3 RDCO Drinking Water Annual Report Introduction The purpose of this report is to provide information on the monitoring and maintenance of the Regional District of Central Okanagan s (RDCO) water distribution systems directed by the Interior Health Authority (IH) as set forth by the Drinking Water Protection Act. During 2016 the RDCO continued to monitor and improve the domestic water supply. This document will provide an overview of the distribution system, maintenance performed and water system data results and trending. 2.0 Water Distribution System The RDCO administers six water distribution systems. These systems vary in size with three of the systems classified as Small and three as Large. This Report will contain information for the Large systems only Killiney Beach, Westshore Estates and Sunset Ranch. (Figure 1). The Water Systems administered by the RDCO, the number of users for each system and the assigned EOCP number (Environmental Operators Certification Program) are outlined in Table 1. Figure 1 3

However, both systems are not compliant with regard to having two water treatment processes and inactivation of Cryptosporidium - water users can choose to boil their water rapidly for at least one minute prior to consumption or food preparation. Currently chlorination is the only method used to treat drinking water delivered to Killiney and Westshore customers (RDCO Water Talk Newsletter Fall 2016). 3.0 Regulations and Management The regulations for the management of the water distribution systems and the terms and conditions under which water services may be provided are set out in RDCO Bylaw User fees and asset renewal fees vary according to the number of users and the maintenance required for each particular system. Fees are set under the RDCO Water System Fees & Charges Bylaws No (Appendix 1). 4.0 Testing and Monitoring Program The monitoring program integrates source monitoring as well as the quality in the distribution system. Routine weekly samples were collected at each site throughout the distribution system including raw water sources and results are reported to Interior Health on a monthly basis. RDCO staff also conducts in-house testing including free and total chlorine residual, ph, conductivity, turbidity, iron, manganese and temperature. This data was used as background information to supplement on-line monitoring and also as a checking procedure within the Drinking Water Monitoring program. The RDCO tests each system every 2 years for physical and chemical parameters. Any additional chemical testing done in 2016 is included in (Appendix 2). 4

5 RDCO Drinking Water Annual Report Maintenance and Repairs The RDCO continued to implement an operations and maintenance (O&M) program that includes annual cleaning/disinfection for the reservoirs, annual hydrant inspection and flushing, annual generator service and distribution flushing including valve exercising and dead end flushing. 6.0 Conditions on Permit/ System Improvements 6.1 Killiney Beach conditions on permit for 2016 in compliance: Section 8 Long-Term plans for Systems improvements are in progress to meet DWO 5 Killarney pump and motor replacement Winchester Reservoir cleaned Water System Main Replacement (November ) by R-355 Enterprises Limited - this work is replacing approximately 3 km of existing water main infrastructure in the upper zone including all of the following areas: Winchester Road, Brant Road, Houghton Road, Keithly Road and Moody Crescent. When complete residents will benefit from improved water quality, fire protection and reduced unaccounted water from leaks long-term planning in order to meet DWO Winchester Reservoir and Control Room Improvements this work will be replacing the existing Hope Creek Reservoir with an additional reservoir and control building at the existing Winchester Reservoir Location. When complete, residents will benefit from improved water quality, water storage and balancing, fire protection, improved maintenance capability and help to reduce interruptions during power outages. This work has been awarded to Acres Enterprises and work is scheduled to begin in March 2017 long-term planning in order to meet DWO A one year source monitoring program was initiated in June 2016 to gather data for a new water intake location. Samples will be taken at 20 and 30 meter depths at 3 sites on Okanagan Lake (approximately 700 m from the shoreline). This data will be used to pick a new intake location (2017/2018) long-term planning in order to meet DWO General water system improvements long-term planning in order to meet DWO Leak detection (ongoing) - contractor (Hetek) was selected to complete a leak detection survey, long-term planning in order to meet DWO Hydrant maintenance Source Protection Plan for Killiney Beach and Westshore Estates was awarded to Larratt Aquatic Consulting Limited July 2016) long-term planning in order to meet DWO. 6.2 Westshore - conditions on permit for 2016 in compliance: Section 8 Long-Term plans for Systems improvements are in progress to meet DWO Conversion of existing chlorine gas treatment to Sodium Hypochlorite liquid chlorine completed Mountain Reservoir and Upper Reservoir Improvements construction of a duel cell reservoir and associated pipe works at both Reservoir sites. The Westshore Estates Water System Improvements are being funded in part from an $870,000 Community Works Fund (Gas Tax) contribution. Killiney and Westshore Leak Detection Project was funded through a Grant from OBWB (Okanagan Basin Water Board). 6

V1W 3Z4 Telephone: (250) Fax: (250) www facebook com/regionaldistrict Multi-Million Dollar Water System Upgrade Underway Crews are about to break ground on a multi-million dollar upgrade to the Killiney Beach water system. As weather allows through next spring, approximately three kilometers of aging water main will be replaced with new pipe along five roads in the upper area of the system which serves more than 280 connections throughout the subdivision along the north area of Westside Road. Residents along Winchester Road will be the first affected as construction takes place weekdays between 7:00 am and 5:00 pm starting November 28 th. They ve been notified by the contractor, who ll also provide advance notice when the project moves to other streets. Information on this and other projects is available at RDCO Chair Gail Given says, This and two additional projects are going ahead thanks to significant financial support from the Federal and Provincial Governments. The new water main along with construction of a replacement reservoir and new control building received $1.9-million from the New Build Canada Fund Small Communities Fund. It would be a huge burden for customers of the system to fund such expensive infrastructure work, without the support of the senior governments. Construction on the Hope Creek reservoir replacement and Winchester control building along with improvements to the Westshore Estates Water System Mountain and Upper Reservoirs is scheduled to start next spring running through the fall of The Westshore project is estimated at $1.3-million with an $870,000 contribution from the Community Works Fund Gas Tax program. When complete, customers on the two water systems will benefit from improved water quality and storage and fire protection while the improvements will help to reduce interruptions during power outages. Given adds, As these are two of our oldest water systems, the significant funds provided for this critical infrastructure is greatly appreciated. The upgrades will ensure the continued effective and efficient operation of these RDCO water systems. 8 RDCO Drinking Water Annual Report 2016 Water Conservation Outdoor Irrigation restrictions are in place for the customers RDCO water systems, as outlined below in Table 2 - (Stage 2 water restrictions were implemented for all water systems on June 16, 2016). The newsletter was sent out to all RDCO water customers in the spring and fall of 2016, discussing system updates, new construction and conservation tips and ideas. In addition, the implementation of the new user pay rate structure in 2015 also promotes water conservation in all the water systems. 8.0 Operator Education and Training The RDCO has established a training program that follows Environmental Operators Certification Program (EOCP) guidelines and required training, including First Aid, Transportation of Dangerous Goods and Backflow Prevention. Operators have been qualifying to write exams as per EOCP guidelines. The Regional District of Central Okanagan currently employs seven (7) staff working in the utilities department as seen in Table 3. 8

Certified staff conducted annual servicing and maintenance on any back flow preventers in the water systems and documentation will added to a Maintenance Management Program for future scheduling and tracking. The Water Meter Reader was replaced in all installed water meters are read on a quarterly basis and continue to help operations in the cross connection program as the Neptune meters have the capacity to record backflow conditions. 10 RDCO Drinking Water Annual Report SCADA System The RDCO implemented a new Supervisory Control and Data Acquisition (SCADA) system in This system allows integrated real-time automated control that can respond quickly enough to compensate for process changes. Within the SCADA system there are several controls in place and RDCO staff have the ability to make changes on an as needed basis. Trending and reporting is also compiled into monthly and yearly reports Emergency Response/Events Emergency Response Emergency Response Procedures were enacted once in 2016 for the Killiney Beach and Westshore Estates Water Systems as a precautionary measure due to an extended power outage and the Bear Creek Forest Fire burning out of control in the area - all notifications were put on and lifted after consultation with the IH and in accordance with guidelines set forth in the RDCO Emergency Response Manual (Appendix 3). 10

All turbidity data can be found in Appendix 4, and include the date and location of the analysis. The following figures show turbidity trends and events throughout the year. 13 RDCO Drinking Water Annual Report 2016 Figure 4: Sunset Ranch 15.0 Summary The RDCO is committed to protecting Public and Environmental Health through a comprehensive monitoring program that meets the Canadian Drinking Water Quality Guidelines and the BC Drinking Water Protection Act. The RDCO works closely with the IH to deliver a program that encompasses water quality monitoring, treatment monitoring, and distribution maintenance which enables us to deliver a safe potable water supply to consumers. 13
