3 Quick Wins 2003 The Introduction The Government implements a range of measures encouraging departments to apply minimum environmental standards to commonly purchased products. Defra identifies 27 minimum mandatory environmental specifications - i.e. Quick Wins to help departments meet these standards for the procurement of a variety of goods. These include IT equipment, white (electrical) goods, paper and construction materials. The standards relate to characteristics such as energy consumption, recycled content, and biodegradability.

7 Quick Wins 2007 Increase Compliance The Sustainable Development Commission s 2007 annual report highlights the low awareness of / compliance with Quick Wins despite being mandatory Only 12 of the 21 departments reported that they included clauses on Quick Wins in all relevant contracts. Each department should ensure that Quick Wins are adopted in all relevant contracts, and that robust systems are in place to monitor compliance. Defra establishes the Sustainable Products and Materials Unit to identify the impacts of products, and work with the supply chain to improve environmental performance over the whole lifecycle. A subsequent review of the Quick Wins specifications concludes that developing a web based tool and making greater use of existing standards / criteria would be beneficial.

9 Buy Sustainable - Quick Wins 2008 The new Buy Sustainable Quick Wins WebPages will, ultimately, be placed on the Office of Government Commerce (OGC) website. However during the transitionary period, these specifications will initially be located on the Sustainable Development website. The accessibility and format will be constantly reviewed in order to maintain an effective website tool for procurers to use as a portal. The Best Practice specifications link directs online users to the GPP Toolkit (page 1 included for reference).

10 Buy Sustainable - Quick Wins 2008 Buy Sustainable - Quick Wins Textiles Textiles Purchase of textile products with low pesticide content, reducing the use of environmentally harmful substances in production and reducing the residues of substances harmful to human health 2008 MINIMUM Mandatory Specification(s) 1. Cotton fibres must contain 0.2ppm or less of the pesticides listed in the EU ecolabel (see page 3), unless 25% or more of the cotton is organically certified. 2. Wool fibres must contain limited amounts of trace pesticides, with a total of 15ppm. 3. Synthetic polyamide and polyester must have VOC releases no more than twice the levels set in the EU ecolabel (see page 5) 2008 BEST PRACTICE Specification(s) Complies with the EU Green Public Procurement comprehensive criteria (see pages 4 to 5)

14 Future Specifications The proposed approach for setting future mandatory minimum specifications enhances the pace for updating / expanding the range of specifications. Cross-departmental expert groups, led by the department with the greatest expertise / interest in the product group will suggest candidate specifications from a variety of existing sources underpinned by sound evidence. These specifications will be market evaluated - and undergo a cost: benefit analysis - before circulation for comment through the procurement practitioners network within the Centre of Expertise in Sustainable Procurement, CESP. Any disagreement to the candidate specifications are resolved by Ministers. Defra plays a co-ordinating role in the process and quality assures the levels at which the specifications are set across product groups. The CESP also has an important role in future promotion and compliance. Compliance with Buy Sustainable Quick Wins will help the Government with its goal of the UK being among leaders in sustainable procurement in Europe by 2009.
