14 Partnering with state agencies PENNVEST has a history of working with other state and local entities to maximize resources and improve water quality. DCNR, DEP, and DCED are a strong partner in the development of traditional and alternative solutions to water quality issues impacting local communities.

20 NPS Financial Capability Criteria Based upon the land owner / benefactor capacity Factors considered: Private For Profit Revenues, available funds and the impact of debt service Governmental and Not For Profit Unrestricted cash and investments, operating expenses and cash flow as related to debt service.
