8 EBA s advocacy priorities Stable objectives and legislation: ambitious 2030 targets with 2050 outlook in mind Single market for biogas, biomethane and digestate As a transport fuel, equal opportunities with other biofuels Recognition of additional CO2eq emissions reduction: avoided methane emissions, avoided mineral fertilisers, carbon sequestration Have compatible EU priorities in Competition and Energy Adding an anaerobic digestion step to organic waste management

9 Revision of the Renewable Energy Directive EC Proposal presented on 30 November 2016 As a whole, EU at least 27% RES in final consumption by 2030 No sectorial targets, no country-specific targets Transport sector: EU-level obligation for fuel suppliers to provide a share of 6.8% renewable and low-emission fuels by 2030; blending mandate for advanced biofuels 3.6% by 2030 Heating sector: suppliers to increase annually by 1% the share of renewable energy in their total annual sales volume until Sustainability of biomass and biogas is addressed Strengthened Planning&Reporting requirements for Member States Focus on re-designing the electricity sector and increasing green heating Consultation on State Aid will follow in 2017/2018

13 Getting the right conditions Alternative Fuel Infrastructure Directive - only 2/3 countries presented a strategy so far Waste Framework Directive - EP and Council just entered in the last phase of negotiations - potential for biowaste stream Waste-to-Energy Communication - Compared to incineration, AD higher in the waste hierarchy as energy recovery - Digesting biowaste is a recycling technique - Biomethane upgrading from digestate waste recognised as a highly efficient and sustainable way to process wastes

14 ERGaR - European Renewable Gas Registry ERGaR aisbl (non-profit international organisation) established 28th September, 2016 in Belgium ERGaR BM - biomethane specific voluntary scheme established and operated by ERGaR aisbl Function: mass balancing of biomethane distributed along the European natural gas network Core documents: Biomethane Proof of Origin issued by the national biomethane registries ERGaR BM seeks recognition by the European Commission under the RED currently in force (2009/28/EC)
