1 Maker Barracks Cmmunity Interest Cmpany / C-perative Draft prpsal 02/06/2016 Backgrund The Rame Cnservatin Trust is nw in a debt free financial psitin thanks t the sale f the utbuildings t Evlving Places The Barracks building requires immediate attentin and lng term investment t achieve its ptential The RCT has limited funding pprtunities and is hampered by negative public attentin EP may take ver the freehld f the Barracks blck, but the negative attentin has a high risk f derailing EPs interest and causing lng term issues with any plans they have fr the building. Shuld the public resistance becme high enugh, they may pull ut t the further detriment f the site Prpsal in Brief 1. Fcus the public attentin and enthusiasm in a new entity, namely a Cmmunity Interest Cmpany, which has a clean slate in the public eye and in the eye f funding bdies wh may remain reticent t deal with the RCT after histric events. The new CIC wuld be knwn as the Rame Cmmunity Interest Cmpany (RCIC). 2. Pull tgether lcal and natinal expertise t jin the RCIC. Currently, ffers f prfessinal assistance have been put frward in the fllwing areas; Fire safety assessment and management services with n-site fire training fr building ccupants Overall health & safety Full survey f the heating requirements f the building paid fr by grant aimed at CIC entities with further financial assistance t install a sustainable heating system Electrical systems services Cnstructin & engineering services Damp cntrl & building restratin services Histrical analysis Cnsultancy in the arts & educatin areas Fundraising activities Architectural design & cnsultancy Page 1

If the RCIC can raise funds f 55k+ in a three mnth perid, sufficient t carry ut immediate wrks identified bth by the cnditin survey and thers t the Barracks, the freehld will be transferred t the RCIC wh will then take n the task f restring the building and ensuring it remain an accessible and useful cmmunity asset. If the wrks are nt cmpleted with 3 mnths f the freehld transfer, the freehld will revert t the RCT. Effectively, the cmmunity will have t prve it is prepared t cntribute t the restratin f the Barracks. The RCT is then released frm bligatin t the Barracks and is free t pursue the restratin f ther structures n the site. Existing tenants may have t be relcated temprarily but can be reinstated int the Barracks quickly nce the utstanding safety issues have been reslved. The RCIC can assist in finding temprary wrk space fr thse tenants wh use the Barracks n a regular basis, minimising business interruptin t them. 4. Whilst the RCIC will have a bard f trustees t versee the entity, these will nt be required t run the venture day t day as this will be dne by vlunteers & paid lcal emplyees. Members will have a vte in majr affairs. A psitin n the bard will be ffered t existing trustees f bth the RCT and EP t ensure all parties can wrk tgether as all parties wuld be neighburs n the site. A CIC will pen further funding pprtunities, many funds are currently fcused n cmmunity riented grups. Dnatins can be made t the RCIC, and it can perate as a nn-prfit rganisatin cnducting business with paid emplyees. Prfits will be reinvested in the site and lcal cmmunity prjects. The fcus f a CIC has t invlve activities that benefit the cmmunity and encurage the arts and educatin, these will be in line with the riginal prpsals fr Maker which will be adpted as the gal f the RCIC. These are namely prviding; Spaces fr the pursuit f all types f art Spaces fr educatin field studies supprt, wrkshps, educatinal institutins Spaces fr the cmmunity meeting areas, wrkshps/skills classes, lcal business start-ups etc. Temprary residential units t supprt the abve Pursue sustainable and sympathetic develpment prjects n site Of equal imprtance will be the full restratin f the Barracks building itself, withut which any lng term gals will be impssible. The RCIC wuld carry ut these wrks in a staged Page 2

3 manner where pssible t enable the building t cntinue being used. 6. If the RCIC cannt achieve the set gals, the RCIC wuld supprt ther parties wh have similar verall aims that are interested in cnserving & develping the site Wrk immediately required t regain access t the building and make it safe fr ccupants is in the area f 50-75k. If the RCIC can raise this frm direct dnatins it can als leverage the capital t btain mre. A CIC can use capital mre effectively than many rganisatins as it can negtiate mre cmpetitive rates fr gds and services, as businesses and prfessinals will be mre interested in wrking fr a cmmunity rganisatin with a high prfile thrugh altruism and the gd publicity frm spnsrship it will bring them. Lcal skills are in abundance, and if it is understd that the time and capital invested in the building will remain fr the benefit f all fr the lng term, it will be frthcming. Any speculatin regarding the future wnership f the building will serve t discurage anyne frm becming invlved.
