Mr. Cao Xua Tri opened the meeting and presented the present of Vuc Mau Reservoir. 2. Ms. Vu Thi Hien, representative of ERC, presented the aim of the project, the status and the proposed major impacts. She also proposed the impact mitigation measures on the reservoir and the surrounding area. V. Discussion 1. Mr. Nguyen Nhu Dung, representative from Depertment of Agriculture and Rural Development, stated that the design frequency ensures the frequency in the rainy season; resisting the drought; supplying people and industrial zone with the fresh water; protecing Hoang Mai river from the flood; etc. He proposed to upgrade Vuc Mau Reservoir since the volume of the reservoir is small. Although some small dam were built around the reservoir, the quantity of the work is bad. Moreover, the adjustment system is by hand; many absorbent currents appear on shoulder of the dam; the filtering level is disordered; tree grows luxuriant on the upstream are; the land-canal A-1

6 system is fallen in; there is not yet the foresting system; etc. He also proposed that the improvement should be widened in the whole of commune with the water-collecting drain system under the dam; the management house system; building the rain and water level forecasting station; etc. He said that this is the third-degreed work with 75% in the irrigation frequency, 215 km 2 in area of basin, 1302 ha in area of water surface and that ensure the technical targets of Vietnamese Standard. 2. Mr. Le Duc Loi, Director of Quynh Luu Water Resource Work Enterprise, announced that Vuc Mau Reservoir brings about economic effects for local people and District such as fresh water; water in agriculture; aquatic farming. He also presented the status of the reservoir and dam is deteriorated, only 1,8m in width, worm-eaten in the body of dam. The canal system is bad and often broken in the storm season. However, when the project is finished, the water supply is better and the epidemic diseases will be put back so the environment will be better. 3. Mr Bui Van Tien, Chairman of Quynh Thang Commune People s Committee, said about the following advantage and disadvantage issues of the project: - Advantage: ensuring fresh water, increasing humidity, raising the productivity of the aquatic farming, ect. - Disadvantage: The project has only just compensated for 30 households but not yet planed the resettlement area for these households. There are 5 households that have not been compensated yet. The farming area is narrowed. The hamlet No 4, 5 has landslide phenomenon. He proposed the re-survey to compensate further and enhance money for compensation. 4. Mr. Dinh Minh Thien, Chairman of Quang Trang commune People s Committee, announced that the improvement of Vuc Mau Reservoir is necessary. He proposed that there should be the solution when the overflow-door is opened since some households will be in danger of landslide and some areas will be flooded. Some the forest area were delivered to households. The project should has the reasonable compensation mechanism. 5. Mr. Le Sy Su, representative of Veterans Organization of Quang Trang commune, stated that Vuc Mau reservoir has not supplied enough water to irrigate in the winter crop for a long time so the improvement is necessary. 6. Mr. Hoang Dinh Duyen, representative of the affected households of Quang Trang commune, agreed on the improvement of the reservoir. A-2

Mr. Le Hong Tam, representative of Veterans Organization of Quang Thang commune, said that the improvement of the reservoir is necessary to protect the environment and people living in the neighbored area. 8. Ms. Le Thi Thoa, Chairman of Woman Association of Quang Trang commune, agreed on the improvement of the reservoir. 9. Ms. Vu Thi Que, Chairman of Woman Association of Quang Thang commune, agreed on the improvement of the reservoir since the project will support to develop the economy as well as ecotourism. 10. Mr. Le Duc Cuong, Vice-Director of Office of Agriculture and Rural Development, declaimed that the improvement is extremely necessary. If the reservoir was not upgraded, there would be many impacts on the environment such as the flood on upstream, emigrant, etc. Upgrading the reservoir will keep the forest and limit the large flood on upstream. He also agreed on the project. 11. Mr. Ho Sy Trong, Director of Office of Resource and Environment, announced that when finished the project will bring about economic effect for local people; protecting the environment; increasing the covering of forest. At present, water is not enough to irrigate for the area so the improvement is necessary for people. He also proposed to have the reasonable constructing measures. Since there was no more discussion, Mr. Cao Xuan Tri stated that the meeting was be interested, especially on the environment issue. He summarized the important points as follows: - The reservoir was built for serving agriculture, industry and life of local people; - Agreeing on the improvement of the reservoir; - Ensuring the flood prevented system for the upstream area; - Increasing the irrigation; - Ensuring the forest development; - Taking notice of landslide when the overflow-door is opened. He hoped the project to be implemented as soon as well. All participants did a favor with the project. A-3

Meeting Chairman: Mr. Do Minh Duc, Chairman of Ba Tri District People s Committee. IV. Content of The meeting 21. Mr. Do Van Tong introduced the meeting proposals and participants. 22. Mr. Do Minh Duc stated that Ba Tri district, especially the project area, is damaged to the economy, property and human lives by natural disease since there should be the sea dyke. He is in support of the project and also proposed the locals creating the best condition for the project implementation. 23. Ms. Vu Thi Hien, Representative of Environmental Consultant Team, introduced contents in environment of the project and the purposes of the meeting: - Initial environment examination, - Impacts and mitigation measures at sensitive areas, A-6

11 - Receiving the opinions to edit the EIA report, V. Discussion 24. Mr. Vo Van Rang, Vice Director of Ba Tri District Aquiculture Office, expressed his unity with the subproject s objectives. The Ba Tri sea dye will entirely mitigate disasters, life and living condition of local people will consequently be improved. Additionally, the atmosphere will be better. The dye construction will not affect on ecosystem, especially protective forest. Moreover, the traffic condition will be improved, particularly in the sand-dune area. On the other hand, he uttered that water shortage in the dry season may be happen, especially in May, so reasonable measures need to be taken into account during the culvert construction period. The other problems need to be concerned are - relocation and resettlement issue: Subproject affected people are mostly fishery, therefore assistance on resettlement need to be provided. - local transport issue: Interior proposed sea dyke is aquatic farming and salt-marsh areas that need a better traffic to transport goods. The uncovered culverts seem do not reach the transport demand in the areas. Likewise, the weight restriction of new bridges also needs to be technically considered to meet the transport demand. 25. Mr Nguyen Tan Dat, Vice Director of Ba Tri District Economic Office, approved of the project. He proposed that there should be bridges crossing all culverts in order to create a continuous traffic. He stated that the subproject implementation would help to increase aquatic farming productivity. Although 195 ha of agriculture land would be lost, crops productivity on residual land area would increase. Moreover, local agriculture will less depend on nature. Changing crops and domestic animal structure according to industrial direction will increase goods value. Since the dye put into practice, the natural disaster will be prevented, fresh water supply will increase and environment will be better. Population distribution is scattered, hence, relocation and resettlement will not be a big problem. He also proposed the project implementation as soon as well. 26. Mr. Huynh Van Hanh, Chairman of An Hoa Tay Commune Farmer Association, stated that the traffic on sea-dyke would not good if the new bridges are not constructed. Assistant on displacement and resettlement should be provided soon in order to implement the project rapidly. 27. Mr. Vo Ba Can, Chairman of Bao Thanh Commune Farmer Association, agreed on the project. He proposed the assistance on relocation and resettlement, especially Trai hamlet of Bao Thanh Commune. 28. Mr. Pham Van Chien, Deputy Chairman of Tan Xua Commune People s Committee, agreed on the sea-dyke construction. However, when implementing the project, the investor needs to pay attention to inside aquatic farming area, culvert system for agriculture and aquatic farming. 29. Ms. Nguyen Thi Ken, Deputy Chairman of An Hoa Tay Commune Woman Association, acknowledged the subproject as it brings many benefits for the commune, especially for woman. Appropriate compensates are required for land acquisition and resettlement. 30. Mr. Nguyen Phan, Chairman of An Thuy Commune People s Committee, agreed on the project. The dyke will prevent the district from flood-tide (sea surge) and tsunamis. At Bac Ky arroyo, the subproject will affect a little on inside aquatic farming area and on households at Hamlet Mr. Tran Van Lam, Deputy Chairman of Bao Thuan Commune People s Committee, said that Bao Thuan Commune would be directly affected by the project, about 30 households. Almost households are poor, hence, reasonable assistance need to be A-7

12 supported. He proposed to be widened dyke face from 5m to 7m. As such, in case it is eroded, dyke surface will be miniature and decrease using value. It is required to pay attention on the operation of the culverts. 32. Mr. Tran Van Hong, Deputy Chairman of Tan Thuy Commune People s Committee, hoped the project would be implemented as soon as well. 33. Mr. Mai Van Thanh, representative of An Hoa Tay commune, agreed on the project. 34. Mr. Nguyen Van Thoi, Deputy Chairman of Ba Tri District People s Committee, approved of the project completely since the project will mitigate the damages by natural disease that are significant at present. The dyke would bring a great benefit to local people. He suggested a shift of the proposed uncovered culvert at Trai arroyo to Ben Do arroyo. The reason is that the present uncovered culvert at Ben Do arroyo is deteriorated and need to be rehabilitated. River traffic will be more convenient in this case. In case that the culvert will be constructed at Trai arroyo, boats have to take a roundabout route. Regarding to his opinion, the loss of land/earth dig for sea dye embankment will not be a big problem. Because East sea with high suspend solid/mud will reimburse previous situation speedily. Besides, the project will not break the seaecosystem. 14 B- 1. Leaflet APPENDIX B B-1.1 Vuc Mau reservoir subproject 1. Project information: 1-1. Name of the project: QUESTIONNAIRE AND LEAFLET Restoration and rehabilitation of Vuc Mau reservoir in Hoang Mai river Nghe An province Organization in charge: Ministry of agriculture & rural development 1-3. Aim of the project: - Guarantee the reservoir s safety in flood season. - Prevent from drought; supply irrigational water for 3431 ha of agricultural cultivation and fresh water for 104,000 people. - Prevent the lower section of Hoang Mai river from flood. - Supply water for industrial production (6,844,000 m 3 /year) and aquaculture cultivation (400 ha of shrimp). 1-4: Brief of current status +At present, p=1%, there is not water running through the dam + Some dams built along time ago are not safe, + Opening and closing system is operated by hand. It is out of date, maybe causes breakdowns. + At the sides of dam, water can be permeable through its body and foundation due to instable implement quality of earth dam + Canal system containing both main canal and 1 or 2 level canal is built from earth and soil, surface earth layer is blown off, some sections are broken down that can causes reducing irrigation capacity. + At present, Vuc Mau reservoir is downgrading and can not ensure designed tasks. + Warning system is out of date and not ensures safety. The dam will break down without timely repairing and upgrading. 1-5: Work repaired: + Repair and upgrade earth dam + Repair spillway + Repair water inlet sluice under the dam + Managing house system + Repair roads 2. Benefit of upgrading Vuc Mau reservoir + Decrease the dam s safety + Decrease capacity of reserving water B-1

15 + Ensure capacity to supply water for agricultural, industrial production, aquaculture and inhabitants. 3. Recommendation of environmental impact mitigation problems Collect and treat solid wastes, waste water from toilets Dust and noise mitigation measures in construction phase Preventive measures against environment accidents Emergency measures when accidents happen Measures preventing from permeation Protect water source; make climate equable; prevent from environmental accidents, erosion and alluvium. B-1.2 Ba Tri sea-dyke sub-project 1. The information of the sub-project: 1-1. The aim of sub-project: - Preventing and reducing natural disaster by sea-storm, flood-tide casing for the production in the area. - Protecting life and property of the local people. - Providing water for the production in ha in the area. - Combining with the development of rural traffic; creating the safe place for the the residence of ship; eliminating hunger and reducing poverty. The overview of the sub-project - Constructing sea-dyke with m in length, 3.5m in dyke elevation, from 10 Cua culvert- Tan Xuan commune to Rach Gia- Hoa Tay commune, it s 5m in width. - Forward sea, protective forest is planted 10m away from dyke footing, m in width. - Construction: + 10 underground culverts for small canal; + 9 open culverts for large canal; + 6 water drainage culverts through district road bridges of 8 tons load through belt road. 3. Anticipated main impacts 3-1. Pre- construction phase Moving 70 households and 195,405 ha belonging to 6 communes (Tan Xuan, Bao Thuan, Bao Thanh, Tan Thuy, An Thuy, An Hoa Tay). This land area is used for construction Construction phase - Dust, noise, domestic waste and construction waste, - Safety for worker and inhabitants living in project area, - Plague and environmental sanitation, - Impact on groundwater, - Effect on ecosystem in the project s area, mangrove forest especially Operation phase - Increasing cultivated area, developing agriculture lead to increasing of pesticide and chemicals use, so cause risk of soil, water pollution; - Change climatic and hydrological conditions in the project s area; - Effect of salinity intrusion on estuary zone; - Impact on groundwater. 4. Main mitigation measures Showed impacts can be mitigated by measures following: - to gather and to treatment water waste, solid waste; - to carry out dust and noise mitigation measures in construction phase; - to prevent from risk of environment which possibly happens ; - to be available rescue solution for hazards; - to protect water resource and to avoid erosion. 21 1.1 Introduction This document describes the Public Consultation and Disclosure Plan for the EIA Component of the Natural Disaster Mitigation Project (NDMP). This Plan identifies the GoVN and WB requirements for public consultation and disclosure, describes the consultation activities conducted to date, and presents a set of activities to be conducted from the date of preparation of this document to GoVN approval of the NDMP FS and associated documents in order to meet GoVN and WB requirements. WB s obligations for consultation and disclosure (e.g., preparation, disclosure, and updating of Project Information Document (PID), Project Concept Document (PCD), Project Appraisal Document (PAD), and Integrated Safeguards Data Sheet (ISDS)) are not included in this Plan. 1.2 Background NDMP Objectives The NDMP will support the implementation of the stated government policies of saving lives and protecting property in case of natural disaster. The objectives of the proposed project are to: - Save lives and protect the economic assets of communities living in hazard prone areas. - Improve the efficiency of medium-term reconstruction and recovery efforts. This would be achieved through support for Providing structural and non-structural measures to prevent and mitigate the impact of natural disasters. Restoring infrastructure damaged and providing assistance to poor communities affected to quickly restore their livelihood and income. Strengthening national and local institutions in natural disaster preparedness, response, and medium term recovery. The Project is comprised of four separated but integrated components that proposed to implement broadly in 17 provinces namely Thanh Hóa, Nghệ An, Hà Tĩnh, Quảng Bình, Quảng Trị, Thừa thiên Huế, Quảng Nam, Quãng Ngãi, Bình Định, Phú Yên, Khánh Hòa, Ninh Thuận, Bình Thuận, Long An, Đồng Tháp, An Giang và Bến Tre. Component 1: Structural and Non-Structural Measures The component 1 encompasses structural and non-structural subprojects in order to mitigate natural disaster. Subprojects of the component 1 proposed to be implement in the first year are list in the following table. 2

In the first year, it was planed to put into practice in 10 provinces. This component will provide a wide range of small-scale Natural Disaster Mitigation measures with both structural and non-structural subprojects such as rehabilitate/construction of rural roads, sanitation facilities, water wells, small-scale earth reservoirs, stabilization of river banks, local flood control, local flood plain and hazard mapping, community early warning systems, land use planning, etc. Component 3: Contingency Fund The component 3 is a contingency fund that will be used to finance reconstruction of natural disasters damaged priority infrastructure such as bridges and roads, irrigation systems, schools, health clinics, etc. The funding could also be used to help restore economic and social livelihood of poor communities affected by natural disasters. Component 4: Institutional Strengthening and Capacity Building In the large scale of the component 4, it can ensure better coordination among the various government agencies and levels responsible for actual disaster prevention, preparedness, relief and recovery, provide training courses in mitigation and preparedness measures to provincial Committees for Flood and Storm Control and to communities most vulnerable to natural disaster hazards Contents and Format for EIA Reporting This report is the final Public Consultation Report prepared as part of overall NDMP preparation. This report has been prepared and submitted in accordance with the Terms of Reference for Consulting Services for the NDMP. This document is one component of the overall NDMP EIA: Volume 1: A synthesized EIA report summarizing Sub-Project specific EIA reports, including institutional arrangements and linkages with the resettlement and indigenous peoples plans. This volume will also contain an overview of the programmatic framework for addressing the investments not identified by appraisal. This volume contains an Executive Summary. 3

23 Volume 2 to Volume 4: Collation of the three Sub-Project specific EIA reports for the three subprojects of the component 1 as listed in Table 1. These will be technical appendices to Volume 1. Volume 5: Report on Environmental Screening for the subproject of Component 2. Volume 6: Public Consultation Report Purpose of Consultation in NDMP EIA Preparation The purpose of consultation in the EIA Component under NDMP is to: make all potentially affected parties, organizations and individuals aware of NDMP, the reasons for it, and the requirements and purpose of the NDMP EIA; encourage and solicit public input and comment on NDMP so as to assist in identification of environmental issues and the resolution of those issues through the development of environmental management plans for the various Sub-Projects; ensure that everyone interested in NDMP has access to accurate information about it; meet the requirements of the GoVN and the WB in respect of public disclosure of information and consultation; establish ongoing contacts in stakeholder organizations and commune groups to assist with the implementation of the environmental management plans during NDMP implementation; assist in obtaining broad public acceptance of NDMP. 1.3 Requirements for Consultation National Requirements Save for certain provisions, there are no specific requirements for consultation in the national legal, policy, and regulatory framework for environmental impact assessment in Viet Nam (i.e., National Law on Environmental Protection [NLEP, 1993]; Decree 175/CP/1994 on Implementation of the NLEP; Circular 490/1998/TT-BKHCNMT on Setting Up and Appraising Environmental Impact Assessment Reports). Most of the provisions requiring consultation are related to the appraisal of environmental impact assessments: The Ministry of Natural Resources and Environment (MoNRE) is responsible for appraising reports on the assessment of environmental effects of projects and economic entities for larger projects (identified in Appendix II of Decree 175/CP). The National Environmental Agency (NEA) is assigned the responsibility for assisting MoNRE in 4

24 performing these environmental management responsibilities 1, MoNRE/NEA is required to complete appraisals within 60 days of receiving the required EIA reports and associated documentation; National government ministries are responsible for the implementation of state management of environmental protection. This means that they participate as required in the appraisal of environmental impact assessments for larger projects. Provincial (and city) People s Committees are responsible for the implementation of state management of environmental protection. This includes appraising reports on assessment of environmental effects of projects and local economic entities for smaller projects. The provincial Departments of Natural Resources and Environment (DoNRE) are responsible to the provincial (and city) People s Committees for this task and provincial government departments participate in appraisals as required. In addition, mass associations (such as Women s Union, Labour Union, etc.) are responsible for assuring the proper implementation and compliance with the legal, policy, and regulatory framework for environmental protection WB Requirements To date, WB has classified the three subprojects of the component 1 as a Category A Project 2. Under OP 4.01, the requirements for consultation for a Category A Project are: The borrower must consult Project-affected groups and local non-governmental organizations (NGOs) about Project s environmental aspects and must take their views into account. The borrower is to initiate such consultations as soon as possible. The borrower must consult with these groups at least twice: Shortly after environmental screening and before the Terms of Reference for the EA are finalized; and Once a draft EIA report is prepared. In addition, the borrower must consult with such groups throughout Project implementation as necessary to address EIA-related issues that affect them. Such provisions need to be a part of the Environmental Management Plans (EMPs) prepared as part of the Sub-Project EIAs and the EIA review needs to ensure that these consultations are included in the EMPs. However, consultations during Project implementation are beyond the scope of the requirements for consultation during Project preparation activities. 1 There may be changes in the responsibilities for environmental management at the national and provincial levels with the recent formation of the new Ministry of Natural Resources and Environment. However, the basic allocation of responsibilities between the central government and the provinces will not change. 2 meaning that the Project may have significant adverse environmental impacts that are sensitive, diverse, or unprecedented 5

25 1.3.3 Identification of Project-affected Groups in NDMP STAKEHOLDER ANALYSIS Stakeholder Definition Stakeholders are people, group or institutions that are likely to be affected by the proposed intervention (either negatively or positively, or those which can affect the outcome of the intervention). Project-affected groups (stakeholders) in NDMP have been identified on the basis of: Meetings and discussions with PPU, the Consultant, MoNRE and EIA team members; Workshops, meetings, consultations, and interviews held in the area of influence of each Sub-Project; Information and data obtained from provincial agencies in the area of each Sub-Project; Existing information sources; and Information received from Irrigation Enterprises. Identification of Stakeholders' Institutions and Organizations Project-affected groups have been identified as the following institutions and organizations in each Sub-Project: Provincial, District and Commune People s Committees (PPCs, DPCs and CPCs); Farmers and aquaculturalists; Women s Unions, Farmers Unions/Associations and Veteran Associations as the most important local political-social organizations; Water User Groups (WUGs) or Irrigation Cooperative Groups; Irrigation Enterprises; Aquaculture offices at district level; Natural Resources and Environment offices at district level; Provincial Departments of: Agriculture and Rural Development (DARD) for agricultural production issues Natural Resources and Environment (DoNRE) for Sub-Project environmental impact assessment and implementation of environmental management plan issues Labour, Invalids and Social Affairs (DoLISA) for poverty issues Summary of Consultations Conducted to Date The first public consultation and disclosure was carried out by directly interviewing stakeholders in Quynh Luu and Ba Tri districts in August. The second extensive consultations were done in Quynh Luu and Ba Tri districts for the 2 subprojects of the component 1 in September. 6

26 1.3.5 Comments from Stakeholders First Sub-Project Consultations VUC MAU subproject Questionnaires (appendix) were delivered to stakeholders and obtained results indicated that all affected households as well as other stakeholders back the subproject up. Local people outlooks on some situations after the subproject completed are presented in Table 2. Table 2: Local people opinion of some situations after Vuc Mau reservoir subproject completed Unit: (%) Items No change Worse Better Water supply capacity Aquaculture cultivation condition Agriculture cultivation condition Atmosphere Decrease in flood People living in the subproject command area have high dependence on subsistence farming and have income mainly from land based activities, consequently, majority of interviewed people addressed that the subproject would improve their living standard due to the improvement of cultivation condition (Table 2). 100% of interviewees agreed that the Vuc Mau rehabilitation will diminish losses caused by flood. Just about 3.5% proclaimed less water supply capacity after the reservoir upgraded. Moreover, a small amount of 5 among 28 people claimed about noise, air pollution and difficulties in agriculture cultivation during the project construction phase such as the limitation of water supply for paddies. Majority of them expressed their concern of soil erosion when the flood comes, as well as prolonging local inundation after the subproject put into operation. These anxieties were considered in the mitigation measures of the EIA (volume 2). Ba Tri subproject Questionnaires (appendix) were delivered to stakeholders and obtained results demonstrated that all affected households endorsed the subproject. Nearly all of interviewed people pointed toward that the subproject would improve their life owing to fewer disasters damaging their cultivations as well as better cultivation condition (Table 3). At present, it is uncontrollable seawater spread out into the cultivation areas, particularly, shrimp cultivation quarter in the project command area. Moreover, by reason of the unrestraint of influences of saline, flood, sea storm, sea-surge, the average yield is significantly low of about 5.7 ton/ha. 100% interviewee (29 people) uttered that the Ba Tri sea dye will absolutely diminish natural disaster losses. The dye can protect a larger cultivation area and the benefit gained from shrimp cultivation is always higher than the one from rice filed, many of them therefore will cultivate shrimp instated of rising rice in the subproject area. Consequently, their income will be increase resulted in a higher living condition. 7

They also stated their worries about earth roads that would be deteriorated as a result of construction material transport. They expected more investment for these rural roads in postsubproject construction. Their concerns were considered in the mitigation measures of the EIA (volume 3). Second Sub-Project Consultations VUC MAU subproject The meeting at Quynh Luu people committee was held for the second public consultant and disclosure for the Vuc Mau reservoir subproject. The content of the discussion in the meeting could be summarized as follows: 1. Mr. Nguyen Nhu Dung, representative from Department of Agriculture and Rural Development, stated that the design frequency ensures the frequency in the rainy season; resisting the drought; supplying people and industrial zone with the fresh water; protecting Hoang Mai river from the flood; etc. He proposed to upgrade Vuc Mau Reservoir since the volume of the reservoir is small. Although some small dam were built around the reservoir, the quantity of the work is bad. Moreover, the adjustment system is by hand; many absorbent currents appear on shoulder of the dam; the filtering level is disordered; tree grows luxuriant on the upstream area; the land-canal system is fallen in; there is not yet the foresting system; etc. He also proposed that the improvement should be widened in the whole of commune with the water-collecting drain system under the dam; the management house system; building the rain and water level forecasting station; etc. He said that this is the third-degreed work with 75% in the irrigation frequency, 215 km 2 in area of basin, 1302 ha in area of water surface and that ensure the technical targets of Vietnamese Standard. 2. Mr. Le Duc Loi, Director of Quynh Luu Water Resource Work Enterprise, announced that Vuc Mau Reservoir brings about economic effects for local people and District such as fresh water; water in agriculture; aquatic farming. He also presented the status of the reservoir and dam is deteriorated, only 1,8m in width, worm-eaten in the body of dam. The canal system is bad and often broken in the storm season. However, when the project is finished, the water supply is better and the epidemic diseases will be put back so the environment will be better. 8

28 3. Mr Bui Van Tien, Chairman of Quang Thang Commune People s Committee, said about the following advantage and disadvantage issues of the project: - Advantage: ensuring fresh water, increasing humidity, raising the productivity of the aquatic farming, etc. - Disadvantage: The project has only just compensated for 30 households but not yet planed the resettlement area for these households. There are 5 households that have not been compensated yet. The farming area is narrowed. The hamlet No 4, 5 has landslide phenomenon. He proposed the re-survey to compensate further and enhance money for compensation. 4. Mr. Dinh Minh Thien, Chairman of Quynh Trang commune People s Committee, announced that the improvement of Vuc Mau Reservoir is necessary. He proposed that there should be the solution when the overflow-door is opened since some households will be in danger of landslide and some areas will be flooded. Some part of the forest was delivered to households. The project should have the reasonable compensation mechanism. 5. Mr. Le Sy Su, representative of Veterans Organization of Quynh Trang commune, stated that Vuc Mau reservoir has not supplied enough water to irrigate in the winter crop for a long time so the improvement is necessary. 6. Mr. Hoang Dinh Duyen, representative of the affected households of Quynh Trang commune, agreed on the improvement of the reservoir. 7. Mr. Le Hong Tam, representative of Veterans Organization of Quynh Thang commune, said that the improvement of the reservoir is necessary to protect the environment and people living in the neighbored area. 8. Ms. Le Thi Thoa, Chairman of Woman Association of Quynh Trang commune, agreed on the improvement of the reservoir. 9. Ms. Vu Thi Que, Chairman of Woman Association of Quang Thang commune, agreed on the improvement of the reservoir since the project will support to develop the economy as well as eco-tourism. 10. Mr. Le Duc Cuong, Vice-Director of Office of Agriculture and Rural Development, declaimed that the improvement is extremely necessary. If the reservoir were not upgraded, there would be many impacts on the environment such as the flood on upstream, emigrant, etc. Upgrading the reservoir will keep the forest and limit the large flood on upstream. He also agreed on the project. 11. Mr. Ho Sy Trong, Director of Office of Resource and Environment, announced that after the project put on operation it would induce optimistic economic effect to local people; protecting the environment and increasing the covering of forest. At present, water is not enough to irrigate for the area, so the improvement is necessary. He also proposed to have the reasonable construction measures. Ba Tri subproject The second public consultant and disclosure for the Ba Tri sea-dye subproject was taken place on October 5 th 2004 at Ba Tri district people s committee. More than thirty people including local authorities, affected households, and local associations had attended the meeting (appendix). The content of the discussion in the meeting could be summarized as follows: 1. Mr. Vo Van Rang, Vice Director of Ba Tri District Aquiculture Office, expressed his unity with the subproject s objectives. The Ba Tri sea dye will entirely mitigate disasters, life and living condition of local people will consequently be improved. Additionally, the 9

29 atmosphere will be better. The dye construction will not affect on ecosystem, especially protective forest. Moreover, the traffic condition will be improved, particularly in the sand-dune area. On the other hand, he uttered that water shortage in the dry season may be happen, especially in May, so reasonable measures need to be taken into account during the culvert construction period. The other problems need to be concerned are - relocation and resettlement issue: Subproject affected people are mostly fishery, therefore assistance on resettlement need to be provided. - local transport issue: Interior proposed sea dyke is aquatic farming and salt-marsh areas that need a better traffic to transport goods. The uncovered culverts seem do not reach the transport demand in the areas. Likewise, the weight restriction of new bridges also needs to be technically considered to meet the transport demand. 2. Mr Nguyen Tan Dat, Vice Director of Ba Tri District Economic Office, approved of the project. He proposed that there should be bridges crossing all culverts in order to create a continuous traffic. He stated that the subproject implementation would help to increase aquatic farming productivity. Although 195 ha of agriculture land would be lost, crops productivity on residual land area would increase. Moreover, local agriculture will less depend on nature. Changing crops and domestic animal structure according to industrial direction will increase goods value. Since the dye put into practice, the natural disaster will be prevented, fresh water supply will increase and environment will be better. Population distribution is scattered, hence, relocation and resettlement will not be a big problem. He also proposed the project implementation as soon as well. 3. Mr. Huynh Van Hanh, Chairman of An Hoa Tay Commune Farmer Association, stated that the traffic on sea-dyke would not good if the new bridges are not constructed. Assistant on displacement and resettlement should be provided soon in order to implement the project rapidly. 4. Mr. Vo Ba Can, Chairman of Bao Thanh Commune Farmer Association, agreed on the project. He proposed the assistance on relocation and resettlement, especially Trai hamlet of Bao Thanh Commune. 5. Mr. Pham Van Chien, Deputy Chairman of Tan Xua Commune People s Committee, agreed on the sea-dyke construction. However, when implementing the project, the investor needs to pay attention to inside aquatic farming area, culvert system for agriculture and aquatic farming. 6. Ms. Nguyen Thi Ken, Deputy Chairman of An Hoa Tay Commune Woman Association, acknowledged the subproject as it brings many benefits for the commune, especially for woman. Appropriate compensates are required for land acquisition and resettlement. 7. Mr. Nguyen Phan, Chairman of An Thuy Commune People s Committee, agreed on the project. The dyke will prevent the district from flood-tide (sea surge) and tsunamis. At Bac Ky arroyo, the subproject will affect a little on inside aquatic farming area and on households at Hamlet Mr. Tran Van Lam, Deputy Chairman of Bao Thuan Commune People s Committee, said that Bao Thuan Commune would be directly affected by the project, about 30 households. Almost households are poor, hence, reasonable assistance need to be supported. He proposed to be widened dyke face from 5m to 7m. As such, in case it is eroded, dyke surface will be miniature and decrease using value. It is required to pay attention on the operation of the culverts. 10
