4 14 August 2014 Dear Stakeholder and/or Interested & Affected Party NOTICE: PROPOSED UMSOBOMVU WIND ENERGY FACILITY Proponent: InnoWind (Pty) Ltd are proposing a Wind Facility in the Middelburg/Noupoort area, located on the border between the Eastern Cape (Chris Hani District Municipality) and Northern Cape (Pixley ka Seme District Municipality) provinces. We would like to take this opportunity to introduce ourselves as the company appointed to carry out Environmental Impact Assessments for the proposed energy facility. Public Participation: A critical element of the Environmental Impact Assessment is the Public Participation. The objective is to contact, notify and inform members of the community who may be interested and/or affected by the proposed Wind Energy Facility, in order that any such party may fully participate, interact and inform the EIA process. Activity: The activity which the proponents are requesting approval for approximately eighty one (81) wind turbines proposed for the purpose of electricity generation (supplying a maximum of ~140 Megawatts). The erection of the wind turbines will necessitate Full Scoping and Environmental Impact Assessment for approval by the authorities of the Department of Environmental Affairs (DEAT, Pretoria). This process consists of two phases of work involving a thorough examination of the potential impacts relating to Wind Energy Facilities and includes numerous specialist studies in order to assess these impacts. This creates a number of opportunities for I&APs to be involved and to raise issues for consideration. This letter of notification serves to inform you, in terms of Regulation 54 of the regulations published in Government Notice No. R 543 under Chapter 5 of the National Environmental Management Act (Act 107 of 1998), as amended, of the intention to carry out a Full Scoping and EIA for wind turbines for the purposes of producing electricity. 8 NOTICE ENVIRONMENTAL IMPACT ASSESSMENT DEA Reference: 14/12/16/3/3/2/730 Notice is hereby given in terms of Regulation 54(2) of GN R 543 under Chapter 5 of the National Environmental Management Act (Act 107 of 1998), of the intent to submit an Environmental Impact Assessment to the National Department of Environmental Affairs (DEA). Project Activity: InnoWind (Pty) Ltd propose the construction of up to 81 turbines to be developed approximately 20km southwest of Noupoort (Northern Cape) and 18 km northwest of Middelburg (Eastern Cape), South Africa. The total potential output of the wind farm would be 140 MW. Listed Activities: The proposed project is a listed activity in terms of GN R 545, activity (1): The construction of facilities or infrastructure for the generation of electricity where the electricity output is 20 megawatts or more, which requires a full Scoping and EIR. Other listed activities in terms of GN R 545 include activity 8 and 15. Listed activities in terms of GN R 544 include activity 10, 11, 13 and 18, and GN R546 activity 4, 13, 14, 16 and 19. EOH Coastal & Environmental Services has been commissioned by Innowind (Pty) Ltd to undertake the Environmental Impact Assessment. You are hereby invited to register as an Interested & Affected Party (I&AP) Hiemee word kennisgewing gegee in terme van Regulasie 54(2) van GK R 543 ingevolge Hoofstuk 5 van die Nationale Wet op Omgewingsbestuur (NEM) Wet (Wet 107 van 1998), van die voorneme om n omgewingsimpakbepaling in te dien aan die Nationale Departement van Omgewingsake (DOS). Projek aktiwiteit: InnoWind (Edms) Bpk stel die ontwikkeling voor van ongeveer 81 turbines, 20 km Suid- Wes van Noupoort (Noord-Kaap) en 18 km Noord-Wes van Middelburg (Oos-Kaap), Suid Afrika. Die totale potensiale uitset van die windplaas sal 140 MW wees. Gelysde Aktiwiteite: Die voorgestelde projek is 'n gelyste aktiwiteit in terme van GK R 545, aktiwiteit (1): "Die konstruksie van fasiliteite of infrastruktuur vir die opwekking van elektrisiteit waar die uitset 20 megawatt of meer is", wat n volledige OIB vereis. Verdere gelysde aktiwite,ite in term van GK R 545 sluit in aktiwiteit 8 en 15. Gelyste aktiwiteite in terme van GK R 544 sluit in aktiwiteit 10, 11, 13 en 18 en GK R546 aktiwiteit 4, 13, 14, 16 en 19. EOH Coastal & Environmental Services is in opdrag van Innowind (Edms) Bpk om die Omgewingsimpakstudie te onderneem. U word hiermee uitgenooi om te registreer as 'n belangstellende en geaffekteerde party (B&GP).
