2 Proposition 68 California Drought, Water, Parks, Climate, Coastal Protection and Outdoor Access for All Act of 2018 $4.1 Billion in General Obligation Bonds: $1.5+ Billion for Natural Resource Conservation $1.2+ Billion for Parks and Recreation $1.2+ Billion for Water including flood protection, safe drinking water and water recycling Local governments would be eligible to apply for funds for local projects

NO: The Legislature could change current law, allowing it to spend a portion of fuel taxes and vehicle fees on purposes other than transportation.

6 Proposition 70 Greenhouse Gas Reduction Reserve Fund Cap and Trade Program began in 2012 Funds are generated from sale of permits for Greenhouse Gas (GHG) Emissions Funds are placed in a special fund for programs that reduce GHG emissions; expenditure of funds requires a simply majority of Legislature

7 Proposition 70 Greenhouse Gas Reduction Reserve Fund YES: Beginning 2024, cap and trade revenue will be collected in a separate fund until an expenditure plan is passed with a two-thirds vote. NO: Cap and trade revenue expenditure process would not change.

8 Proposition 71 Ballot measures: effective date State Constitution currently says that unless otherwise specified, ballot measures enacted by a vote of the people take effect the day after the election The current vote count process lasts several weeks after Election Day

9 Proposition 71 Ballot measures: effective date YES: Unless a later date is specified, state ballot measures would take effect after the statewide vote has been counted and certified about six weeks after Election Day. NO: Most state ballot measures would continue to take effect the day after Election Day.

10 Proposition 72 Property Tax: New Construction Exclusion: Rainwater Capture Systems Rainwater capture systems are one way to create additional water supplies for uses like watering plants and flushing toilets Property taxes are assessed on the value of the land plus any buildings or other improvements to the land

11 Proposition 72 Property Tax: New Construction Exclusion: Rainwater Capture Systems YES: Installing a system to collect and store rainwater on a property cannot result in a higher property tax bill. NO: Installing a system to collect and store rainwater on a property could result in a higher property tax bill.

12 Regional Measure 3 Metropolitan Transportation Commission: Bridge Tolls Allows 9 Bay Area Counties to vote to increase bridge tolls on state-owned bridges in Bay Area $1 in 2019 $1 in 2022 $1 in 2025 Then adjusted for inflation

13 Regional Measure 3 Metropolitan Transportation Commission: Bridge Tolls Revenue would fund transportation improvements including: $20 Million for Highway 29 in South Napa County to relieve traffic congestion and improve bus service $100 Million for improvements to State Route 37 $150 Million for Interstate 80/680 and State Route 12 interchange project

14 Regional Measure 3 Metropolitan Transportation Commission: Bridge Tolls YES: Increase state-owned bridge tolls by $3 through 2025 to fund transportation improvements throughout Bay Area. NO: Will not increase state-owned bridge tolls to fund transportation improvements throughout Bay Area.
