1.1 Potential of animal waste production 17.5 million tons/year animal waste from cattle, sows, poultry and dairy establishments 5.6 Petajoule annual energy production Cattle breeding mainly in northern Greece Pig breeding evenly spread out all over Greece Poultry farming mainly in three regions: Epirus, Macedonia and Attica Source: Christos Zafiris/Centre for Renewable Energy Sources and Saving - CRES

1.2 Agricultural residues Full potential: 8.7 million tons dry matter/year Available potential: 5.5 million tons dry matter/year Olive tree pruning Olive kernel Straw Tree pruning Viney and prunings Cotton residues Maize residues Energy potential: 99 petajoule/year Source: Christos Zafiris/Centre for Renewable Energy Sources and Saving CRES, ELSTAT

1.0 Legal Framework Law 3851/ StarHng signal for biogas sector in Greece Maximum feed in tariff rose from 88/MWh to 230/MWh New Law 4414/ HarmonisaHon to EU legislahon Move from feed-in to feed-premium tariffs Currently in transihon phase Reference Tariffs currently applicable Landfill gas plants <2MW = 129 /MWh Landfill gas plants >2MW = 106 /MWh Biogas plants <3MW = 225 /MWh Biogas plants >3MW= 204 /MWh

1.0 Licenses required for biogas plants 1. License for bioelectricity produchon 2. License for installahon of biogas plants 3. License for operahon of biogas plants 4. License for interconnechon to the electricity network for plants > 1 MW for plants < 1 MW Regulatory Authority of Energy (RAE) ApplicaHon for the ConnecHon of Plants with the use of Biomass, Biogas or Biofuels at the Hellenic DistribuHon Responsible Region Network Operator S.A. (HEDNO) Issued by the Centre for Renewable Energy Sources and Saving (CRES) and approved by the Head of the Region or the Ministry of Environment Hellenic DistribuHon Network Operator S.A. (HEDNO)

1.0 Current license status RAE has issued 83 licenses for new bioelectricity production projects with a total capacity of: 441,4 MW (2015) HEDNO, responsible for issuing interconnection licences to the electricity network, has given priority to 127 applications for the connection of biogas plants of 132 MW to the electricity network (Oct. 2016) Up to now only 21 applications with a total installed capacity of 33 MW have been approved (not in the market yet!) 12 1.2 Opportunities Unexploited Greek Biogas Market Low level of competition Huge potential of unused organic wastes Relatively high selling prices /MWh Supporting legislation Political willingness Fear of penalties Risks Availability and supply of raw material Lack of public awareness and social acceptance PPC monopoly Inefficiency of Greek policy framework (no gate fee regulations) Bureaucracy
