3 Halton, Policy CS19: Sustainable Development and Climate Change All new development should be sustainable and be designed to have regard to the predicted effects of climate change including reducing carbon dioxide (CO2) emissions and adapting to climatic conditions. The following principles will be used to guide future development:

5 Halton, Policy CS19: Sustainable Development and Climate Change LES could also apply to footnote at the end of CS19 Where it is not considered to be viable or feasible for development to meet sustainability standards, exceed baseline energy targets or connect to an existing or scheduled district heating network, developers will be required to make a financial contribution in accordance with CS7: Infrastructure Provision

7 Halton, Policy CS15: Sustainable Transport (i) Encouraging Sustainable Transport This will be achieved through: Requiring the production of Travel Plans, Transport Assessments, Low Emission Strategy Statements for development proposals that are likely to generate a significant number of trips; and,

8 Halton, Policy CS23: Managing Pollution and Risk Pollution To control development which may give rise to pollution: Development proposals should not exacerbate and where possible should minimise all forms of emissions and odour, water, noise and light pollution Proposals for development within or close to identified Air Quality Management Areas(AQMAs) in the Borough should have specific regard to how the excedance in air pollutants can be addressed and how the impact on receptors can be reduced through a Low Emission Strategy Statement

9 CP1 Ensuring Quality Development in St.Helens Resource Management i. Minimise and where possible prevent waste being produced and pursue a strategy which promotes reuse and recycling; ii. Minimise consumption of energy and incorporate renewable and low carbon energy generation. An initial target of 10% decentralised and renewable or low carbon energy, subject to feasibility and viability, will be sought on nonresidential schemes above 1,000m2 and residential schemes of 10 or more dwellings1which will be superseded by a target in the Climate Change DPD; iii. Use local and recycled building materials; iv. Achieve at least the level of Code for Sustainable Homes required by Building Regulations for residential development1level 4 (to be updated through Climate Change DPD); v. Achieve a BREEAM rating of at least very good for non-residential development1(to be updated through Climate Change DPD); Or could address LES in the Climate Change DPD

10 LDF: Core Strategy, DPD s Conclusions National Policy continues to support reduction in transport emissions Policy opportunities in Core Strategies and proposed DPDs to address the need to lower transport emissions Opportunities through Infrastructure delivery Plans to build in requirements to help lower transport emissions A CSH or BREEAM standard would act as trigger to enshrine Low Emission Strategies within the LDF
