9 Chesapeake Bay Tributary Strategy Continuing to partner with the County Conservation District with the Nutrient Credit Trading Program Competition for selling credits is much higher with both municipal & industrial waste water plant upgrades completed across the State Plants that were in need are now credit generators 21K Nitrogen credits generated but only 3500 sold at auction in 2017 Will be working together to update the County s strategy for marketing of Nutrient Credits 9

10 Lycoming County MS4 Coalition MS4: Municipal Separate Storm Sewer System Assisting the10 local MS4 entities with compliance is no longer a County program Entities are now supported by two Sewer & Water Authorities with MS4 capabilities based upon individual and joint MS4 permit cycles LCWSA South Williamsport & Duboistown Boroughs WMWA/ WSA Penn College & the other 7 municipalities

13 Property Buyout As required by FEMA, the County s Hazard Mitigation Planner follows the below process: Home acquisition is strictly voluntary County purchases the property at appraised value for pre-flood condition Purchase price is reduced by an amount equal to any previous FEMA assistance given to the owner(s) County arranges for removal/demolition of the structure Ownership of the land parcel reverts back to the governing municipality Land itself must be permanently retained as open space The following images depict the buyout process: 1.Damaged home is purchased through FEMA 2.Home is demolished 3.Property is deeded as permanent open-space 13

16 What if the entire county experienced 100-year flood? 46,093 buildings in the region which have an aggregate total replacement value of $7,427,019 3,383 households will be displaced due to the flood 5,915 people (out of a total population of 116,111) will seek temporary shelter in public shelters 1,174 buildings damaged, 240 building destroyed

17 Greater Muncy Resiliency Plan Will Serve as the model for community resilience in Pennsylvania, to showcase how small-scale, rural communities, situated along rivers and creeks, can successfully leverage a whole community approach and incorporate best practices of resiliency in developing their long-term recovery plans.

20 September 2017 EMRC&D had to down-size due to lack of funding and lost its Executive Director, Kimberlie Gridley, now a planner with Tioga County Programs and projects were either handed off to willing partners or put on hold The Headwater Hemlock project begun on behalf of the Pine Creek Watershed Council is continuing with Tioga & Potter County Planning & Conservation Districts (Pine Creek Watershed) Lycoming County Planning took over the funding search for a stream bank restoration/ stormwater BMP demonstration project in Muncy Borough s Green St. Park (Muncy Creek Watershed) 20

21 EMRC&D was recently awarded two grants towards its Riparian Buffer Program DCNR s Department of Conservation and Natural Resources Community Conservation Partnerships Program (C2P2) grant award for Endless Mountains Legacy: Multifunctional Riparian Forest Buffers program- planting of 11 acres in project areas identified in Lycoming, Tioga, and Sullivan Counties DEP Growing Greener Plus grant award for EMRC&D s Applied Agroforestry Education and Demonstration program The EMRC&D Council is meeting this the Bradford County Conservation District, 10:30am, to discuss those grants and a plan to move forward 21
