1 EXECUTIVE SUMMARY Kumhari Stone Mine is situated in Village - Kumhari, P.O. Basia, P.S. - Basia, District : Gumla, Jharkhand over an area of 2.02 Hectares or 5.00 Acres [ Plot no. 2085(P)]. Kumhari Stone Mine over an area of 2.02 Ha./5.00 Acres situated in Village - Kumhari, P.O. Basia, Thana No. 117, P.S. Basia, Dist. Gumla, Jharkhand, applied for Mining lease in favour of M/s Vinod Kumar Jain for a period of ten (10) years was submitted to DMO, Gumla dated The entire lease area is free from forest, so therefore no forest clearance is required. But at present it is mandatory to take Environmental clearance. The proposed quarry will be developed as opencast for the production of stone of Cum/annum or Cum per day OR Cft./annum or Cft./day OR MT/annum or MT/day. The estimated project cost is Rs Lakhs and the project is economically viable. The expected life of mine is years. This mining project falls under Category B2 project as per EIA Notification The lease for minor mineral is situated in the Village - Kumhari, Thana No , P.S. Basia, Dist. Gumla, (Jharkhand). The area is located in Survey of India Toposheet No B/13 (Ref: Key Plan - Plate No. - III) and bounded by Latitude: 22 55' 59.33'' N to 22 55' 56.19'' N & Longitude: 84 48' 41.03'' E to 84 48' 35.39'' E. The lease area can be approachable from Basia through Basia Sisai road by travelling a distance of about 8.5 km towards north direction. State Highway 3 is running at a distance of about 7 km in south of the lease area. The nearest Railway Station is Pokla Railway Station which is located at a distance of about 15 km in east of the lease area. Birsa Munda Airport, Ranchi is situated at a distance of 101 km (approx.) in North-east of the lease area. Electricity connection is not taken as it is an isolated area. However a DG set (250KVA) is installed to meet the power requirement Stone is used for a wide variety of purposes. Almost all the construction and infrastructural activity, Stone required as one of the measure ingredient. In order to obtain environmental clearance as per the EIA Notification 2006 the prefeasibility report is being submitted along with the application Form I (M) for the project under consideration. The drinking water requirement shall be met from bore wells and for other purposes water requirement shall be met from nearby water bodies. Potable 04 KLD, Dust Suppression 04 KLD and Green belt - 06 KLD. Total - 14 KLD. Sized stone chips will be transported by dumpers to consumers. Production will be stared after getting EC. REG. NO. INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION. i) Identification of Project and Project Proponent Mukesh Kumar Jain, Partner is authorized Signatory for M/s Vinod Kumar Jain and has already applied Mining Lease Application for a period of 10 years in favour of M/s Vinod Kumar Jain for a period of ten (10) years was submitted to DMO, Gumla dated Communication details of the project proponent are as under; Mukesh Kumar Jain Partner, M/s Vinod Kumar Jain For, Kumhari Stone Mine Vill. At College Road, Jashpurnagar, P.O. + P.S. + District Jashpur, Chhattisgarh ii) Brief description of nature of the project:- The present Pre-Feasibility Report has been prepared for the Kumhari Stone Mine of M/s Vinod Kumar Jain over an area of 2.02 Hectares or 5.00 Acres [Plot no. 2085(P)] in Village - Kumhari, P.O. Basia, P.S. - Basia, District - Gumla, Jharkhand. In order to obtain environmental clearance as per the EIA Notification 2006 the prefeasibility report is being submitted along with the application Form I-M for the project under consideration. The project is categorized as Category B2. iii) Need for the project and it s important to the country and or region. Construction material is one of the minor mineral deposits occurring in the majority portion of Jharkhand. It has played a great role in development of civilization and industrialization. The production has important role in the local infrastructural development. iv) Demand Supply Gap. It is an essential constituent infrastructural development projects like road, dams, bridges and building. v) Imports vs. Indigenous production. Stone shall be used for the purpose of road construction project. vi) Export Possibility. Not explored vii) Domestic / export Markets. Domestic market for stone as infrastructural development material is well established. viii) Employment Generation (Direct and Indirect) due to the project. It is proposed to employ the local population wherever possible in the proposed project activities. Direct employment will be about 29 Persons and same no will be the indirectly benefited. REG. NO. 4 3. PROJECT DESCRIPTIONS i) Type of project including interlinked and Interdependent project, if any. The proposed project is quarry by opencast semi-mechanized method of mining, there is no interlinked and Interdependent project. ii) Location (map showing general location, specific location, and project boundary & project site layout) with coordinates. 5 The lease for minor mineral is situated in the Village - Kumhari, Thana No , P.S. Basia, Dist. Gumla, (Jharkhand). The area is located in Survey of India Toposheet No B/13 (Ref: Key Plan - Plate No. - III) and bounded by Latitude: 22 55' 59.33'' N to 22 55' 56.19'' N & Longitude: 84 48' 41.03'' E to 84 48' 35.39'' E. The Lease area of Kumhari Stone Mine exhibits hill type of topography in nature and mainly it represents gentle slope towards South-west. The highest elevation point of the lease area is at 619 m in east and the lowest elevation point in the South side is about 605 m above M.S.L. iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental consideration gone into should be highlighted. The project is a site specific and has to be undertaken at the place of the occurrence of the Stone and hence no alternative sites explored. iv) Size or magnitude of operation. The proposed quarry will be developed as opencast for the production of Cum/annum or Cum per day. v) Project description with process details (a schematic diagram/ flow chart showing the project layout, components of the project etc. should be given). This Stone is building material as it possesses most of the required characteristic. The applicant has already applied Mining lease application for a period of 10 years in favour of M/s Vinod Kumar Jain for a period of ten (10) years was submitted to DMO, Gumla dated The proposed quarry will be developed as opencast semi-mechanized method of mining for the production of Stone of Cum/annum or Cum per day. The Stone quarried will dispatched by road through Dumpers/trucks. vi) Raw material along with estimated quantity, likely source marketing area of final products, mode of transport of raw material and Finished product. There is no requirement of raw Material in this project. Mode of transport of extracted building material is surface transport by road. vii) Resource optimization / recycling and reuse envisaged in the project, if any, should be briefly outlined. There is no waste material generation. Only marginal quantity of waste as OB to be generated shall be used for road making. viii) Availability of water its source, Energy / power requirement and source should be given. The water requirement for drinking purpose shall be met from bore wells of nearby village. No electricity is required for the mining. Diesel is required. REG. NO. RQP/RNC/166/2014/B Page 5

6 ix) Quantity of waste to be generated (liquid and solid) and scheme for their Management /disposal. Solid Waste: There will generation of solid waste in small quantity which will be used in maintaining/construction of mine road. Liquid Effluent: There is no effluent generation. The proposed quarry will not intercept the water table hence only rain water will be accumulated in the pit during monsoon. x) Schematic representation of the feasibility drawing which give information of EIA purpose. The EIA will include an assessment of the potential impacts envisaged as an effect of the project, during the operation of the quarry. 7 4. SITE ANALYSIS i) Connectivity. The lease area can be approachable from Basia through Basia Sisai road by travelling a distance of about 8.5 km towards north direction. State Highway 3 is running at a distance of about 7 km in south of the lease area. The nearest Railway Station is Pokla Railway Station which is located at a distance of about 15 km in east of the lease area. Birsa Munda Airport, Ranchi is situated at a distance of 101 km (approx.) in North-east of the lease area. ii) Land use and Land ownership. The lease area exhibits peneplain land topography with unfertile weathered soil. vii) Climatic data from secondary sources. The Gumla district enjoys a healthy climate throughout the year. Normal atmospheric temperature in the area often goes up to 42 C in summer and it goes down to about 4 C during winter. January is the coolest month of the year. March, April and May are the hot and dry months of the district. The district witnesses dust storms between March and June associated with low humidity, high temperature and fast blowing wind. The material transported to the desired location by road through dumpers/trucks. ii) Population Projection. Nearest village Surajpur lies at a distance of 3.5 km from lease area in South-west direction. The manpower of about 34 persons required for the project in which more than 29 persons shall be engaged from the nearby village(s) and hence influx of population to the area is not anticipated. iii) Land use planning (breakup along with green belt etc.). REHABILITATION AND RESETTLEMENT (R &R) PLAN:- i) Policy to be adopted (central/state) in respect of the project affected person including home oustees, land oustees and landless laborers (a brief outline to be given.) 15 9. ANALYSIS OF PROPOSAL FINAL RECOMMENDATIONS:- i) Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area. The proposed mine will bring economic benefits to the state by the way of Royalty for stone and to the local people by way of direct and secondary employment opportunities. The mining activities as proposed are the backbone of all construction and infrastructure projects as the raw material for construction is available only from such mining. The stone material is high demand at the local market for real estate industry. The project will bring about socio-economic improvement of the area and will prove beneficial to the area.
