1 INVITATION TO BID November 24, 2008 The City of Hays, Kansas Wastewater Treatment Plant, is inviting sealed bids for the purchase and delivery of the following chemicals for the 2009 calendar year. Chlorine Sulfur Dioxide Ferric Sulfate Caustic Potash Delimonene Lift Station Maintainer (liquid) Lift Station Maintainer (granular) Sealed bids must be sent in an envelope using the enclosed mailing label and received at the City Clerk's office, City Hall, 1507 Main Street, Hays, Kansas, 67601, by 3:00 p.m., December 17, Bids received later than the specified hour and date or without label shall be returned unopened. Bids will be opened at 3:00 p.m. December 17, 2008, in the City Commission Room. Bids will be reviewed and a recommendation made to the City Manager. The City of Hays reserves the right to reject any or all bids with or without cause and to waive any irregularities. The City of Hays requires the bidder to include in their bid submittal, the MSD Sheets of the products being bid along with the signed Bid Proposal Sheet and warranty of product if applicable. Failure to complete and return a signed Bid Proposal Sheet and submit MSD Sheets will cause the bid to be rejected. The City of Hays Wastewater Treatment Plant is sales tax exempt. Upon delivery, the chemicals and containers will be inspected and if chemicals or containers fail to meet specifications or safety regulations, they shall not be accepted and shall become the vendor's responsibility. 2 SPECIFICATIONS ON CHEMICALS ARE AS FOLLOWS: 1. The Hays Wastewater Treatment Plant will purchase approximately 30 tons of chlorine in 1-ton containers. 2. The Hays Wastewater Treatment Plant will purchase approximately 10,000 pounds of sulfur dioxide in 150-pound cylinders. 3. The Hays Wastewater Treatment Plant will purchase approximately 7 totes of 45% liquid solution caustic potash in 315-gallon totes. (Potassium Hydroxide) 4. The Hays Wastewater Treatment Plant will purchase approximately 1,000 gallons of ferric sulfate in 55- gallon barrels. 5. The Hays Wastewater Treatment Plant will purchase approximately 385 gallons of delimonene in 55- gallon barrels with the following specifications: Citrus based liquid 100% Biodegradable 95% D-limonene minimum 100% Organic Specific gravity from No petroleum distillates No alkalies, caustics or acids Non-toxic Containers will be 55 gallon metal barrels Number of 55-gallon barrels to be bid on is 7. Total gallons on bid are The Hays Wastewater Treatment Plant will purchase approximately 200 gallons of lift station maintainer (liquid) in 5-gallon pails with the following specifications: Liquid product suitable for application with a chemical metering pump. Xeronine based biological stimulant Nonhazardous. No requirement for protective clothing or equipment. Container must fit within the limited space available in the lift station. Pumps and dispensing equipment to be provided by the vendor at no additional charge. 7. The Hays Wastewater Treatment Plant will purchase approximately 300 pounds of lift station maintainer (granular) in 100-pound barrels with the following specs: Principle Enzyme: Lipase type in the hydrolytic class Substrate: Glycerides End Products: Glycerol and Fatty Acids

Will not harm beneficial waste treatment micro-organisms. 8. If chemical is not available from vendor, vendor will write in Not Applicable on the bid sheet. 9. Chemical orders may vary from month to month. 10. The Hays Wastewater Treatment Plant may purchase more or less chemical than described in this bid, but the bid price will remain the same for the calendar year. If vendor cannot guarantee the bid price for the calendar year, vendor must state how long the chemical bid price is guaranteed for. (Ex: 3 months, 6 months, etc.) 11. Vendor will insure chemicals will be available for the calendar year. 12. All chemicals and containers will conform to all safety regulations. 13. If freight prices are not set for the year, vendor must state so in the comment section. 14. The Hays Wastewater Treatment Plant requests deliveries at least bi-weekly on chemicals with the exception of ferric sulfate, delimonene, lift station maintainer (liquid) and lift station maintainer (granular) which the Wastewater Treatment Plant will receive as one shipment. Deliveries are to be made 8:00 am to 3:00 pm, Monday through Friday unless the City s needs designate otherwise. The vendor will be charged $25.00 per hour per employee required to stay past 4:00 p.m. to unload the truck.
