3 Summary of Preliminary Findings Nangarhar Population with Access to DABM Power - about 1.0 % Generation expansion potential - Renewable Energy off grid rural areas = 3.0 (MW) Population Impact Potential = 30,000 families based on 100 Watt/family in rural areas. - Run of River Hydro = (MW) Population Impact Potential = 250,000 customers based on 1000 Watt/customer in mainly urban areas. - New 110kV Line from Naghlu = 130 (MW) - Population Impact Potential = 130,000 customers based on 1000 Watt/customer in Jalalabad and Mehterlam Jalalabad DABM Losses - Technical Losses = 18.3 % - Commercial Losses = 79.0% Final Report with recommended actions due April 15, 09 Nangarhar Energy Assessment Project ( NEAP) 3

5 NEAP Objectives for the Afghanistan Infrastructure Rehabilitation Program Provide an assessment of the current electricity supply situation in Nangarhar province. Provide a preliminary survey and estimates cost for expansion of electricity supply and services in the province. Compile information about Nangarhar Socio Economic base as it relates to reliable electricity access and options for expansion. Nangarhar Energy Assessment Project ( NEAP) 5

7 Existing Economic Base Nangarhar has 237 active construction related, agriculture, industrial and services activities. 158 Construction related activities include Road Building, Construction Material 4 Agriculture related activities include Farms, Gardenary, Plants 71 Industrial Activities include Flour Mill, Carpentry, Shoes, Plastics. 4 Services Activities include- Information Technology,Financial and Technical Services. 8 Planned Economic Activities WB funding development of an Industrial site about 20 miles east of Jalalabad. Total area of industrial site is 202 hectare. Land divided into 4 zones one each for manufacturing, carpet production, food processing and leather garments. Presently, civil contractor preparing site. 9 Nangarhar Health Care Information There are 102 health care facilities (hospitals, clinics, poly clinics and laboratories) in Nangarhar province. The majority have no power supply. Diesel and Solar applications could provide power to these health facilities. Total number of health care centres in the most populated areas: - Jalalabad with population of 18,300 with15 health care centres. Main hospital is powered by grid. - Behsod with population of (10,340), Khogyani (11,860)and Sherzad (60,300) 21 health care facilities. The majority of health facilities use Diesel generator. 12 Donors Involvement in Energy Sector ADB: Power transmission and Distribution project and proposed rehabilitation plan with total fund of $72.45 Million. USAID: Ongoing Darunta HPP rehabilitation with $9.0 million funding. US DOD: Potential funding for Diesel Generators to Nangarhar - $ 0.7 million funding. In case they delay the electrical bill the payment the amount will be cut from their balance other wise their line will be disconnected. 22 Jalalabad Distribution System - Power distribution started in 1343 /1965 to electrify canal water pumps and an Olive factory. - The no. of existing connected distribution transformer is 150 with the total capacity of kva. - The voltage for Distribution system of Jalalabad: - Existing - 6/0.4 kv - Planned 20/0.4 kv - Both existing MV/ LV system require rehabilitation. 28 Billing & Collection Method 1. Meter reading over six cycles (every two months) cycle 1 is months of April May. 2. Report then sent to Billing department by meter readers. 3. Data is computerized & invoices printed. 4. Bills are hand delivered to consumers. 5. Consumers pay to specific governmental banks. 6. 30 Off-Grid Power Supply NSP (National Solidarity Program) has total of 350 Alternative energy projects funded by ARTF in Nangarhar districts. - Completed : Ongoing: Watt/ Day energy consumption is estimated for each family. Community Development Councils (CDCs) Elected: - There are 1900 CDCs in Nangarhar Province. -There are one head of CDC and 2 Male and 2 Female are selected for CDC sub committee of. - Maintenance and repair of Solar and Diesel generators and MHP are done by CDC. - Training for operating and maintenance of the power supply is done by Facilitating Partners( FPs). 31 NSP Procurement Procedure: - Between $500 to $5,000 CDCs can buy without competitive bidding. - There is need for Bidding for amount of $ 5,000 to $15, Between $15,000 to $30,000 the NSP/MRRD central office must authorize the purchase. - Maintenance and repair typically done by NSP Facilitating Partners( FPs). Budget for NSP projects: NSP PROCUREMENT POLICY - The budget allocated by NSP for 300 Families is a maximum of $ 60, The budget allocated by NSP for 25 Families is a maximum of $5,000. 33 Planned Large Hydro projects Baghdara: - Study Conducted by Fitchner, November Reservoir in Panjshir Valley - Proposed Capacity MW - Estimated 2006 Cost $500 million Surobi ΙΙ - Feasibility study Conducted by, All Union Designing, Surveying & Research, Tashkent, Site location about 0.6 km downstream of Surobi 1 on Kabul River. - Identified site with 150 m head. 34 Kunar River Planned Large Hydro projects - Pre-Feasibility conducted by Electro Watt Engineering Services, Zurich, Switzerland in Hydro Project Potential in Kunar Valley between Batikot and Asadabad. Study discusses various hydropower generation options. - Estimated average potential 255 MW for 4 run of river power plants. - Estimated 1977 costs were $150 - $200 million. 34

36 SECURITY ISSUES The previous security situation slide shows that the greatest security risk are in the most populated districts of Jalalabad, Khogyani, Sorkhrod and Batikot. - Nangarhar province has 22 districts, from which 4 districts have full security condition ( Behsod, Kama, Sorkhrod, Shiwa). - There is 75% security in districts such as: Hesarshahi, Kot, Batikot, Lalpor, Dara noor, Mohmand Dara. - However there are fears on theft and kidnapping in Achin, Doorbaba, Ghani kheil, Goshta districts but 50% security is expected. - 20% security is observed in : Chaparhar, Hesarak, Wazir, Loya Khogyani, Ghalai, Pachiragam, Deh bala/ Haski mena, Naziyan.
