building regional climate capacity in the Caribbean (BRCCC) Donors: USAID/OFDA Project Partners: WMO, Caribbean Institute for Meteorology & Hydrology (CIMH) Support Regional Climate Centre (RCC) for the Caribbean at Caribbean Institute for Meteorology and Hydrology (CIMH).

5 Dominica GFCS STEP STATUS Step 1 Capacity Assessment is complete Step 2 National Consultation on Climate Services Reported as nearing completion by mid Stakeholder meeting focused on health Water? DRR? Energy? Food Security? Progress in steps 3-5 (national framework, action plan, implementation) require further discussion with Dominica national partners.

12 Dominica Climate Service Needs Recommendations Developing climate products 1. Greater support from the administrative level (permanent secretary) 2. Greater sensitization/education of the general public 3. Greater sensitization/education of users in the other GFCS sectors 4. Developing a quality controlled database for all data across the country. Observation and monitoring 1. Increasing resources (human and otherwise). 2. Get policy-makers to understand and buy-in to the importance of climate services. 3. Get policy-makers involved. Research, modeling and prediction 1. The establishment of a relationship with the local college (Dominica State College). This would require additional resources.

Various sectors indicate needs and provide necessary thresholds, definitions and baseline information User Interface Platform 1. Capacity building of staff to interact with sectors. 2.
