2 The French biogas in the 2020 energy policy The EU has set up objectives to cover 20% of its total energy consumption with renewable energies by 2020 France has set up itself a target of 23% The scheduled path for France has been presented in the national action plan for renewable energies (plan national d action (PNA) en faveur des énergies renouvelables)

3 The French biogas in the energy perspective of 2020 The PNA for renewable energies has set up targets for biogas cogeneration for 2020: - For the electricity production: 3 700GWh (625MW installed), or 2,4% of the electricity objective For the production of heat: 555 ktep, or 2,8% of the heat objective 2020 Electricity production from biogas: carried out and target for GWh Production d'électricité réalisable à partir de biogaz, scénario actuel (DGEC) Trajectoire cible pour 2020 actuelle (Plan National d'action en faveur des EnR) Since 2009 the biogas sector is ahead of its targets

4 The French biogas in the energy perspective of 2020 Even though the PNA for renewable energies doesn t set up any targets for the production of injected biomethane, the developpement of the sector seems promising Since 2012 the gas grid operators have undertaken first studies for connections to the gas grid for over 300 projects

5 The French biogas: a support for other energy policies The French biogas sector, besides its target for 2020, supports different government policies: - The climate policy: reduction of the green house gas impacts thanks to the capture of methane - The waste policy: reduction of organic waste in landfills according to the EU rules of prioritization of the waste treatment - The agricultural policy: treatment of the livestock manure and agricultural waste, better management of the land application of the digestates concerning the nitrogen issues. Income surplus for farmers

6 The French biogas: the support tools In view of the energy policy, the cogenerating equipents benefit from fixed feed-in tariffs for 15 years (Order from May19, 2011) c /kwh Feed-in tariff for a methanization equipment (01/01/2014) Tarif de base (1) (1) + Valeur maximale de la prime à l'efficacité énergétique Puissance installée (kw) (1) + (2) + Valeur maximale de la prime au traitement d'effluents d'élevage In 2012, the biogas sector was supported with an amount of 55,7M (CRE numbers) through the CSPE for a production of 1284GWh

8 The French biogas: the support tools In view of the waste policy, the biogas production plants can benefit from investment subsidies from the waste funds, which is managed by the national energy agency (ADEME) Amount of applications Amount allocated to biogas projects (M ) Estimated electricity production (GWh/year) In view of the agricultural policy, some biogas installations can benefit from the FEADER investment subsidies

9 Le biogaz français: les outils de soutien In view of the energy and agricultural policy, the plan Energie Methanisation Autonomie Azote (EMAA) has been announced by the MEDDE (Ministry of Ecology, Sustainable Development and energy) and the MAAF (Ministry of Agriculture) on March 29, 2013 This plan aims at: - support the development of 1000 biogas plants in rural areas until 2020; - enhance the management of the nitrogen fertilizers produced by farmers and reduce the use of synthetic fertilizers. So far, the following measures have been implemented by MEDDE : - increase of the livestock manure bonus: Order published on August 7, 2013; - upward revision of the recording threshold from 50t/day of treated waste to 60t/day: CSPRT declared decree on January 28, Simplifying measures with a 3-year experimentation period of the unique construction permit for biogas and wind power projects in 7 regions: texts submitted to the superior energy council on February 18, 2014

10 The French biogas: the main issues For the cogenerating plants, the main issue until 2020 is the reduction of production costs The start of the biogas branch in France has been supported by an adapted feed-in tariff and investment subsidies. Today the sector has to reduce its production costs for an economically and socially sustainable development. For the biomethane injecting plants, the support of the development is a major issue until 2020
