1 Emergency appeal 03 September 2014 This Emergency Appeal seeks 2,423,144 CHF in cash, kind, or services to support the Sudanese R Crescent Society (SRCS) to assist 38,037 households (223,392 beneficiaries) and this number will be increasing until the end of rainy season end of September beginning of October Summary: Since July 20th, Sudan has been affect with heavy rains and flash floods, leading to the destruction of 38,037 houses, 3,080 latrines, 115 public institutions as well as livelihoods losses. The total number of affect households up to 20 th of August reach over 38,037 households i.e. 223,394 people in 12 states all over Sudan. 77 people lost their lives while 227 people were injur. The states that were mostly affect by the rains & flash floods were Khartoum, River Nile, Sennar, Kassala, South Kordofan, North Kordofan, Northern state, and West Darfur state. Sudanese R Crescent Society (SRCS) has mobiliz more than 1,368 volunteers who help in delivery of aid, and evacuation to more than 223,392 individuals in all of the affect states. Throughout the rainy season SRCS coordinat and collaborat its efforts with other partners and INGOs as well as UN agencies. 2 The situation Since the start of the rainy season at end of July 2014, heavy rains that exce 100mm and flash floods have affect Sudan causing a lot of damages and loss of infrastructure and lives all over the states. At the beginning three states were heavily affect these were Khartoum, River Nile, and Sennar; by the end of August Gezira, Kassala and West Darfur states became affect as well. Recently since mid August till date, White Nile and new parts of Sennar became struck by the rains. Sudan experiences floods every year during the rainy season (June September). The last year s floods in August-September have affect more than 60,000 families and were the worst since 25 years ago. According to the forecasts of the Sudanese Meteorological Authority and the Ministry of Irrigation, more rains are expect though Nile River level have decreas recently. While emergency relief assistance is being provid, critical nes remain in emergency shelter, non-food items, basic health, safe water, and environmental health promotion. All the emergency stocks of SRCS have been deplet with the increasing demand and growing nes of the populations hence came the ne to launch an appeal. Especially as the rainy season is still ongoing. Coordination and partnerships The authorities at national and regional levels are coordinating the overall response to the floods. To support the local authorities, HAC and the Civil Defense department provid food supplies in the most affect areas. Sudanese R Crescent Society (SRCS) will work with the local authorities in shelter, public services and sanitation in collaboration with other humanitarian agencies working in the operation. SRCS volunteers present in all branches continue to work alongside the authorities in the assessment of the situation and implementation of humanitarian activities. 3 R Cross and R Crescent action The National Society has deploy ten mobile clinics in Khartoum State that are providing treatment in the affect localities of the State in collaboration with the Ministry of Health. The National Society volunteers are also carrying out cleaning campaigns and vector control activities in the affect states. and vector control activities in the affect areas. Photo: SRCS The Sudanese R Crescent Society is coordinating Khartoum their Branch activities with respective governmental and nongovernmental actors at state and national levels through the establish coordination mechanisms, including through the Floods Technical Committee of HAC, sector clusters, Flood Task Force, and other fora. The National Society is also sharing information with the in-country partner national societies (PNSs) on a daily basis through its Central Emergency Operation Center. The SRCS continues to assess and monitor the situation, while providing services to the affect population with available in-country resources. The International Feration of R Cross and R Crescent Societies is assessing the nes and gaps in the response to date to determine requirement for international resource mobilization. Meanwhile, the Sudanese R Crescent Society welcomes direct assistance to provide support to the affect population. 4 Regarding the re-construction of shelter (permanent and improv huts), the local government will contribute by provision of cement and manufacturing of bricks. The community beneficiaries will contribute by providing local materials; sands, labour cost and provision of other local material requir for construction e.g. roof. Longer-term nes: SRCS will ne to train community bas volunteers on retrofitting of existing shelter so that such structures may resist heavy rains and effect of surface water during the rain period. The community through the volunteers will be able to learn how to do embankment of their houses, improve on site choice when the early recovery face begins and also incorporate safer ways of reconstruction. The community members will also be encourag to build small dykes using the empty sacks in a manner that do not just assist in managing the current crisis but also be able to prevent the reoccurrence of future incidents, particularly relat to housing design and structures. The propos operation The operational strategy of the SRCS is to provide emergency assistance in the areas of shelter, health, water, and sanitation and hygiene promotion. The appeal is develop taking into consideration the available capacity, ability to raise the requir resources and integrate resources into the current operation. Therefore, the plan is scalable and flexible to increase / decrease. All activities will be coordinat through the authorities and other humanitarian agencies in order to avoid duplication and effectively meet the gaps of the most vulnerable populations. The operation will provide emergency assistance to an initial 38,037 household affect by flooding in White Nile, Sennar, Kassala and Gadaref States with shelter, health and sanitation non-food items including activities aim at prevention of waterborne diseases and integration of protection activities. Relief distributions (basic non-food items): Distribute relief supplies and control supply to 12,672 households in White Nile, River Nile, Khartoum, West Darfur, North Darfur, South Kordofan, North Kordofan, Sennar, Gezira, Northern State, and Kassala.
