Translation : Decarbonized: 100% REN.when we say our vision is low energy, it means that for us decarbonisation implies reducing Distributed resources/energy («A city with )High quality of life: wealth today is not well distributed, a distributed energy system is sharing more the resources, the responsabilities. And RES are actually more evenly spread between and within countries Decentralised : the main point of our vision: cities are at the core of the energy revolution. It is because new technologies and industrial breakthrough have happened that it is possible, but what is at stake is that is it decentralised in production but not in power => production closest to needs

6 Devolve For the decentralisation not to be only about the production, it requires that a lot of power of decision is transferred to the right level Vaxjo and the heating network Brussels and the Building code German distribution network Devolve: adapt the policy and legislative framework to ensure that all territorial levels have the power to implement the best transition path towards carbon neutral local economies and societies.

7 Democratise The energy transition is a mean to revitalise our democracy by implementing democtratic processes to produce and distribute energy. Energy is not commodified but common goods. Access to affordable Energy as a basic right. Examples: Community energy production:rescoop development French law for energy transition Munchen or Almada pact of actors Democratise: adapt governance of the energy sector and of energy policies to a multi-actor, multi-level, multi-lateral world. The civil society has proved to be a corner stone of the Paris Climate agreement, and this should translate into citizen s ownership of the decision on the energy system and of the energy decentralised system.

10 Divest New ways to consider investment (shift from macro-projects to locally-rooted ones favouring (Treaty) objectives of social and territorial cohesion) Use of ETS revenus by Brussels region Divestment by local public pension Funds in UK Divest strategy in Stuttgart, in NL cities Divest-invest: adapt funding programmes, fiscal, budgetary rules and processes to promote the right kind of investments at all level including local; reinforcing the strong dynamic on divestment and on crowdfunding

12 100% REN cities Integrate 100%REN to wider and deeper agenda Cooperate with the hinterland Showcase successful projects (many small make senses if put together) Invent new partenships with local actors, change roles Invest in social engineering, in animating the process

13 Cities commitments: an already long story The EU Covenant of Mayors in 2009: 3x20 to commit to the EU States level towards the same objective The Global Covenant announced in Paris : same principle: Cities commit to at least the same objective than their States and report in the COP processes (merged with the Compact) Beyond a Plan, a stakeholders joint commitment, the process is integrating a social and adaptation pillar
