1 Knottingley Power Project Project Information ote The Gas Pipeline Introduction The CCGT power plant will be fuelled by a supply of natural gas. The supply of natural gas will be taken from a new underground Gas Pipeline (together with associated infrastructure, principally an bove Ground Installation (GI)) which will be constructed between the CCGT power plant site and the ational Grid ational Gas Transmission System. The new underground Gas Pipeline will be approximately 8 kilometres (km) in length. The GI will be constructed at the connection point to the existing ational Grid pipeline. of Gas Pipeline and bove Ground Infrastructure The proposed route for the Gas Pipeline takes a northerly exit from the CCGT power plant site, running under the ire and Calder avigation Canal and the 645 (Weeland Road). The proposed route then turns north-east and continues on to Kellington. The proposed route then turns towards the north, but is still heading in a roughly north-east direction. The proposed route crosses the River ire, and continues north-east towards the ational Transmission System. The connection to the ational Transmission System is made south of Gateforth, off Pale Lane. The proposed route of the new underground Gas Pipeline is shown in the attached Plan. The GI will be an un-manned facility. The GI will comprise two separate compounds: one compound owned and operated by ational Grid; and, one compound owned and operated by Knottingley Power Limited. Each compound will be enclosed by a steel security fence approximately 2.7 m high. Furthermore, both compounds will be located within the overall GI site enclosed by a stock-proof fence. The equipment within the GI (with the exception of lighting columns which will be approximately 4.5 m) will be lower than approximately 2.7 m. The proposed layout for the GI is shown in the attached Plan. Proposed Programme The proposed programme, comprising construction / operation / decommissioning dates, is as follows: Start of Construction: 2015 Connection to and Commissioning of CCGT Power Plant: 2017 Full Operation of CCGT Power Plant: 2018 Decommissioning: 2043 These dates have been selected to tie in with the proposed dates for the construction / connection and commissioning / operation and decommissioning of the CCGT power plant. The construction of the Gas Pipeline is expected to take one year, however two years are allowed such that there is a construction contingency. Construction The majority of environmental impacts arising from the development of gas pipelines (and their associated infrastructure) occur during construction. The construction methods to be used on the KPP Gas Pipeline represent proven methods that have been developed over many years from experience on similar projects. ll construction activities are undertaken within a temporarily fenced-off strip of land, which is referred to as the "working width". 2 Knottingley Power Project agreed by the Local Planning uthority and Land Owners / Land Occupiers. Points of access will be carefully controlled and signposted. During construction of the Gas Pipeline, construction activities will normally be progressed in the following order: preconstruction activities (i.e. fencing, hedgerow removal, land drainage schemes); top-soil stripping; pipe stringing; welding and joint coating; trenching and laying; commissioning (i.e. cleaning, gauging, testing); and permanent re-instatement. In addition to the typical construction activities, special teams will be set up to undertake any works associated with special crossings (i.e. road /rail / water crossings). ccordingly, in addition to the more standard open cut construction technique, typical (trenchless) special crossing construction techniques include: auger boring; tunnelling; and, HDD. Operation fter full commissioning of the Gas Pipeline, it will be operated and maintained in such a manner as to keep it safe and in good condition. Regular monitoring will be undertaken. Decommissioning The Gas Pipeline will be decommissioned when it reaches the end of its useful life. Based on current best practice, it is likely that the Gas Pipeline will be left in place and stabilised. Environmental Impact ssessment The potential environmental impacts of the Gas Pipeline during construction / pre-commissioning / commissioning / operation / decommissioning have been assessed in relation to the following aspects of the environment: air quality; noise and vibration; ecology; water resources; geology and soils; landscape and visual; traffic, transport and access; cultural heritage / archaeology; and, socioeconomics. Following the implementation of mitigation and monitoring measures, the assessment has indicated that the residual impacts associated with the Gas Pipeline are considered to be ot Significant. Safety Safety is of fundamental importance during every stage of planning, routing, design, construction and subsequent operation of a high pressure gas pipeline. s such, a number of appropriate safety considerations have been considered to ensure compliance with the requirements of the Health and Safety Executive (HSE) and ensure safe operation of the Gas Pipeline.
