2 July Sept,2017 COMPANY THDCIL is one of the premier power generators in the country with installed capacity of 1513 MW with commissioning of Tehri & Koteshwar Dam, 50MW Wind Power Project at Patan and 63MW in Dwarka Gujarat to its credit and is bestowed with 'Mini Ratna-Category-I & Schedule 'A' Status. Since the commissioning of its first project viz. Tehri Dam a multipurpose project on the river Bhagirathi in and Koteshwar HEP (400 MW) in , We are a profit making organization. Tehri Dam project started with the status of a project of 'National Significance' during its planning stage and was successfully commissioned in spite of stringent opposition during its implementation. 8 THDCIL-Winner of 23 rd ICPSU Chess Tournament July Sept.,2017 Host THDC India Limited (THDCIL) won the 23 rd ICPSU Chess Tournament held at Rishikesh w.e.f. 05 to 08 Sept wherein total 10 teams including MOP participated. 8

Biswas, Director(Personnel), THDCIL handed over 01 Mortuary Chair and 06 Bed Cum Chair to Ganga Prem Hospice, Raiwala on behalf of SEWA-THDC as Infrastructure Support. SEWA-THDC signed an MoU with Energy Efficiency Services Limited (EESL) on for strengthening and improving of lighting arrangements and highlighting important structures in Ganga Ghat at Rishikesh & Haridwar. 9

13 TALKING POWER THDCIL is one of the first CPSE in Central Sector which is implementing Pumped Storage Plant. This way 1000 MW Tehri PSP is a unique project in many ways as it involves construction of underground Machine Hall housing four Generating Units with Reversible Pump turbine of 250 MW each. To talk more on uniqueness of this project let us tune in conversation with Sh. K.P. Singh, GM (Tehri-PSP). July-Sept.,2017 Question- Can you introduce Tehri PSP Project for our readers? Response- Tehri Pumped Storage Plant (PSP) is an integral part of 2400MW Tehri Hydropower Complex. Its operation is based on the concept of recycling of water discharged between upper reservoir (Tehri HPP) and lower reservoir (KHEP). It involves construction of underground Machine Hall housing four Generating Units with Reversible Pump turbine of 250 MW each on left bank of River Bhagirathi. Sh. K.P. Singh, GM(PSP), Tehri The main feature of the project is the large head variation of about 90m between maximum and minimum head under which reversible units shall operate. 13

14 Question- Can you throw more light on key benefits this project?. Response-This project would provide 1000 MW peaking power to Northern Region with annual generation of 1268 million units. THDCIL is one of the first CPSE in Central Sector which is implementing Pumped Storage Project. The Construction of this project began on 27th July 2011 and is scheduled to be commissioned in With Commissioning of Tehri PSP, Tehri Hydropower Complex of 2400 MW will be fully operational. Question- What are the critical aspects of this project? Response-THDCIL has entered in an EPC agreement with consortium of M/s GE Hydro France (foremerly Alstom Hydro France), GE Power India Ltd. July-Sept.,2017 TALKING POWER (foremerly Alstom Project India Limited) and Hindustan Construction Company for the implementation of this project. We have also inked a Loan Agreement of Rs.1500 Cr. from State Bank of India for funding of this project. Apart from this we are also managing the funds from our internal resources. This project is also a different experience for our young workforce especially engineers involved in the construction stage. Question- What are the challenges being faced during construction of Tehri PSP? Response-Mainly there are four issues which are causing delays in completion of the project. First is disturbance in the designated dumping yard at Chopra, it has been resolved by providing alternative dumping yard to the contractor at Koti in July

15 Second issue is frequent Dharna at Asena quarry by locals, due to their various demands like employment etc and also non availability of quality material in sufficient quantity. To overcome the aggregate issues of Asena, contractor is being allowed to purchase the material from market till additional land is acquired and handed over to contractor. Differential cost of the aggregate is being paid to the contractor during the non availability of Asena quarry. Third issue is variation in Geology at various location at the project. Fourth issue is cash flow problem at the project. Contractor is not in a position to infuse money, therefore resource (man, machines, material) deployment by the contractor is inadequate, w.r.t. the revised construction schedule. It is being overcome upto certain extent by providing interest bearing working capital advance to the contractor. TALKING POWER July-Sept..,2017 working capital advance to the contractor. Question- What are the key issues and way forward regarding PSP s and Energy sector of the country? Response-Govt. of India has planned to add 175 GW renewable energy by Therefore it is estimated that total installed capacity (all forms) in the country will be about 535 GW. Inspite of so high installed capacity 24 X 7 Power will not be ensured to every citizen of the country. And also grid will not be stable due to variability in the generation. To ensure 24 X 7 power supply and to ensure grid stability, storage of power is required, which can be used as and when required as per the demand. Power can be stored by batteries or by pumped storage plants. As we know batteries are not an economical and eco friendly solution for power storage. 15

16 Therefore most reliable economical and best available method for power storage is Pumped Storage Plants. To ensure fast implementation and make the PSP project viable following issues need to be addressed (I) Land acquisition/ Lease/Transfer, shall be smooth & time bound, it can be achieved by providing specific clause for such projects in land acquisition act. (II) Environmental/ Forest/ other clearances shall be provided in time bound manner by the Govt. bodies. It can be achieved by setting on-line time bound procedure for these clearances. (III) Law and order situation in the state can be made effective through a special task force having special powers for directing state authorities. (IV) Risk registers shall be maintained having predefined risk sharing b/w Employer & Contractor. TALKING POWER July-Sept.,2017 (V) All hydro projects (small and big) shall come under renewable energy (RE) segment, so that benefit of RE projects could be availed by PSP s to make these project viable. (VI) Most important aspect which has been raised by our Hon ble CMD before the concerned Ministries and others, that to make PSP s viable and qualify in merit order dispatch, it shall be treated as Grid Asset, because it stabilizes the grid as other components do. A substantial component of its capital cost (75-80%) shall be subsumed and it shall be recovered through wheeling Charges. Beneficiaries who provide off-peak power will be returned with peak power after accounting for losses and will have to bear only balance 20-25% of the capital cost. 16
