1 Minutes f the 66 th IEC Meeting Annex 5 [IEC Item 7, Para 18] General STRATEGY THEME BASIN VP Laurie Tllefsn and VP Dr. Mhamed Wahba The technical activities f ICID are rganized under fur strategy themes: On Farm, Systems, Basin, and Knwledge. The WGs under the On-Farm theme deals with the applicatin f water at the farm level and hw it is best used t increase the prductivity and impacts f applicatin f irrigatin water including its quality at the farm level. The WGs falling within the theme Scheme address varius aspects f delivery f water frm the surce t the farm level including the planning, develpment and management. The Scheme Basin deals with all the basin level envirnment aspects that impact the agriculture water management such as climate, flds, drughts, sea-water etc. The WGs under the Knwledge Theme is crss cutting and deals with the issue f cmpilatin f knwledge generated by the varius WGs and therwise required fr efficient agriculture water management, and hw it culd be disseminated and applied at the grund. This review examines the strategy theme Basin and will cnsist f an appraisal, a visin and future directin fr the theme. Pst 2015, sustainable develpment agenda lays emphasis n the need t address the challenges psed by the increasing frequency f extreme events such as drught and flds n ne hand and the rising sea levels adversely impacting tidal areas n the ther due t climate change. Review f Strategy Theme BASIN The strategy theme Basin includes the wrk f fllwing six wrkbdies: 1) Wrking Grup n Water Management in Water Stressed Regins (WG-DROUGHT); 2) Wrking Grup n Sustainable Develpment f Tidal Areas (WG-SDTA); 3) Wrking Grup n Envirnment (WG-ENV); 4) Wrking Grup n Cmprehensive Appraches t Fld Management (WG- CAFM); 5) Wrking Grup n Glbal Climate Change and AWM (WG-Climate); 6) Wrking Grup n Water fr Bi-Energy and Fd (WG-BIO-ENERGY). My general bservatin is that the WG s under the strategy theme Basin functining quite well and are prductive. In sme cases membership and attendance is limited and in thers is very gd. In sme cases new membership is being attracted and the bservers attending is high indicating a strng interest in the tpic. Pr attendance at the meetings and lack f cntributin by the members is a cncern. This leads t a reduced prductivity and utput. If a WG is t be successful, participatin and cntributin are critical. Encuragement f yunger prfessinals is key and E membership shuld be cnsidered. Cuntry participatin and cntributin are key t the successful wrk in a WG and ICID. One f the basic characteristic f WGs under theme basin is that they encmpass areas f knwledge where the pl f expertise within the cuntries ften lies utside the ambit f the Natinal Cmmittees. There are ther institutins within the cuntries such as meterlgical departments, r disaster respnse authrities r envirnment prtectin authrities where the cre expertise lies in these fields. Mst ften these areas invlve mre than ne administrative entities. Disaster Management Authrities fr Drughts and Flds frm respnse, rescue and relief perspective; Natinal Meterlgical Agencies frm perspective f mnitring and predictin f Flds, Drughts and ther climate extremes; Agriculture r Water Resurces departments frm irrigatin and drainage perspectives and s n. At the Glbal level als, multiple agencies are invlved in these activities. Wrld Meterlgical Organizatin fr Climate, Drught and Flds frm a mnitring perspective; UNEP, UNDP frm envirnmental perspective; FAO frm a fd security perspective and s n. Given the abve special characteristics ur apprach t these WGs shuld be mre cllabrative and the issues addressed thrugh a multi-disciplinary perspective. At the natinal level the participating expert wuld have t be frm departments ther than the cre irrigatin and drainage departments where the nucleus f the membership f the NC generally lcated. Implementatin f the strategy theme will nly be as gd as the participatin in the WG and TF by the Natinal Cmmittees and the individual invlved. WG- BIO-ENERGY is a gd example. Nminatin f experts frm the respective departments by NCs nly can increase participatin in these WGs t be successful. Therefre the bjectives, mechanism and utcmes f the Wrking Grups under this theme have t be differentiated vis-à-vis the WGs under strategic themes Schemes and On-Farm. 57

They address crss cutting multidisciplinary cncerns f sustainable develpment thrugh efficient agriculture water management. It is bserved that in many cases NCs are nt multidisciplinary and lack participatin f experts in cllabrative effrts with ther relevant departments s it is necessary t develp a mechanism by NCs fr cllabrative effrts with all ther relevant departments t address supplementary issues f agriculture water management. Based n the analysis f the activities f the WGs and need t meet future challenges in terms f impact f climate change n water resurces and agriculture; water, fd and energy securities and envirnmental and eclgical aspects f sustainable develpment fllwing general as well specific recmmendatins fr future activities f WGs are made: General recmmendatins Natinal cmmittees shuld be brad based and multidisciplinary structure with members frm varius cre and crss cutting disciplines/departments/institutins fr addressing present and future challenges related t agriculture water management. Natinal cmmittees need t develp cllabrative relatinship with ther relevant departments. Since mst f the subjects cvered under theme Basin are nt cre activities f ICID, there is need fr cllabratin with relevant specialised internatinal rganisatins wrking in these fields. Cntinued and enhanced c-peratin and MOU s with agencies like WMO, FAO, UNESCO, ADB, etc., where it is mutually beneficial t c-perate. Perhaps there is need t intrduce anther kind f membership (E-membership) fr experts frm ther specialised agencies fr encuraging their participatin in the activities f the WGs. WGs shuld disseminate the exchange f knwledge that takes place within the WG Wrkshps with ther AWM prfessinals by publishing the summary and utcmes in ICID NEWS WGs shuld clearly identify their utput in wrk plan which may include technical reprts, psitin paper, special issue f Jurnal f Irrigatin and Drainage, seminar (internal/internatinal) etc. WG prductivity and need shuld be evaluated carefully and when mandate and bjectives are cmpleted a final reprt shuld be written and then mve n. A final wrkshp is als recmmended even if thrugh vide cnference. Mre infrmatin prducts prduced and placed n websites. Cntinued and increased effrts t attract yung prfessinals. All WG chairs and theme leaders shuld be trained n prcedures initially. Ensure that the duties, expectatins, clse ut prcedures, etc., are fully understd. 58

4 Water is at the centre f life n planet earth Water is a crss cutting issue influencing develpment in all the sectrs At the glbal level, there are a number f UN, Internatinal, Nn-gvernmental, prfessinal, and nn-prfessinal rganizatins wrking t manage water in a better way They have their fcus n varius aspects f develpments that influence r are influenced by water: Climate, Fd prductin, Energy, Drinking water, Sanitatin, Health, Riverine and Castal eclgy etc Same is the case at natinal level Integrated Water Resurces Management (IWRM) cncept attempts t ensure that the actins f different stakehlders are in unisn Agriculture is the main user f water, 70-80% in sme cuntries Therefre, Agriculture water management (AWM) plays a crucial rle in meeting the IWRM bjectives f: Develpment, Equity, Ecnmy and Eclgy 2

5 At the Glbal level UN-Water prvides a platfrm where 31 UN agencies addressing varius aspects f water management cme tgether In additin, 37 Prfessinal rganizatins like ICID, ICOLD, IWA etc have a status as Partners. UN-Water: A platfrm t address the crsscutting nature f water and maximize systemwide crdinated actin and cherence. Water as Resurce: UNESCO, WMO, FAO, Water Quality: UNEP, WMO, UNESCO Fd: FAO, IFAD, WFP,.. Climate: WMO, UNCC, UNDP Disasters: WMO, UN-ISDR, WHO,. Health: WHO, UNICEF, WMO..
