Obtaining Consent to Establish from MPCB Filling up and submission of Consent Forms at MPCB s local office 1.2. Follow up with local office to forward application to MPCB s Head Office 1.3. Site visit to collect all the relevant information and follow up at local as well as Head office and any other related work with respect to the above items 1.4. Obtain Consent to Establish from MPCB prior to commencement of work 2. Preparation of Environment Impact Assessment (EIA) Report as per guideline of MOEF & CC Details of aquatic ecology & Major Industries within the study area 2.2. Demography and socio- economic analysis based on available census data for the study area 2.3. Relative Metrological data for past Three years from IMD 2.4. Ambient air quality report and Ambient noise quality data 2.5. Ground water quality data within the study area 2.6. Prediction of impacts 2.7. Plan of mitigate impacts 2.8. Formulation of Environmental Management Plan (EMP) & Environmental Monitoring Plan 2.9. Initiate and complete all the documentation required for statutory approvals Presentation to statutory authorities on behalf of MDL for obtaining necessary clearances Cost estimates for implementation of EMP and Environmental Monitoring Plan Preparation of Risk Analysis report and other reports required for approval from MoEF. 3. In addition to the above Consultant has to carry out the following task for compliance to all statutory authorities: 3.1 Field Monitoring Field monitoring at landward as well as marine site and surroundings in the radius of five kms from site to assess the existing baseline status. The study will include: AMBIENT AIR QUALITY MONITORING (AAQM) SURVEY. Page 2 of 7

3 AAQM survey as per the guidelines to collect the data on following parameters: Suspended particulate matter (SPM), Sulphur Dioxide (SO 2) and Oxides of Nitrogen (NO 2). Also air samples for analysis of Carbon Monoxide (CO) METEOROLOGICAL DATA Micro-meteorological data: To monitor site-specific meteorological data, following parameters are to be included: Wind speed Wind direction Temperature Humidity Meteorological monitoring will be carried out throughout the study period at a periodical frequency WATER QUALITY (Surface, Ground) Collection of water samples from surface water bodies i.e. sea, rivers, streams, etc. within 05 kms radius area and analysis of the same once during the study period for various physico-chemical parameters. Also ground water samples from wells of villages in 05 kms area to be collected and analyzed for various physico-chemical parameters, if applicable SOIL QUALITY Collection of soil samples from the proposed site and from land/field of villages in 05 kms area and analysis for various soil parameters. (25 parameters, 10 locations) NOISE LEVEL Monitoring of background noise levels at all AAQM locations for (24) hours once during the study period with a frequency of half an hour. The linear equivalent (Leq) values shall be calculated from this data. (05 locations) 3.2 Field Surveys Field surveys include collection of following data in 10 kms area: Geology of the area Land use pattern Flora / fauna of the area Endangered species in the area, if any. 3.3 Pollution Aspects Study shall be carried out for the following based on data provided by MDL: Page 3 of 7

4 Water sources and break-up of water uses Wastewater generation, quantity and characteristics Air emissions, stack details Solid waste and slurries produced with quantity and characterization. 3.4 Mitigative Measures for Pollution Control The following aspects of mitigating pollution, existing and likely to be generated, to be studied: Existing and proposed control measures for air emissions stack height, etc. Waste water treatment and disposal strategies to meet discharge standards Solid and hazardous waste disposal Noise level control (if necessary) Provision of green belt. Also various safety aspects of transport, storage and handling of chemicals, fuels, etc, if any, shall be studied. 3.5 Evaluation of Impact Based on the baseline data collected, modelling studies and review of the control measures to be provided, the likely impacts of the project on the surrounding environment shall be evaluated in terms of adverse or beneficial impacts. This also includes Disaster Management Plan (DMP), Environmental Management Plan (EMP) and Risk Scenarios. 4. Obtaining Recommendation from MCZMA: 4.1. Submission of application along with relevant details, maps, reports and covering letter to MCZMA 4.2. Follow up at MCZMA for an early date for presentation meeting 4.3. Prepare the technical presentation for meeting at the expert committee at MCZMA for MDL s approval and finalise the Technical presentation to be submitted to MCZMA 4.4. Make 15 sets of the above compliance presentation for each member of expert committee Make technical presentation at MCZMA on behalf of MDL Reply to the queries raised during above presentation 4.7. Obtain Recommendation to MCZMA 5. Obtaining CRZ Clearance from MoEF & CC Submission of application along with Recommendation from MCZMA, relevant details, maps, reports and covering letter to MoEF & CC 5.2. Follow up with MoEF & CC for an early date for EAC presentation meeting 5.3. Prepare the technical presentation for meeting with Expert Appraisal Committee (EAC) at MoEF & CC for MDL s approval and finalise the technical presentation to be submitted to MoEF & CC 5.4. Make 15 sets of above compliance presentation for each member of EAC. Page 4 of 7

5 5.5. Make technical presentation at MoEF & CC on behalf of MDL Reply to the queries raised during above presentation 5.7. Final Clearance from MoEF & CC 6. Timelines: Time is an essence for this project. Obtaining all Statutory Clearances dfrom MPCB, MCZMA, MoEF etc. shall be done in time bound manner. Consultant on appointment shall submit a timeline/ programme with detailing of sequential activities and their completion timelines. Total time schedule to complete the scope of work in all aspects, i.e. obtaining Consent to Establish from MPCB, CRZ Clearance from MCZMA and EC from MoEF&CC shall be 9 (nine) months from the date of issue of work order / LOI. Note: Following is excluded: a. Delay by Statutory Authorities from envisaged timelines b. Delay by MDL in compliance/ payments. 7. The following inputs shall be made available by the Shipyard as required to the consultant to carry out the assignment: (a) Site Layout (b) Any other information on need to know basis. Ref: MDL Tender No INSTRUCTION TO THE BIDDER: 1. The Goods & Service Tax IS NOT INCLUDED in the rates indicated below for this section. The Goods & Service Tax as applicable, which is 18% at present, shall be paid over & above the item rates. 2. Bidder to note Clause No. 1 (Completion Period), Clause No 2 (Security Deposit), Clause No 3 (Terms of Payment) & Clause No 4 (Prices and Taxes) of Volume II before quoting. 3. All entry/ exit permissions and passes will be issued in office of MAZAGON DOCK SHIPBUILDERS LIMITED at Dockyard Road, Mumbai. The bidder to note the same before quoting. 4. Having visited the site, read the conditions for Consultancy services in the tender enquiry and Scope of Work, we hereby offer our LUMP SUM Professional Fee for Consultancy Services for the subject work as under: S.N.
