8 A mdel fr Italy : Biecnmy fr lcal re-generatin Recnversin f industrial sites that are decmmissined r are n lnger cmpetitive t create innvative birefineries integrated in the lcal areas, transfrming lcal prblems int develpment pprtunities. Prmtin f a circular ecnmy rethinking the traditinal mdel f prductin-cnsumptin-dispsal f prducts with a system-based apprach, that is, starting with renewable raw materials t prduce manufactured gds which at the end f their lives will be cnverted int a new resurce. Creatin f bridges and intercnnectins between sectrs, t incentivize cperatin and synergies between varius stakehlders twards cmmn bjectives, starting with the prfitable utilizatin f the specific nature f the lcal areas.

9 Five prpsals 1) The quick apprval f the Italian Biecnmy Strategy, defining the ways in which it will have t be implemented, the financial tls t supprt the biecnmy infrastructures and their innvatin needs. 2) Launch a Zer biwaste in landfills initiative, in Italy and in the EU, as already indicated by the Eurpean Cmmissin - (Italy alne wuld need 50 additinal sites where t prperly treat biwaste). 3) Recgnize existing innvative prductin chains: they are an extrardinary accelleratr t catalyze sustainable pprtunities in different sectrs - agriculture in the first place with a specific rle t be played by rganic farming, create alliances and take advantage f the Gvernment s Industria 4.0 plan fr the cming years Industria_40_English.pdf 4) A great engagement by the Italian Gvernment in Brussels n the new EU waste framewrk directive: it is ptentially f great imprtance fr Italy and the fr the whle EU fr waste t be finally a resurce, with agricultural and biwaste fueling bi and circuclar ecnmic patterns f grwth. 5) We all must cnsider in ur decisin-making the csts implied in nt-ding: ecnmic and scial, thse cnnected in the areas cncerned with the lacking rule f law and thse cnnected t externalities.
