3 Soil Sampling and Analysis Report Sarasota County, Florida Tierra Project No Page 1 of INTRODUCTION This report provides field screening results for embankment soils collected along located between Webber Street and Bee Ridge Road, Sarasota County, Florida (Appendix A). This canal is being evaluated by HDR for areas to improve and stabilize the existing embankment. As part of the embankment stabilization design several areas along the canal will require the embankment slope to be reduced. The reduced slope will produce excess soils during construction. HDR and Sarasota County (County) may utilize these excess soils for clean daily cover at a County solid waste landfill facility. HDR has requested that Tierra obtain samples from the canal embankment that represent a cross section of existing soils and test the soils for specific analytical parameters. HDR requested that each sample be tested for the following heavy metals: Aluminum; Arsenic; Barium; Cadmium; Chromium; Iron; Lead; Selenium; Silver; and Mercury. No other analytical parameters were recommended for testing. 2.0 SCOPE AND METHODOLOGY This project consisted of obtaining soil samples in accordance with the most recent version of the Florida Department of Environmental Protection (FDEP) Standard Operating Procedures (SOP) for Field Activities, (DEP-SOP-001/01) equipment decontamination, sample collection, field documentation, sample custody, and laboratory analyses. All field services were conducted and overseen by Tierra personnel and a NELAP-accredited environmental laboratory performed the chemical testing. The following services were provided: 1. Conduct three soil borings, approximately every 800 lineal feet, using a decontaminated stainless steel hand auger. Each soil boring was completed from the surface down to the existing water table or 10 feet below land surface (bls) whichever was encountered first. Boring locations are illustrated on the boring location plan in Appendix A. 2. Soils were visually examined as to general type, color, odors, and other field indications of possible contaminants. A summary of the soil profile and boring depths is provided on Table 1 in Appendix B. 3. Soils from each boring were thoroughly mixed and homogenized in a decontaminated stainless steel mixing bowl. Aliquots of the soils were placed into laboratory provided sample containers then placed on ice and delivered to SunLabs a NELAP accredited laboratory for analysis. 4. Each soil sample was analyzed for Aluminum (Al), Arsenic (As), Barium (Ba), Cadmium (Cd), Chromium (Cr), Iron (Fe) Lead (Pb), Selenium (Se) and Silver (Ag) by EPA Method 6010 and Mercury (Hg) by EPA Method A summary of the soil analysis is provided on Table 2 in Appendix B. 4 Soil Sampling and Analysis Report Sarasota County, Florida Tierra Project No Page 2 of FINDINGS Tierra analyzed the data collected to determine whether levels of target analytes exceeded the Florida Department of Environmental Protection (FDEP) Soil Clean-up Target Levels (SCTL), and Leachability based on Groundwater guidelines (LGW) contained in Chapter , Florida Administrative Code (FAC). The results were compared to the SCTL for both Residential and Commercial/Industrial Direct Exposure (RDE and C/IDE) limits. The results of the data from the soil analysis indicate that no contaminants were identified at levels above laboratory detection level and that there are no analytes that exceed the SCTL for RDE, C/IDE and LGW at all sample locations. 4.0 CONCLUSIONS The soils obtained from the embankment area did not reveal any concentrations of contaminants for the analytes tested above the relevant and appropriate regulatory standards and do not have any restrictions as to the reuse of these soils. 5.0 RECOMMENDATIONS No additional assessment is warranted to identify the specific metals concentrations outlined herein in the canal embankment soils. Should the County require other contaminant parameters be evaluated for reuse additional soil sampling should be conducted. 6.0 LIMITATIONS This study was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same locale. The results, findings, conclusions and recommendations expressed in this report are based on conditions observed during our course of work and under the scope of work authorized by the client. This report provides analytical results for a limited number of sample locations and should not be used to represent an assessment rather a field screening that identifies the presence or absence of a tested contaminant. The information contained in this report is relevant to the date on which this survey was performed, and should not be relied upon to represent conditions at a later date. This report has been prepared on behalf of and exclusively for use by our client for specific application to their project as discussed above. Contractors or consultants reviewing this report must draw their own conclusions regarding further investigation or remediation deemed necessary. Tierra does not warrant the work of reporting agencies, laboratories or other third parties supplying information which may have been used in the preparation of this report. No warranty, expressed or implied is made.
