8 Västra Götaland Climate Strategy Our target: By 2030, the economy of western Sweden is no longer dependent on fossil energy. Citizens and businesses have a secure and long-term sustainable energy provision. Housing, transport and production & consumption of goods and services are resource saving, energy efficient and based on renewable energy. In all, this has contributed to a strong economy and an innovative and competitive business sector.

11 Energy efficient buildings Measures: Public housing reduce energy use by 50% Spatial planning, co-operation, new permits, etc Participants: 10 municipalities and the Region

12 Joint Public Procurement Decisions Aim: Start with these products/services: - Environmentally adapted cars - Green electricity - Organic food - Furniture, etcetera - Building material and services Activities: Set criteria and work with suppliers Participants: 31 municipalities and the Region

13 Increase share of Solar Energy Aim: Increase solar energy in their own organisation Stimulate solar energy in society as a whole Activities: Invest in at least one 50 m 2 solar plant by 2010 (electricity or heating) Guidelines to make solar energy a priority in construction or renovation of public buildings. Guidelines to make solar energy a priority when planning any new buildings in a municipality. Participants: 24 municipalities and the Region

14 CSR West Sweden Climate Initiative Aim: Take responsibility for their own organisation s climate impact Activities: 3 actions such as: - Reduce CO 2 emissions - Increase energy efficiency - Eat vegetarian one day a week - Buy green electricity or environmentally adapted cars - Reduce paper use - Use green ICT to reduce travels - Offer 3 days delivery for products, which could be delivered next day Participants: 58 organisations and companies with more than employees.

15 Inland waterways for freight transports Aim: Promote the use of the Göta river and the lake Vänern for freight transport to reduce pressure on roads. Activities: Raise interest among relevant businesses Lobby for introduction of EU regulation in Sweden Promote ships powered by gas engines Participants: Relevant municipalities, the Region and relevant business and industry stakeholders.

16 Young Energy Aim: Involve young people in long term decision processes regarding climate issues and the transition to a low carbon economy Activities: Varying between participants see handbook! Participants: 5 municipalities and the Region

18 Best Practice Programme for energy efficient buildings Budget: 2.5 million over 3 years Priority: existant buildings, retro-fitting Aim: increase competitiveness and create new jobs Objectives: - At least 10 demo projects for energy efficient renovation - Majority of municipalities take part in the agreement - At least 20% of new housing built energy efficiently (Internationally: Build with Care Interreg project)

19 Best Practice Programme for promotion of biogas Budget: 2.5 million over 3 years Aim: increase competitiveness and create new jobs Objectives by 2013: - 80 gas filling stations in Västra Götaland (today 46) cars, 150 buses and 200 trucks on gas (today a total of 8 500) - Ambitious national objectives and incentives (lobbying) (Interested in inter-regional exchange)

23 Obstacles & Solutions Obstacle: Immature technology economic difficulties in roll-out Immature technology requires more economic support (ex. photovoltaics) Mature technology requires less economic support (ex. gas cars) Solutions? Public support for immature technologies an important factor! Subsidies on what you want (for example X Euro/kWh) Purchase what you want (for example biogas cars) Taxes/fees on what you do not want Examples subsidies: UK: on offshore wind energy DE: 0.20 Euro/kWh on CO 2 free energy sources SE: (proposal) 0.02 Euro/kWh for biogas from farms Examples procurement: Västra Götaland: buy gas cars & buses, stimulate the market (mature market, as opposed to photovoltaic)
