Zwycięstwa 96/98, Building III The Paris agreement frames a global action plan to put the world on track to avoid dangerous climate change. The aim is to limit global warming to well below 2 C. This goal can only be achieved when energy efficiency plans and concepts will be put into action. Many Baltic and European cities and regions have already developed such Energy Efficiency Action Plans. Previous activities of municipalities for climate protection were more or less voluntary. In the future, however, there will also be legal obligations for municipalities to contribute to climate protection by enhancing energy efficiency at local level. The revised Directive (EU) 2018/844 on Energy Performance of Buildings has entered into force on 9 July 2018 giving EU countries 20 month time for transposition of new rules into national law. The directive aims at release of huge potential of building sector (largest single energy consumer in Europe) to increase energy efficiency. The resulting decrease of energy consumption is in line with Paris agreement from December The challenge is to implement the existing strategies and Energy Efficiency Action Plans into real life and apply measures which enable to fulfil the requirements of the Directive. These measures include old building renovation towards more energy efficient systems and new smart energy buildings both using innovative heating technologies (e.g. low temperature district heating systems) and energy management systems. These topics will be discussed during the Conference Energy Efficient Cities. The conference is arranged in the framework of two Interreg Baltic Sea Region projects ACT NOW! and LowTEMP which are focusing on new concepts and solutions to enhance energy efficiency at local and regional level. ACT NOW! will show how local Sustainable Energy Action Plans (SEAPs) can be turned into concrete measures reducing energy consumption in buildings. For this sake the project aims at the increase of capacities municipality staff and local stakeholders who are dealing with energy issues. The approach is not only focusing on learning. It also aims at analyzing workflows and administrative structures to get rid of obstacles which hamper an effective

2 energy management and the planning of energy efficiency measures. In addition tools like a software-based energy management system will be implemented to identify the low hanging fruits and prepare investments outside the project budget. Staff members will be trained in energy management, investment planning and communication with private investors and facility users. ACT NOW! has been selected as a flagship project in the EU-BSR strategy. It is expected, that the project will deliver a significant added value to enhance the Energy Efficiency of local public authorities. LowTEMP addresses municipal representatives responsible for urban and energy issues, heat suppliers, planners, engineers and energy agencies, and provides them with knowledge on technical, organizational and financial strategies to increase energy efficiency in district heating by implementation of low temperature district heating systems. District heating systems are widespread around the Baltic Sea but are often outdated. Future-oriented energy supply includes low temperature district heating systems that lose less heat and use renewable energy and waste as heat sources. What is in it for you? The conference is organized under the honorary patronage of the Marshal of Pomorski Province. Host of the conference is the municipality of Gdynia as a partner of the ACT NOW! project. The event is organized by the Szewalski Institute of Fluid-Flow Machinery Polish Academy of Sciences (IMP) in Gdansk. The institute is member of the ACT NOW! consortium and lead partner of the LowTEMP project. Support will be given by OPEC and the Trolley Bus Company Gdynia.
