Create distribution channels of fresh agricultural products. 4. Research the model "Uber tourist service". 5. Create a learning environment for families of workers in industrial zones. 6. Restructure urban in areas at risk from the impact or impacting on flood discharge capacity (long-term adaptive solutions). 5. 11 ACTIONS FOR THE STRATEGIC OBJECTIVES 4: 1. Development of the Centre for Disaster Prevention and Reduction 2. Pilot application of risk management tools in managing to respond to floods 3. Application of the Visual Climate Change Adaptation Programme (VCAP) to evaluate the state of vulnerable housing by storms in the community 4. Construction of databases and infrastructure facilities at all levels to serve the disaster management, search and rescue to ensure security of the city information system 5. Finalizing of plans for prevention, response and problems solving to strong storms and hurricanes scenaries as well as search and rescue solutions 6. Capacity building for staff working in disaster prevention on disaster forecasts and warnings information processing. 7. Monitoring systems investment of hydrometeorology, environment quality and early warning for floods, flash floods, reservoir breaking. 8. IT application to collect and provide online disaster information with the community participation 9. Develop a diversity communication network, a natural disaster communication with the community participation.

12 PRIORITY PROJECTS Research to expand the funding for building storm resistant housing for the community. Maintain, protect and restore natural ecosystems to enhance drainage. Adjust urban planning solutions towards sustainable development. Invest on monitoring systems of hydro-meteorological, environmental quality and flood early warning; infrastructure, data system and equipment in disaster response at all levels. Quang Nam - Da Nang local links in river basin management and urban development.
