Hans Augustinssson Hushållningssällskapet Agronomist Chairman Revaq rule committee

Why Revaq? REVAQ and SPCR 152 Revaq organisation Revaq regulations SPCR 152, Bio-waste compost

Circulated plant nutrients

Trials started Hygiene was the problem Why Revaq? Background Heavy metals and chemicals Legislation and Agreement in 1994 Revaq started in 2008 Revaq certificate treatment plants

Why Revaq? Old legislation, only heavy metals, phosphorus and nitrogen Good quality demands more Quality need to improve Confidence from farmers and consumers

Why Revaq? Aims A driving force to further improvement of the incoming wastewater the up stream work. An open and transparent information about how sludge is produced, used and it s composition. Secure that the sludge production is done in a responsible way and that the quality of sludge fulfil the requirements.

Revaq organisation REVAQ is operated by a steering committee: The Swedish Water & Wastewater Association The Federation of Swedish Farmers (LRF) The Swedish Food Federation The Swedish Food Retailers Federation. In close cooperation with the Swedish Environmental Protection Agency.

Revaq organisation REVAQ has a rule committee: The Agricultural university The Federation of Swedish Farmers (LRF) Treatment plant The Agricultural societies Development of the rules

Revaq organisation REVAQ also has: Scientific council Secretariat, answer questions, secretary to steering committee and rule committee

Revaq organisation Costs Audit by third part SEK Annual charge certificate organization SEK Annual charge Svenskt Vatten 0,70 SEK per associated person to the treatment plant. Maximum fee is SEK Up-stream associated persons one full time

Revaq organisation Almost 5 million persons (50% of Swedes) connected to a Revaq wastewater treatment plant 42 wastewater treatment plants are associated

Revaq organisation Sludge use in Sweden

Revaq regulations

Revaq regulations New edition every year, at least one year a head Focus: Reduction of Cd 60 trace elements Organic compounds Salmonella-free Traceability and high quality in practical work Systematic improvements Relevant declaration of composition Third party audit. Long term goal: Incoming waste water should have a level of metal and organic compounds which does not exceed that from water closets.

Revaq regulations Cd In 2025 maximum 17 mg Cd/kg P 17 mg Cd/kg P is nearly the same as directly from the toilet => recirculation Reduction every year, action plan Cadmium in hobby and artist paints is one of the single biggest cadmium sources to WWTP 5-15% of total cadmium flow to WWTP is calculated to be from hobby and artist paints

Revaq regulations 60 trace elements 60 trace elements mapping Increase in the soil of 60 elements should not exceed 0,20% when sludge is used on agricultural land (= doubling in min. 500 years) If higher=> prio elements to be reduced Bi (95%), Ag (95%), Au (65%), Hg (55%) and Sn (35%) most common 2016

Revaq regulations Organic compounds PRIO-guide phase-out substances, ca SINlist, mapping, reduction via control at source cooperation with connected industries. Phase-out substances on the Swedish Chemical Agency s list - have to be phased out from all connected industries

Revaq regulations Salmonella-free Control within 8 weeks before distribution in field

Revaq regulations Examples

Revaq regulations Upstream strategy The pressure from farmers on wastewater operators to reach a better sludge quality is one of the strongest driving force for phasing-out hazardous substances in the society. 23

Revaq regulations Example from upstream work During 2011 more than 900 industries/services was reviewed regarding non wanted organic chemicals. In total, more than substances have been reviewed. Of these substances, 130 non wanted substances were identified and 27 phased out in Silver as biocides in clothing 24

SPCR 152 Bio-waste compost A certification system owned and operated by Swedish Waste Management

SPCR 152 Bio-waste compost Product certification system Positive list for substrate groups possible to use RISE certify and controls the plants (Third part) One year qualification period before receiving a certificate A steering committee responsible for development of the system experts, stake holders, authorities

SPCR 152 Bio-waste compost Just one certificated treatment plant New edition of the rules every year Maximum halt seven heavy metals Sludge is not accepted Maximum halt visible contamination (plastic, glass) At least 20 % organic matter
