1 CONNECTICUT YANKEE UPDATE KEN HEIDER February 20, 2002 DECOMMISSIONING UPDATE Decommissioning Activities: Containment?? Sluicing garnet to High Integrity Containers (HIC) continues and the 11 th debris liner is in the process of being loaded. The last of the four Avantech A43 HICs has been cut, sluiced, and will be removed from the cavity shortly. Remaining spent filters, hoses, and other miscellaneous items will be removed from the cavity this week. Vacuuming in the cavity and the disposition of debris is in process. PCI is currently scheduled to be demobilized by the end of February. The PCI Bridge is being stripped of nonessential components and other PCI materials are being demobilized.?? Bechtel continues with the planning details for cleanup of the reactor cavity and transfer canal (post-pci) and draining of the cavity, canal, and reactor vessel.?? An enclosure has been erected around the regenerative heat exchangers and work is in progress for the removal of asbestos insulation.?? Remobilization of equipment and material for the restart of polar crane modifications will begin toward the end of February.?? General walkdowns continue in various areas of Containment to perform characterization (hazardous materials, asbestos, radiological conditions) for work planning purposes. Turbine Building?? Demco (Bechtel s subcontractor) is continuing with full-scale demolition and waste packaging (structural steel, concrete, commodities) on the lower level in the north end of the building. The last moisture separator reheater has been removed. Demolition of heater drain tank is in progress. Demolition of the interior of the building (with the exception of elevation 59 ft. 6 in., the condenser, and the turbine pedestal) is scheduled for completion on February 28 th. Service Building?? Asbestos abatement work activities are continuing in the cable spreading room. Primary Auxiliary Building (PAB) / Waste Disposal Building (WDB)?? Insulation and commodity removals are ongoing in the Waste Disposal Building (WDB). Commodity removals are currently scheduled to be completed in March. Yard Area?? Demco continues to work toward the start of tank demolition. Asbestos abatement on a number of tanks will start later this month. Fabrication of a modular tent system to cover the entire tank farm area is under way. It is expected that tent erection will start in mid March. Phase 1 of tank demolition will include the RWST, BWSTs, and the WTTs; phase 2 will include the RTTs and ADHUT tanks.?? Final mechanical work and electrical preoperational testing is near completion on the Yard Crane. The remachining of the sister hook is complete and was proof tested and passed the Non Destructive Examination. Revving the new wire rope on the Yard Crane Main Hook and Auxiliary Hook is in progress. Load testing of the Yard Crane is scheduled to be performed next week.

2 Transformer Shipment The Main Station Transformer was sold and shipped to a Texas Utility. On the afternoon of January 31, shipment preparation activities were interrupted by an incident with the crane that prepared the barge for the transformer shipment. The crane had completed its work and was being made ready to be moved when it tipped at a 30-degree angle. Prior to the tip, the operator moved the counterweights to the front of the crane pad, got out of the cab, and began retracting the outriggers, which hold the crane steady during lifting. During the retraction, the counterweights unexpectedly began to rotate. With the outriggers retracted, the counterweights overbalanced the crane, tipping it at about a 30-degree angle, coming to rest on the counterweights. No injuries occurred, and there was no leakage of any mechanical fluids. Notifications of the incident were made and the State Crane Inspector responded to the site. Environmental Compliance?? Follow-up assessments regarding contaminated groundwater issues, including Sr-90 in various wells continues.?? Met with DEP on January 24, 2002 re regulator's response, expectations with respect to the issue of Sr-90 in a water supply well and the potential impact of this on the overall groundwater monitoring and contaminated groundwater plume definition program.?? Continued work on submittal to Environmental Protection Agency for Alternate Method of Disposal Authorization (AMDA) of Polychlorinated Biphenyl (PCB) contain paint removal from concrete surfaces. Draft responses to EPA under review.?? Review of Draft RCRA Part 1 Closure Plan for RRF and SRF hazardous waste storage units is in progress. Final Status Survey (FSS) Implementation?? Conducted Lessons Learned meeting and self-assessment for FSS and laboratory support for survey of the two completed areas. Engineering?? Bechtel Equipment Operations rigging specialists in Frederick continue their independent review of the RPV rigging design.?? Bigge has essentially completed revisions to the RPV shipment configuration drawings reflecting the removal of the RPV head and nozzles from the RPV package. With the exception of minor editorial comments this activity is complete.?? Engineering s review of Pacific Grout s technical processes for grouting the RPV is now complete with only minor editorial comments remaining. Pacific Grout is now preparing on site work plans. The onsite plans and procedures will be released for review in March.?? With the town s approval of the Building Permit, engineering and licensing activities in support of the ISFSI, including Spent Fuel Building modifications, fuel transfer safety evaluations and resolution of NAC operational issues, previously on hold, have been restarted and are now an Engineering priority.?? The proposed containment demolition plan is now complete and has been reviewed with construction and project management.?? The NRC review of the associated Technical Specification changes has not produced any technical issue with the upgrade of the Yard Crane.?? Engineering s review of the tent structure design required for demolition of the tank farm by DEMCO is complete. Comments have been provided. Final drawings are expected this week.?? Licensing continues to process regulatory correspondence supporting responses to LTP Requests for Additional Information. 2

3 3 COMMUNITY ACTIVITIES CDAC Meetings At the January 15 meeting of the Community Decommissioning Advisory Committee, Russ Mellor reviewed the recommendation and approval process for Yucca Mountain now that site has been recommended for the nation s high-level nuclear waste repository. The February meeting of the Community Decommissioning Advisory Committee (CDAC) was held on 2-19 in Middletown. Site Manger, Noah Fetherston, provided an update on major decommissioning and License Termination Plan activities, Condition Reports, and the construction schedule for the dry cask storage system. He also reported that CY was preparing a response to the Nuclear Regulatory Commission (NRC) regarding a letter the NRC received from Dr. Jelle DeBoer, pertaining to the geologic conditions at the dry cask storage site. NRC Lead Inspector John Wray provided a review of the CY Integrated Inspection Report for the last quarter, which concluded January 11, Areas assessed during the 16-week inspection period-included CY s quality assurance, security program, radiation protection and radioactive waste management activities. The NRC review concluded that the programs were being effectively implemented and no safety concerns were identified. Also noted were effective programs for protecting the safety of workers during the residual heat removal system decommissioning activities, the shipping of the reactor head and emergency diesel generators. On March 16, 2002, in lieu of a regular public meeting, the CDAC will conduct a planning workshop. The next public meeting of the CDAC will be announced after the workshop. Meeting With New York Officials Haddam First Selectman and New York officials will visit Connecticut Yankee on Friday, February 22, The New York officials are researching information on shut down nuclear plants and relationships with their host town. Various public officials representing areas around the Indian Point Nuclear Power Plant are expected to attend. REGULATORY UPDATE Dry Fuel Storage Settlement Agreement Approved On January 23, 2002, the Haddam Board of Selectman voted 2 to 1 to approve the proposed settlement agreement between Connecticut Yankee (CY) and the Town of Haddam. The agreement will allow construction to proceed on the dry fuel cask storage facility once administrative details are settled. The settlement allows CY to construct the dry fuel cask storage facility on its proposed location with negotiated conditions regarding safety and environmental monitoring. The settlement also includes deed restrictions that protect the town from any nuclear waste, other than that generated at CY, from being stored at the dry fuel storage facility. CY will continue its efforts to get the federal government to permanently remove the fuel from Haddam. CY is in receipt of the building permit. Haul roadwork is expected to begin in March. In related matters, Connecticut Yankee is in receipt of four of the 43 Transportable Storage Canisters TSCs. The remaining canisters will be delivered over the next several months. CY has also received the fuel transfer cask and associated hardware. License Termination Plan A formal NRC mediation session was held on January 29 and 30, 2002 in Cromwell, Connecticut. Participants included the NRC, Citizens Awareness Network, the State and CY. Settlement discussions are ongoing. In other related LTP issues, RAI resolution meetings and phone calls with NRC staff continue. Approximately 75% of RAIs are closed, with resolution on most of the balance near. A meeting with NRC staff and subcontractor (Argonne National Laboratory) to discuss specific dose-modeling issues is planned for late February All LTP issues are expected to be resolved by April. The SER is expected to be issued by April. Groundwater Report The phase 2 Hydrogeologic Investigation Work Plan has been received and is under review for submission to the CT DEP and other stakeholders. The presence of Strontium 90 was indicated in a second on-site non-potable water supply. A more elaborate radiochemical laboratory test, which can differentiate between naturally occurring radionuclides and Strontium 90 at very low levels, was conducted on this water source, as well as the water supply on the peninsula that had also indicated very low levels of Strontium. The results indicate that the first, less elaborate test, conducted for both locations indicated a false positive due to interferences from naturally occurring radionuclides. These wells will

4 continue to be sampled and analyzed as part of the ongoing groundwater monitoring activities. Also, the NRC plans to conduct their own analysis of samples taken from these two locations. 4
