1 Statutory Plan Evaluation Report Strathcona County Heartland Industrial Area Structure Plan Located in the Rural Area, the ASP replaces the current bylaw for Strathcona County s portion of Alberta s Industrial Heartland. Introduction The Province has adopted the Regional Evaluation Framework (REF) 2..0 for the Edmontonn Metropolitan Region Board s (EMRB) review of statutory plans. Strathcona County has referred the proposed Heartland Industrial Area Structure Plan (ASP) to the EMRB pursuant to REF 2.0 Section.2 k) in that the Plan area is located within 1.6 km of the boundaries of Alberta s Industrial Heartland. Board Reference: Municipal Bylaw: Purpose The purpose of proposed Bylaw is to adopt an updatedd Strathcona County Heartland Industrial ASP and repeal the existing Strathcona County Heartland Industrial ASP. The proposed ASP includes the same Plan area as the existing ASP adopted in It updates alll base information and proposes a new land use concept that includes three policy areas and a Heavy Industrial Overlay which provide guidance for future development in the area. The Heartland Heavy Industrial Area Cumulative Risk Assessment Study also has been updatedd and considered by the proposed ASP. The potentially hazardous nature of heavy industrial uses is recognized by the Edmonton Metropolitan Region Growth Plan (EMRGP) throughh Schedule 9 Risk Management Buffer that surroundss Alberta s Industrial Heartland. The threee policy areas proposed by the ASP are: the Transition Policy Area that corresponds to EMRGP Schedule 9; the Heavy Industrial Policy Area that applies to most of the Plan area; and, the Environmental Policy Area that abuts the North Saskatchewan River valley and includes the North Bruderheim (Sandhills) Natural Area and Northwest of Bruderheim Natural Area. The ASP policies are consistent with the EMRGP. Conclusion That the EMRB APPROVE the proposed Strathcona County Heartland Industrial Area Structure Plan. Page 1

Non indusstrial uses, particularly residential r u uses, are discouraged. Waterbodies, environmeentally sensitive areas and haazard lands arre protected as are existin ng and propo osed infrastructure. The Hearttland Heavy Industrial Areea Cumulativee Risk Assessm ment Study s primary reco ommendation n is to Institute a 1.5 and km plannin ng zone recog gnizing that this t distance represents the acceptablle risk criteria ass put forwarrd through MIACC. M MIAC CC refers to the Major Industrial Acccidents Coun ncil of Canada. The T 3.0 km planning p zone shown by th he study extends beyond the t boundariees of the Plan n area and the EMRGP s Risk Managementt Buffer. Thiss means that the proposed d ASP meets the t acceptablle risk criteria ass recommend ded by the stu udy. The studyy also recomm mends that th he County s Land L Use Bylaaw (LUB) include a Heavy Industrial Ovverlay surroundiing the Coun nty s Heartland Industriall Area. The Implementaation Section (5.2) of thee ASP requires that t the LUB B be amended to create a Zoning District specific to the Transsition Policy Area. Approvingg the ASP and d amending the t LUB will fulfil the requirements of EMRGP E Policyy.7.1 which is to: first; ensu ure that a rissk managem ment assessment is complleted and imp plemented in n accordancee with accepted leading pra actices, such h as the standards esta ablished by MIAC and, second; id dentify recommen ndations for risk r assessmeent in a statuttory plan. 3 Evaluation Criteria In evaluating a statutory plan or statutory plan amendment, the EMRBmust consider whether approval and full implementation of the statutory plan or statutory plan amendment would result in development that is consistent with the Edmonton Metropolitan Region Growth Plan. Regional Policy Areas Principles and Objectives Promote global economic competitiveness and regional prosperity Promote global economicc competitiveness and diversification of the regional economy. The Heartland Industrial area is of major economic importance to the region. The proposed ASP will promote global economic competitiveness and diversification : Promote job growth and the competitiveness of the region s employment base : Enhance competitivenesss through the efficient movement of people, goods and services to, from and within the Region. 1. : Promote the liveability and prosperity of the Region and plan for the needs of a changing population and workforce. Protect natural living systems and environmental assets. The proposed ASP s emphasis on the long term viability of the Heartland Industrial area will promote job growth and the competitiveness of the region s employment base. ASP transportation policies speak to the coordinationn of road and rail infrastructure. The proposed pipeline routing methodology enhances the efficient movement of goods. The proposed ASP is consistent with EMRGP Schedule 8A Infrastructure Corridors and allows for implementation of Schedule 8B Energy Corridors. Designation of the majority of the Plan area as heavy industrial is crucial to the continued prosperity of the Region and will meet the needs of a changing workforce. 2.1: Conserve and restore natural living systems through an ecological network approach. 2.2: Protect regional watershed health, water quality and quantity. The proposed ASP includes a section on the natural environment that seeks To develop the Plan area in a sensitive manner that accommodates the conservation of the natural environment and Natural Areas. The proposed ASP includes utility goals and objectives to ensure that stormwater with be managed responsibly. Page 3

4 Principles and Objectives 2.3: Plan development to promote clean air, land and water and address climate change impacts. 2.: Minimize and mitigate the impacts of regional growth on natural living systems. 3.1: Plan and develop complete communities within each policy tier to accommodate people s daily needs for living at all ages. 3 3 Recognize and celebratee the diversity of communities and promote an excellent quality of life across the Region..2: Plan for and promote a range of housing options..3: Plan for and promote market affordable and non market housing to addresscore housing need. GuidingPrinciple Achieve compact growth that optimizes infrastructure investment. The proposed ASP requires that biophysical assessments be completed to assist in identifying and mitigating any adverse impact on air, land and water. In addition to Natural Environment policies, the proposed ASP establishes an Environmental Policy Area to protect natural living systems. The proposed ASP encourages industrial development that create jobs for the region resulting in a complete regional community that accommodates people s needs. Not applicable. 5 Principles and Objectives.7: Ensure compatible land use patterns to minimize risks to public safety and health By recognizing the EMRGP Risk Management Buffer, the proposed ASP minimizes riskss to public safety and health. Ensure effective regional mobility. 5.1: Develop a regional transportation system to support the growth of the Region and enhance its regional and global connectivity : Coordinate and integrate land use and transportation facilities and services to support the efficient and safe movement of people, goods and services in both urban and rural areas. 5.2: Encourage a mode shift to transit, high occupancy vehicles and active transportation modes as viable alternatives to private automobile travel, appropriate to the scale of the community..: Support the Edmonton International Airport as northern Alberta s primary air gateway to the world. 5.5: Ensure effective coordination and alignment of regional transportation policies and initiatives between all jurisdictions. The proposed ASP designates and protects important regional and global transportation links. Not Applicable.
