WOOD HIGH SCHOOL STADIUM PROJECT NOTICE OF PREPARATION (NOP) FOR AN ENVIRONMENTAL IMPACT REPORT (EIR) BY THE VACAVILLE UNIFIED SCHOOL DISTRICT (VUSD) DISCUSSION: The Vacaville Unified Schl District (VUSD) is planning t expand the Will C. Wd High Schl stadium. The VUSD has issued a Ntice f Preparatin (NOP) annuncing their intentin t prepare an envirnmental impact reprt (EIR) fr the prject. The NOP prvides all interested persns and agencies a 30 day perid t cmment n the scpe f envirnmental infrmatin t be included in the EIR. Staff recmmends that the City Cuncil direct staff t prvide a cmment letter t VUSD utlining issues that shuld be addressed in the EIR. The prpsed stadium upgrade wuld prvide a stadium and track cmplex fr a variety f events. The prject wuld include an eight lane synthetic track, a new synthetic turf field, and seating capacity fr up t 4,000 spectatrs. The facility als wuld include night lighting. The NOP indicates that the EIR wuld include a discussin f traffic, nise and aesthetics impacts. Attachment 1 cntains the NOP with site plan exhibits. The NOP prvides the City an pprtunity t advise the VUSD f any envirnmental impact issues that may affect the cmmunity. The prject descriptin must indicate all gvernmental apprvals required fr a prject. An EIR must analyze all ptentially significant envirnmental impact issues. The EIR als is required t analyze alternatives t the lcatin r design f the prject in rder t reduce r avid significant impacts. Staff currently is evaluating the NOP and develping a list f cmments. At this pint, staff recmmends the fllwing cmments be shared with VUSD: - The EIR shuld analyze significant envirnmental impact issues that may affect the lcal cmmunity r facilities perated by the City, including streets, utility systems, plice and emergency respnse resurces. Specifically, the EIR shuld analyze: Impacts t traffic cngestin and level f service n City streets and at intersectins used by mtrists arriving fr r leaving events at the cmplex. The EIR shuld analyze alternate driveway entrances t the prject that may mitigate cngestin. Parking needs and hw parking will be prvided. The analysis shuld analyze impacts frm event gers seeking available n-street parking in surrunding residential neighbrhds. By way f cmparisn, in respnse t spill-ver parking frm events at Vacaville High Schl, the City has had t implement and enfrce a permit-parking system t mitigate impacts t neighbrhd streets. The EIR shuld analyze alternatives including prviding additinal nsite parking and prviding ffsite parking facilities with event shuttle service t the cmplex.

Impacts t City utility systems, including water, wastewater, and strm drains, due t expansin f the facility. Air quality impacts assciated with traffic cngestin. Greenhuse gas emissin impacts, including thse assciated with vehicle trips and traffic cngestin. Impacts t and cnflicts with land use plans and develpment standards fr the adpted land use and zning designatins fr this site. Nise impacts assciated with the prpsed use. Light impacts t surrunding streets and neighbrhds. - An EIR is required t analyze a range f alternatives t the prject r its lcatin t determine whether there are feasible alternatives that culd achieve the prject s bjectives while reducing envirnmental impacts. The EIR shuld analyze ptentially feasibly alternatives t the prject that culd reduce impacts, such as revising the lcatin f the facility n the Will C. Wd prperty in rder t place the stadium farther frm existing hmes. The EIR als shuld include an alternative that des nt include lighting as a methd t reduce visual, light & glare, and nise impacts. - The EIR must include a detailed listing f all City actins required fr the prpsed prject, the applicability f the City s develpment standards t the prject, and the District s plans with regard t City land use regulatins. These actins culd include such items as encrachment permits fr wrk within the public right-f-way required fr radway r utilities imprvements. If any discretinary actins are required frm the City fr this prject, the City wuld need t use the EIR. The VUSD held a scping meeting fr the EIR n Nvember 4, The Planning Cmmissin als will review the NOP as part f their regularly scheduled public meeting n Nvember 17, Staff may include additinal cmments as a result f these meetings. FISCAL IMPACT: The VUSD is the Lead Agency fr preparing this EIR. City staff time fr review f the envirnmental dcuments wuld be funded by the General Fund. RECOMMENDATION: By simple mtin, direct staff t prvide a cmment letter t VUSD n the Will C.
