Moore, Finance Director John Cimino, Financial Advisor, AMS Summary This is a request to award the compost screener to Screen USA, pursuant to the bid previously authorized by the East Providence Budget Commission ( EPBC ) and conducted by the City. The new, much needed screener for the City s compost facility will be purchased with a combination of proceeds from the sale of the old equipment and the recycling revenue grant funds earmarked for the City s recycling activities. The approval of the City Council is required for this award due to the amount of the purchase. Background and Explanation The City has operated a compost facility at the former Forbes Street Landfill since This facility is an asset to the community as it provides a location for the City and its residents to dispose and recycle leaf and yard waste materials. The operation produces rich compost which then can be used within City parks and is also available for residents. This material will also be used for the final closure of the landfill as a soil amendment for vegetative growth. Use of the compost material for closure activities is a cost avoidance measure for the City, who would otherwise have to spend approximately $125,000 to purchase of loam or other organic soils needed for this purpose. Aside from the landfill closure purpose, the overall operation provides a fiscal benefit with respect to the refuse and recycling contract. East Providence is one of nine communities to have its own Rhode Island Department of Environmental Management ( RIDEM ) licensed compost operation. Without this facility there would be added charges to the refuse contract for the transportation of leaf and yard waste to the Central Landfill. Additional, potential costs estimated by the City s current vendor range from $75,000 to $125,000 annually, but can be avoided with the compost facility. Additionally, without the operational compost facility, the City s disposal fees could increase up to $120,000 annually, as the City would be responsible for $25 per ton payment on historical tonnage excess of 4,800 over its 1,200 limit.

2 Compost Screener Award March 14, 2013 Owing to the residents recycling efforts last year, the City received a profit share grant for $96, from the Rhode Island Resource Recovery Corporation ( RIRRC ). These funds per the agreement with RIRRC are to be used for the City s recycling program to fund personnel, equipment, etc. As confirmed by Finance Department there is $105, available in the Recycling Revenue account, which includes the profit share grant. The City received conducted a sealed bid process for a new compost screener on February 20, Two bids were received as shown on the attached tabulation of bid results. DPW recommends the purchase of the compost screener from Screen USA as the lowest, responsible bidder, in the amount of $119, Neither bidder provided a trade-in price for the existing screener. However, it is estimated that the current screener has a value of approximately $15,000. The new screener can be purchased with the combination of selling the old screener, plus the recycling revenue grant funds. As EPBC is completing its exit strategy, with the next meeting held on March 28, 2013; the purchasing powers have been delegated to the City Manager, subject to the City Charter and Code. Accordingly, as a purchase in excess of $100,000, pursuant to City Code 4-16(2); this award is brought before the City Council for approval. The Council is asked to approve the award of the bid for the compost screener from Screen USA for an amount not to exceed $119,895 as well as a corresponding disposition of the existing screener with an estimated value of $15,000; with an estimated net effect on the Recycling Revenue account of $781 ending balance.
