For Thap Cham 220kV Substation PART I: PROJECT DESCRIPTION The Thap Cham 220kV Substation is proposed to be Im~ated at Ba Thap Village, Bac Phong Commune, Thuan Bac District, Ninh Thuan Province with VN2000 coordinate as follow:. Section l: from starting point - G5 with 11,11 Om in length Starting point is at tower span of existing Da Nhim - Nha Trang TIL (40 km far from tower 70). The route section crosses through crops land and residential area, and creats turning angles Gland G la. From G la, the route turns left and crosses through crops land and crosses over irrigation channel of Song Sat reservoir at picket Then, it runs along the right of the channel with an average distance of 25m. From picket 24+36, it separates from the channel and forms turning angle G2. From G2, the route turns right and crosses through bush forest, forms G3, G4 and G5 in tum. Topography where it crosses through is relatively complex, with a great change in altitude and strong landslide. The route mainly crosses forest, virgin soil with a few residents and crops planting land. It crosses through the territory of Phuoc Chinh commune, Bac Ai District, Ninh Thuan province. a.2. Section 2:from G5 - Gll with 15,028m in length From G5, the route section turns right and crosses through natural forest, fonns turning angle G6, G7 and G8 to avoid Phuoc Trung reservoir foundation and reaches G9. From G9, it runs along the proposed Vinh Tan - Thap Cham 220kV transmission line with average distance of about 30m, and forms turning angle G 1 O. From G 10, its left to GIl. Main topography where it crosses through is relatively complex, with a great change in altitude and strong landslide, and is main forest, bare land alternative with residential and crops land. It crosses through the territory of Phuoc Chinh and Phuoc Trung communes (Bac Ai District) and Tan Hai commune (Ninh Hai District), Ninh Thuan Province. a.3. From G12, it crosses North - South Railway and reaches end point at the proposed Thap Cham 220kV substation. T opoghraphy where it crosses is fairly smooth. It mainly crosses through forest, bare land alternative with crops land. It crosses through Tan Hai commune (Ninh Hai District), Bac Phong commune (Thuan Bac District), Ninh Thuan Province kV distribution line and substation supplying power for construction - Starting point: at tower No. 221 at feeder bay 476 of 22kV distribution line supplying power for Bac Phong commune, Thuan Bac district, Ninh Thuan Province. - Ending point: at Thap Cham 220kV substation. - Voltage level: 22kV - Conductor: steel aluminium conductor, code ACSR; cross section of 50mm 2, code AC50. - Conductor structure: 3 phases 4 conductors (3 phase conductors and 1 neutral conductor). - Length of transmission line: 984m. - Right-of-way: 3m from the middle of TIL to each side (total length of6m) - The number of substation: 01 - Capacity of substation: 250kV A - Construction location: Bac Phong commune, Thuan Bac district, Ninh Thuan Province. 3. PRE-CONSTRUCTION PHASE What will the project cause impacts? 1.1 Causing the damage of land, assets, trees and crops of the local people due to site clearance at substation and tower foundations? 1.2 Impacts of mineclearance 2. CONSTRUCTION PHASE 2.1 Impacting on vegetation cover as follows: - Decreasing vegetation cover due to cutting tree during scattering conductor? Yes Yes Yes Description oftn PQtenti~i;mpacts Average impact * Damage of land and trees: - Acquired land area at substation is of m 2, in which: + 2,715 m 2 annual tree land + 32,732 m 2 productive artificial forest land (including 29,463 m 2 assigned to Bac Phong CPC for management, and remaining assigned to people for planting and caring). Main tree in artificial forest are eucalyptus and bear-tree. + The remaining is bare land - Site clearance for tower foundation construction will impact on: + 3,281 m 2 productive natural forest land belonging to Phuoc Trung and Phuoc Chinh commune, Bac Ai district. Forest status IS average m 2 rice land + 1,186 m 2 annual tree land m 2 fruit tree land fruit trees is cut down * Damage of assets: 01 field watch-shed is removed (impacted land area of every household in details is mentioned in RP) Average impact, short-term Mine-clearance will impact on safety of worker and inhabitant near to the site. Average impact - In construction scope of the connecting branches' ROW, vegetation cover area is temporarily impacted as follows: + 3,989 m 2 rice + 109,078 m 2 annual trees + 205,235 m 2 forest including natural and artificial forest + 8,358 m 2 fruit trees Part II: Environmental impact screening

Cham 220kV substation & connecting branches 2.2 Causing impact on animals? - Impacting on animals and their movement? 2.3 Impact on air environment as follows: - Increasing dust, exhaust by equipment's, machine's and material transportation mean's activities during construction process (due to excavation and backfill & material transportati on) Bad smell due to rubbish of workers? Study - Some sections of the connecting branch will run through natural forest, so some small construction teams will work III forest. Worker's behaviors and construction activities will impact on wild animal habitat. However, these impacts will stop as soon as finishing construction of tower foundation III the sections crossing over forest. Therefore, the impact is short-term. Small impact - Impact causing sources on air environment include as follows: + Dust releases from excavation & leveling for substation and tower foundation construction, and auxiliary work construction. + Dust, SOx, NOx, CO,... release from equipments', machines' and material transportation means' activities. - Substation construction lasts about 12 months. The connecting branches are mainly away from the crowded residential area. Exhaust emission is small, emission source concentration is at low level, and tower foundation construction time is short, of about 20 days/foundation. i Above impacts are temporary and stopped after completing the project construction. Average impact - Total human resource in the project site is about 200 people. In which, 120 people work in Thap Cham 220kV substation, and the i remaining work in the connecting branches. Impact is at very low level The project IS away from the crowded residential area, construction activities are carried out in the daytime. Hence, noise caused by construction activities impacts on resident's life very small. Part II: Environmental impact screening 10

They share sanitation work with local people. - At worker's camp will build a sanitation work with septic tank to collect and treat sewage. Hence, the impact is small. i Pollution by construction sewage, including water released from concrete mlxmg plant, water pumped from foundation hole, and water released from concrete maintenance. - Increasing turbidity of surface water source m rainy season? Yes Part II: Environmental impact screening Insignificant impact - Construction sewage volume IS small m substation and scattered along connecting TIL branches. - Sewage contains mainly the suspended solid (SS), thus it does not cause serious impact on environment. Excavation & fill work in construction process will make soil to loose. This causes turbidity increase of m ramy water source season. However, this impact IS temporary m construction time. There is a cemetery bordered with substation on the east. Insignificant impact The connecting branches cross over roads as follows: + National Highway No. 27: 1 time + North-South Railway: I time + And some soil-roads having low traffic density. - High weight equipments are transported by special purpose trucks, so breaking down road foundation rarely. - Main roads used to transport material for the project are national highway No. la & 27, and some existing roads & service roads. Apart from National Highway No. la & 27 are asphalted. The remammg IS soil road and aggregate road. They can be damaged and 12

Yes - During construction process, workers must obey regulation and norms on labour safety Yes Yes Part II: Environmental impact screening This impact IS insignificant because only cutting down separate trees within or without ROW which having impact on TIL safety in TIL maintenance process. This impact is small because as follows: - Number of workers is not many, only about 3S people (01 substation chief, 01 assistant chief being responsible for engmeer, 01 economic staff, S main operators, 10 assistant operators, 10 maintainers, 7 staffs for security, S staffs for security, 2 storekeeper and administrative staff) - However, these operators work in 3 shifts (6 people/shift), rubbish volume IS small. Rubbish is collected and poured at planned place. Sewage is collected into septic tank This impact is insignificant because the following reasons: - In substation, electromagnetic field only impact on operators during working time - Electromagnetic field of the connecting branches only impact on operators during maintenance process. Because distance from conductor to ground is designed according to Decree No.81/2009/ND-CP on "adjustment and amendment on articles of Decree No.106/200S/ND-CP dated on August 17, 200S by GOV concernmg the detailed regulations and guidelines on some articles implementation in the Electricity Law on the safety protection for high voltage power network" to ensure electromagnetic field at ground to be less than or equal SkV/m. Yes Yes Feasibilitv Studv doesn't cause impact on local people's health. 1- In addition to, in design process has been had impact prevention and mitigation measures caused by electromagnetic field on people health. Impacts are medium because the project only crosses over communication line at I time, 22kV transmission line at 5 times, O,4kV transmission line at I time and llokv transmission line at I time. Small impact Fire prevention and extinguishment system is installed in the substation. Combining with local relevant unit in fire prevention & fighting work. Thus risks are caused by fire, explosion is low. Very small impact Transformer failure is rare. Besides, failure oil tank IS set up to collect oil when transformer failure happens. After collecting oil into the tank, it will be treated according to hazardous waste treatment method. Part II: Environmental impact screening 14

21 Thap Cham 220kV substation & connecting branches PART III: PUBLIC CONSULTATION Feasibility Study 1. Public consultation Disseminating information and consulting community about the project includes three stages: Stage 1: Disseminating information about the project (including scope, location, objective and signification) is carried in combination with impact investigation and survey process caused by the project. Stage 2: Meeting to public consultation is carried out after completing the draft EMP. The draft EMP consisting of collected, investigated and calculated data is represented to local communities in meeting at Bac Phong, Tan Hai, Phuoc Trung and, Phuoc Chinh CPCs. In meeting, consultant represents resettlement policies, impacts caused by the project on social and natural environment, and mitigation measures again negative impacts. Stage 3: Information dissemination: after revising the draft EMP according to PAPs and CPC's feedbacks in the affected communes and WB's requests, the full EMP will be extensively disclosed to PAPs by CPPMB in combination with local authorities. CONSULTATION. METHOD Disseminating information of the project Date/time - Jan 8, Jan. 12, - Almost of the local 2010 at Bac Phong people know project. Training/study tours * Training program held by CPPMB (project owner's representative in construction phase): training content includes guideline on environmental monitoring implementation methods mentioned in EMP, and quarterly or periodically report form on result of implementation. It also guides on work plan adjustment in case several activities mentioned in EMP is impossible implemented. It is held for staves of project construction and management units, and presentatives of the relevant agencies and local authorities.
