INTERREG funding against eutrophication of the Baltic Sea Igor Kaniecki Head of the Joint Secretariat of the INTERREG South Baltic Programme

two or more partner institutions cooperate across borders on territorial challenges of border regions or sea basin transnational (TN) - involving countries cross-border (CBC) - involving regions usual structure strategic decisions taken by Monitoring Committee, implementation by Managing Authority & Joint Secretariat

Integrating information on pharmaceutical consumption, existing technologies, release rates and environmental occurrence in coastal regions in the South Baltic. involved in Baltic Sea Pharma Platform

Test available green technologies preventing pollutants to reach the Baltic Sea and raise awareness about them. Improve collaboration to elaborate the Baltic Sea environmental quality. 4 different pilot investments to test innovative technologies

Improving the water quality in eutrophicated lagoons in the South Baltic by the use of innovative floating wetlands for nutrient removal Cooperating with NutriTrade (Interreg Central Baltic) livelagoons

Platform connecting nutrient removal sources with voluntary financiers willing to acquire nutrient offsets and neutralize their nutrient footprint

epkk.ee/en/green-agri/ Aim: reducing nutrient losses from agriculture by introducing and testing environmentally-friendly management of organic fertilizers Project main result is reduced nutrient inflows from 20 pilot farms from Estonia and Latvia to the Baltic Sea. Sustainability is ensured through dissemination of new knowledge to approximately 300 farmers

Putting best agricultural practices into work Wolf Wichmann new environmentally friendly measures on agriculture to reduce nutrient losses from farms without imparing productivity or competitiveness, network of 170 demo farms in 7 countries

Interactive Water Management improve wastewater management by developing the capacity of wastewater treatment operators and implementing pilot investments to increase energy efficiency and advance sludge handling Wolf Wichmann

Potential improvements state aid abolishment for higher involvement of target groups and projects (e.g. private partners) and pilot testing / implementation activities, commercialisation = more useful and widespread results embedded elements of cross-programme cooperation (mainstream ERDF, other funds) links to policy frameworks (focus for projects vs. flexibility) for better durability of outcomes even more simplification (?) to attract relevant public & private actors

Potential improvements balance between research & implementation focus - setting project selection & assessment standards from the Programme outset - support to beneficiaries (steering development) dissemination / capitalisation / impacts - to be taken over & managed by Programmes - striving for changes in national legislation - ensuring the uptake of solutions at policy level

Capitalisation of projects outcomes A project platform: Brings together EU funded projects from different programmes; Allows working further on good practices identified by the projects; Increases impact and outreach of projects to their main target groups; Provides additional budget up to EUR 1 million. PantherMedia/lightsource The State of the Baltic Sea is addressed through several platform proposals. Decision on funding by Interreg Baltic Sea Region: June 2018
