5 Background UCMR 4 EPA s Unregulated Contaminant Monitoring Rule, 4 th round of testing. On December 8, 2016 EPA signed the final rule for UCMR 4. UCMR 4 sampling and testing is scheduled to occur from January 2018 to December Applicable to every large Public Water System that serves >10,000 consumers. Also applicable to 1600 small systems that serve 25-10,000 consumers. UCMR 4 Challenges & Costs 5

6 Background Large systems fund their own sampling and analysis. Some states participate in the funding, or fund and manage the program entirely on their own. EPA funds and manages the program of testing for the 1600 small systems it selects to participate. EPA tests and directly approves labs for UCMR. State certifications aren t applicable. UCMR 4 Challenges & Costs 6

Water systems that use surface water and/or groundwater under the direct influence of surface water as their source will monitor for Cyanotoxins during a 4 consecutive month period from March 2018 through November All systems will monitor for other contaminants during a 12 month period from January 2018 through December EPA assigns the sampling schedules and allows systems to request changes to the schedule.
